1.  SECTION 1

1.1 – INVITATION TO BID

This Request for Proposal (RFP) is to invite proposals from eligible bidders for providing end-to-end solution for technology based Financial Inclusion Solution (FIS) for The Idukki District co-operative Bank Ltd. (IDCB).The solution should include the following:

a)  Offline/Online on-Boarding/Customer account opening using Aadhaar based authentication.

b)  Offline/Online on-Boarding/Customer account opening using e-KYC features for manually submitted documentation.

c)  Devices / Software for the above purposes working on Tablets/ Handheld terminals

d)  Online card based transactions for cash receipt/payment/balance enquiry/statement of account etc. based on NPCI standards.

e)  Integration of the solution to backend core banking solution working in The IDCB Hosted Card Management System and other card based transaction services for Rupay Cards.

f)  Software management of the business correspondents (BC’s) including commission calculation, (It is assumed that the BC’s will be appointed and managed by the bank)

g)  Integrated device management system

The proposal envisages bid for outright purchase and alternatively on per transaction basis.

For the purposes of this proposal, it is envisaged that there will be 300 individual BC’s attached to the above.This is to be implemented in the service areas of branches of the IDCB. The Bank desires to implement the FI in different service areas the IDCB as per the terms & conditions of RFP. Proposed financial inclusion initiatives are to be implemented in the following Branches.

1.2.REQUIREMENTS AND GENERAL TERMS & CONDITIONS

1.  The prime requirement of the bidder (herein after may be mentioned in this document

as ‘bidder or company’) is that the bidder must be capable of installation of the solution

requested for.

2. The bidder company must have taken up and successfully completed similar work in other banks.

3. The Bidder Company should agree to support the IT Cell of the bank for a period of

years (Three years) for upkeep of installations, till completion of warranty, after implementation.

4. The Bidder Company should have their focus on the relevant field in the IT industry.

5. The Bank reserves the right to reject in its discretion any or all proposal(s) received without assigning any reason.

10. Bidders should submit Earnest money deposit of Rs. 25000/-. The EMD amount should be submitted alongwith the completed Proposal form as DD favouring the General Manager, The Idukki District Cooperative Bank, Idukki. Proposals without EMD amount will be rejected. Those who download the RFP documents from the website will be required to submit a DD of Rs. 5000/- (Rupees Five thousand only) towards the cost of the tender document. The cost of tender document is non refundable. The EMD amount should be submitted along with the completed proposal as DD favouring the General Manager, The Idukki District Cooperative Bank, Idukki.

12.  The EMD of the successful bidder shall be adjusted against the final bill after the installation of the solution, The EMD shall be returned to all other bidders within two weeks of finalisation of the contract.

13. Proposals will be opened in this office on 10-05-2015--- and the bidders or their authorized representatives may be present at the time of opening of the proposals. The number of authorized representatives that may be present for any bidder is limited to a maximum of two. Proposals should be submitted in a sealed cover as indicated below:

a. Part I: Earnest Money Deposit

b. Part II: Technical bid

c. Part-III Commercial bid

The sealed Proposal of the bidder company will be opened and verified for correctness of enclosures in the presence of the representative of the bidder company. The Proposals will be evaluated by the TECHNICAL COMMITTEE of the bank for its technical correctness. The commercial bid of the technically qualified bidders will then be opened and evaluated.

The shortlisted companies after the Technical evaluation and commercial evaluation will be called for detailed discussions and negotiations on the same day. The quotes of the bidder companies will not be made openly available till completion of evaluation, discussions and negotiations with the shortlisted companies.

14. The Proposals of the bidder companies, who are not represented at the opening of the Proposal, will be opened and verified by the Bank in-absentia. The companies can obtain the result of such Proposals afterwards from the bank in person after fixing up an appointment with the bank.

15. Proposals received after due date and time would be ineligible to compete in the process.

16. Corrections/overwriting in the Proposal document should be avoided. In case of any discrepancy between the amount in figures and in words, the concerned bid will be cancelled.

17. The technical and commercial bid must be in line with specifications and conditions required for the Proposal. However, proposals with better technology and competitive advantage will be given due weightage and preference.

18. The delivery of all equipments / Software/Services shall be accepted only after inspection and approval of the equipments/Software/Services by this office. Inspection charges if any shall be borne by the company only and this office shall make no extra payment for this.

19. The techno-commercial bid would be inclusive of all taxes, duties, surcharge(s) etc.

20. 10% from total contract amount will be withheld as Security Deposit . The bidder company should submit a Bank Guarantee of 5 % of Total Bill amount for the entire contract period of 5 years and 5% of total contract amount will be withheld as Security Deposit for one year of the warranty period subject to services provided during the first year.

21. The proposal must meet all the requirements as mentioned in this document. Any inadequacy in the given requirements will disqualify the bidder company to be shortlisted during the evaluation process.

22. On acceptance of Proposal and issue of purchase order by the bank, the project plan to be submitted by the bidder company in response to the purchase order and should strictly be adhered to otherwise; the bank reserves the right to cancel the acceptance of the proposal . In case the order is not executed within the stipulated period, bank will be at liberty to select other sources, and to forfeit the EMD of the Proposer.

23. Bank reserves the right to procure the Hardware equipments for the implementation of the solution from the local vendors if the quote from the selected solution vendor is not find reasonable.
