S.A BILL

To provide a new alternatives for United States reliance on foreign energy supports. Additionally, to aid domestic industries with high energy cost by means of economic stimulus.

Be it enacted by the Senate of the United States of America in the Congressional Simulation assembled.

SECTION 1. SHORT TITLE.

This Act may be cited as the "Domestic Energy Security Act of 2005."

SECTION 2. PURPOSE.

The purpose of the bill is to reduce and eventually eliminate the dependence of the United States economy on foreign-based energy supports. The United States has untapped oil and natural resources that need to be explored to aid in economic security and avoid economic turbulence caused by foreign need.

SECTION 3. FINDINGS.

Congress makes the following findings:

(1)Dependence on foreign energy sources causes unnecessary economic insecurity.

(2)United States energy demands are growing, and as such, the entire growth of the economy depends on maintaining a solid and reliable energy based, which seems is not consistently provided by OPEC or other foreign based energy resources.

(3)The results of Hurricanes Katrina and Rita have caused a spike in energy prices that other sources have not been able to absorb. The effects already have exemplified a need for new and less volatile resource management program.

(4)ANWAR, the wildlife refugee in Alaska, has shown in initial testing, that major oil reserves are readily available for decreasing the United States energy concerns.

(5)Economic ties and dependence on foreign resources decreases national and homeland security as volatile and unpredictable economies are closely tied with the United States.

(6)Needs for new and renewable sources of energy should be explored as fossil fuel reserves are continually depleted.

(7)No new oil refineries have been built in the United States since the 1970's while demand has skyrocketed since those periods.

SECTION 4. GOALS.

The goals of this Act are as follows:

(1)To initiate and allow drilling and oil prospecting in ANWAR.

(2)To provide a more safe and intelligent energy security plan by allowing companies to build new refineries.

(3)To decrease the reliance on foreign energy resources and additionally, to invest in renewable technologies which will free the economic ties in regard to energy with foreign countries.

SECTION 5. EFFECTIVE DATE.

This Act, and the amendments made by the Act, shall take effect on upon approval by the Congress and upon the signing by the President.

Energy Security Act of 2005

Fellow citizens, I have currently introduced a new bill to Congress to remove the United States dependency on foreign energy resources. As noted in the title, the bill aims to secure the energy prospects of the United States. The provisions include building new refineries in the United States as none have been built since the 1970's, to induce drilling in the oil rich ANWAR wildlife reserve, and to attempt to develop new and renewable technologies. All of these important provisions will aid the United States in moving away from foreign and volatile energy concerns. Hurricanes Katrina and Rita have both exemplified that United States infrastructure additionally is weak. As your consummate public servant, I have put forth this legislation to help the United States in important economic ventures and in important security ventures. Controlling high energy costs is extremely important to the balance of the United States economy. Along with GOP backing, I have put much time and effort into formulating this Energy Security Act, as it remains one of the greatest issues that the United States government refuses to deal with. I, however, have taken on the challenge for the security of my constituents and citizens in general. Finally, as a corollary, I praise my fellow GOP legislators for taking initiative with me on this very important piece of law.

Dear Esteemed Colleagues,

I want to take a moment to introduce a very essential piece of legislation to you. I am introducing the Energy Security Act of 2005. The legislation is a movement towards reducing American dependence on foreign energy resources and namely foreign oil. The bill proposes building of new refineries since none have been built since the early 1970's, allowing drilling and prospecting in ANWAR and other available areas, and investing in new and renewable energy technologies. The intent here is the move away from OPEC and other foreign lands for oil and seek and use what we have locally. We need to develop a secure future that does not revolve around any country except our own. The reason for introducing this bill is not specifically vested in a certain event but the closest thing to that is the recent developments in the energy sector in coloration with Hurricanes Katrina and Rita. These events are only a preview of coming attractions unless we develop an energy policy that has United States economic and security interests involved.
