Background

The Michigan Department of Natural Resources provides anglers with a condensed guide of Michigan fishing regulations and laws. The guide provides important information that anglers should know in order to participate in fishing in the state of Michigan. The DNR intends to publish a guide which covers one year in 2014 after which the intent is to publish in 2015 a guide which will cover a two year period, therefore eliminating a 2016 guide.

ITB Bidder Response:

160 companies accessed the attachments OR received notice of the Request for Proposal (RFP) thru the Bid4Michigan website. Bids were posted 6/28/13, Questions were due 7/8/13 and proposals were due 7/17/13. Two (2) organizations submitted timely responses. Neither of the bidders are registered as a Service Disabled Veteran Owned Company (SDV).

  2. Hour Media LLC – Royal Oak, MI

Bidders were required to submit technical proposals and samples, which were reviewed and scored. Bidders had to receive a score of 80 or more in order to have pricing considered.

Proposals were evaluated on statement of work and samples (50 pts), prior experience (35pts) and staffing (15pts).

Evaluation Information for J.F. Griffin:

Statement of Work Response and Samples: Points: 48 out of 50

Griffin did not address how they would solicit advertisements from the list of Potential Advertisers that the DNR provides to them.

Prior Experience: Points: 33 out of 35

Griffin’s Subcontractor Grand River Printing provided 3 references, however the references simply stated “printing” and therefore the scope and size as compared to the RFP was not able to be determined.

Staffing: Points: 12 out of 15

The Project lead’s resume (Jeremy Garnish) was not detailed regarding examples of projects completed and listed only “demonstrated success” rather than stating how they were demonstrated

The Art Director’s resume (Jon Gulley) did not list any accomplishments or work examples since joining Griffin. His examples in his portfolio provided were unclear as to what he had done and for whom.

Evaluation Information for Hour Media LLC:

Statement of Work Response and Samples: Points: 46 out of 50

Hour did not address how they would solicit advertisements from the Potential Advertisers that the DNR provides to them.

The samples of e-versions provided were not done in HTML, a format that will be required per the Request for Proposal.

Prior Experience: Points: 30 out of 35

Hours’ prior experience and strength are in creating state of the art magazines and publications as presented in their prior experiences. Experience in producing a regulatory type guide similar in scope to what is being requested was not evident.

Hour did not provide 3 references for their printing subcontractor.

Staffing: Points: 8 out of 15

The Project lead’s resume (Ed Peabody) did not provide details of qualifications and accomplishments. Examples of work performed were not similar to what the lead on this project would do.

The Design Director’s resume (Ken Cendrowski) does not have a chronological time line to follow regarding his work history. There are no details regarding his examples of projects completed.

The Sales Manager (Jason Hosko) who will be in charge of soliciting advertising does not demonstrate qualification, accomplishment nor show prior experience in this role.

No resume was provided for Sue Rink the subcontractor’s lead

Hour did not mention within their proposal the staff that would be overseeing the packaging and shipping of the digests.

Bidders had to receive a minimum of 80 points in the technical to have pricing evaluated. Both companies passed technical and therefore pricing was reviewed.

Award Recommendation:

DNR Procurement is recommending award of a three (3) year contract to J.F.Griffin in the amount of $296,243.55. If additional guides are needed in a year the funding will be added to the contract at that time.
