I attended the People’s Assembly and World Constitutional Convention in Wolfach and Interlachen, respectively, in 1968. Have you heard of Vanguards, a coalition of some 200 NGO’s, promoting what they call a “Second Assembly” in the UN? NGO’s could begin the process immediately. My suggestions for a UN “People’s Assembly” consisting of representatives of SVDO’s (Supranational Voluntary Democratic Organizations) is an appendix to a chapter, “The UN as in International, Peace, Justice, and Security System”, in a book entitled, “The UN and World Peace”. “The United Nations as an International Peace, Justice, and Security System”, The United Nations and World Peace, Juyal, Shreesh, and Babu, B. Ramesh, eds., (1989) Sterling Publishers, L-10, Green Park Extension, New Delhi-110016. The last time I was in the UN bookstore there was a stack of the books across the isle from the cashier [Is that good news or bad news?]. The structural route to UN reform is essentially closed by Article 108 (requiring US government acquiescence), but this functional route is immediately open were NGO’s to seize the initiative.
Senator Mike Gravel (Alaska during the Viet Nam war) has been promoting a US national initiative in order to achieve UN charter reform (original motive) through the structural route. He serves on the Geneva board for Direct Democracy.
This group could form the nucleus of an effort to establish world rule of (legitimate) law with justice, a precondition to peace and important for aspirations to a sustainable environment. The World Federalists are a natural strategic ally.

Congressman Major R. Owens, an executive member of the
Congressional Progressive Caucus, has announced that The
Progressive
Caucus of the U.S. House of Representatives is conducting a forum
“On the
State of Community Radio: Pacifica Radio Foundation, Free Speech
And
Citizen Access To The Spectrum.” The forum will be held on
Tuesday, May
15, 2001 from 2:00 p.m. to 5:00 p.m. in Room 2261 Rayburn House
Office
Building.
The Progressive Caucus is chaired by Congressman Dennis Kucinich
and
co-chaired by Congresswoman Barbara Lee.
”Any action that serves to restrict and delimit the
progressive voice in this country any further is dangerous and an
intolerable threat to our democracy” Owens said recently when asked
about the
purpose of the forum.
”Since the passage of the Telecommunications Act of 1996, there
has been a savage consolidation of ownership and control of radio
and television stations that seriously limit access of alternative
views and grassroots voices to the media. This Pacifica conflict
threatens
one of the few significant radio access points open to all of the
people. Open access to the airwaves is a critical part of
democracy,” Owens
said.
Two Panels will discuss public access to the airwaves,
obstacles to such access, and the free speech implications of
limited
access.
Specifically, the Caucus will be reviewing the growing conflict
between the Pacifica Foundation Board and Pacifica listener
supporters
across the country over democratic principles of free speech,
access, and the
mission Pacifica was licensed to meet.
Low power radio broadcasting, the impact of the
Telecommunications act of 1996, and changes at the
FCC, will also be reviewed.
The main objective is to open the debate on
the democratic principles at the heart of the Pacifica Foundation
conflict: censorship, equal access, future viability of non-profit
status,
and national vs local control in public supported organizations.
Owens became a major player in this conflict after he
was cut off the air during a live broadcast on WBAI in March.
Speaking
about the incident on the floor of the House of Representatives,
Owens
blasted the irresponsible act of censorship calling it a “ weird
and
frightening
experience of being gagged by a radio station manager in my own
home city
of New York.” On Monday 5 March, Congressman Owens was rudely
interrupted and turned off the air when he called in as a guest on
WBAI.
Speaking on
”Building Bridges: Your Community and Labor Report,” Owens was
several
minutes into a discussion on recent changes at the
listener-sponsored
station, when WBAI’s interim general manager pulled the plug on his
interview without explanation or apology.
Representatives from both sides of the conflict will
present testimony on the democratic principles of free speech,
access and
the mission of the Pacifica Foundation.

The First (Pacific Coast) Regional People’s Assembly is being held
at San
Francisco State University’s Seven Hills Center between June 29th
- July
1st,
2001. This Regional People’s Assembly is a next step in the
development of
local-to-global People’s Assemblies around the world and will
prepare for
the
Second Global People’s Assembly to be held in India in 2002.
Delegates
from
the Pacific Coast Area will participate from people’s assemblies
in San
Francisco, Seattle, Los Angeles and Sacramento. It will also be

This Regional People’s Assembly follows the Inaugural Session of
the
GLOBAL
PEOPLES ASSEMBLY, held in Apia, Samoa in April, 2000, the result
of many
years of dedicated preparation, including several events in San
Francisco,
The Hague and New York. A goal is to democratize the United
Nations by
increasing citizen input and decision-making on issues affecting
the
people.
Distinguished Guests and Speakers have been invited: Dr. Robert

former Assistant Secretary-General of the United Nations and
Chancellor
Emeritus of the Unitversity for Peace in Costa Rica will speak on
“Envisioning the Future and the role of People’s Assemblies”;
