Leon thought it was a very difficult subject to talk about. Marcia thought the same. Their report can be found on the website.

We have talked a little bit about the Paying for care charging policy, again this is a difficult subject.

We have talked about reviewing the LD plan from September onwards. People who have made promises will have to review them and we can add other people if they would like to make promises. The Board will need to have a small group to work on this.

Partnership Board website: Flo said we are updating the website. If someone would like to update the Blue LIG statement, that would be great. It does not have to be long, just more about the Blue LIG.

the Bobby scheme – Steve

(Part of the Blue Lamp trust)

Steve is a retired police officer who now fits equipment as per this scheme.

The scheme is there to protect vulnerable people and people over the age of 60 or people affected by burglaries.The service is free of charge for people who are eligible.

Reminder: please check once a week your fire alarm and you need a carbon monoxide detector if you have a gas fire or a wood burner.

Paying for adult social care consultation – out for public consultation now until 26th August 2016.

HCC have to make some changes to social care as they are getting a lot less money than before so they have to make savings (£43 million to 2017).

HCC checks how much you can afford to pay for your care by doing a financial assessment. There are rulesabout how we do this. If you can’t afford to pay for your care, you will still get it for free.

There are 4 proposed changes (number 2 is the one which will affect people with learning disabilities most)

HCC says:

Idea 1:

When you have 2 carers at the same time you pay for both if you can afford it. At the moment some people do not have to pay for a second carer. It costs us a lotto pay for 2 carers for those that need it. We expect more people will need 2 carers in the future. We think that people should pay for both of their carers if they can afford to. People that have 2 carers at the moment will still get their second carer paid for. We do not want to change this for people thathave 2 carers at the moment. 140 people will be affected (this is applying for new people only). It does not affect people with learning disabilities in residential homes.

Idea 2:

When we decide how much you pay for your care we should lookat all of your money. We work out how much you pay for your care. This is called a financial assessment. At the moment when we do thisassessment we look at most of yourmoney. (95%). We think that we should look at all of your money. (100%). This might mean you have to pay more for your care. We think that about a total of 4000 people will be affected (average increase of £2.22 per week). It will affect 1100 people with learning disabilities. People said that £10 per month is a lot of money for some people (it can be a hair cut, transport, a CD or a DVD which is important for some people if they don’t like to go out).

Idea 3:

People in our residentialand nursing homes will pay when they go away.891 people affected if in hospital or long term respite.

The group said that it is not people’s fault if they go to hospital but we understand that some people already pay for this if they are in a private home (and not an HCC home). It depends on where you live so it will make things more equal for everyone.

Idea 4:

We will look at how muchyou get for renting out your homeif you want to set up a DeferredPayment to pay for your care costs.3 or 4 people affected every month.

Some people with learning disabilities said that your house should go to your family. Other people thought that it was a good idea. Some people asked why are people commenting on point 4 when it actually does not affect them?

Anyone who is affected by those changes has been informed with a letter explaining how they are affected. (this is also called a targeted group).

Savings for the council: about £1.6 million over two years for points 1 to 4.

Ian said that the whole consultation is difficult to understand and is it fair to consult when people are vulnerable? The analysis should be different for older people and people with learning disabilities. HCC need to take any adjustments into account. Nicky has taken this on board.

It is for all Hampshire residents to use (community groups, service users, professionals etc – all residents)

There is information and advice on carers support.

Currently we are in the test phase (as from 4 July) so it is not perfect. We will start a light virtual tour in August and we will have a public launch in 2017.

It will be tested in GP’s surgeries too. Everything is in one place so it will be easier to find in the long term.
