Support Staff Learning Improvement Fund (LIF)

The District and CUPE Local 1260 have reached an agreement regarding the implementation and utilization of additional resources allocated under the Support Staff Learning Improvement Fund (LIF). Under the Framework Agreement, School District No. 35 (Langley) and CUPE Local 1260 have been allocated $681,584 for the 2016-2017school year.
Special Education Assistant (SEA) allocationshave been determined based on the number of SEA’s currently assigned to the school who work 28.5 hours/week or more and up to and including 34 hours/week in their assignment. This resulted in an additionalone (1) hour/week per SEAeffective September 6, 2016. This additional time should be utilized for the purposes of:
- Consultation and collaborative planning with classroom teachers and resource teachers.
- Consultation and collaborative meetings such as IEP Meetings, Safety PlanMeetings, etc.
- Increased time for special needs student coverage including before and/or after school programs, organization of homework support, waiting for the school bus, etc.
- Creating materials to support student learning.
The LIF fundis not intended to be used for training purposes.
LIF funds are targeted specifically to supportSEA’s currently working in special education. The category of Special Education Assistant is comprised of:
- Special Education Assistant
- Special Education Assistant/Autism
- Special Education Assistant/Autism/Computer
- Special Education Assistant/Autism/Modern Languages
- Special Education Assistant/Interpreter for the Deaf and Hard of Hearing
- Special Education Assistant/ESL
- Special Education Assistant/Physical Needs
- Special Education Assistant/Physical Needs/Autism
- Special Education Assistant/Visually Impaired
- Special Education Assistant/ABA
- Special Education Assistant/Work Experience/Autism
For the 2016-2017 school year, the District and CUPE Local 1260 have agreed to allocateone (1) hour/week of LIF time to Youth Care Worker’s and Family Support Worker’s working 34 hours/week or less.
It is important that you allocate the LIF time to the employees who meet the criteria identified abovecommencing the week of September 6, 2016.
- Principals and employees are encouraged to work out a mutual plan that reflects flexibility regarding the best method of utilizing the full allocation of time.
- Employeeswho have posted into term assignmentsand who meet the criteria identified above are eligible to work the additional time allocated through LIF.
- Casual replacement staff are not eligible to work the additional time allocated through LIF.
- Employees who work in more than one school cannot combine their hours from other schools to meet the requirements for the LIF allocation.
- Employees with approved exemptions through Learning Support Services are not eligible to work the additional time allocated through LIF.
To ensure that eligible employees are paid appropriately, pleaseemail Sherry Squires and copy Marnie Wilsonby Friday, September 30th,showing the:
- Name of the employees working LIF time in your school.
- The position title of the employees working LIF time.
- The current hours worked/week by the employee (prior to assigning LIF time).
For the 2016–2017 LIF allocation, eligible employeesmust work LIF minutes and may not choose to opt out of working the additional time. Over the school year, each eligible SEA, YCW, and FSW needs to work 39 hours of LIF time.
