General Position Summary:

Manages all operations of the three Trusts administered by XYZ. Implements the Board’s goals and vision as directed by the Board of Trustees and reflected in the Board’s Governance Policies.

Essential Functions/Major Responsibilities:

  1. Plans, develops and implements XYZ goals and objectives consistent with Board Vision and direction.
  1. Manages and coordinates projects and programs in support of established goals and objectives.
  1. Provides overall direction to and management of XYZ personnel.
  1. Serves as liaison and primary representative with various entities including the Board of Trustees, League of ABC Cities, Association of ABC Counties, members and other stakeholders.
  1. Oversees fiscal issues associated with operations including budget preparation and monitoring, rating, expenditure authorization and overall protection of assets.
  1. Prepares/recommends long-range operational and strategic plans for Board review and adoption.

Secondary Functions:

  1. Writes and/or edits materials for publications.
  1. Reviews and, as appropriate, acts upon pending legislation that effects operations or products and services provided by the organization.

Job Scope:

The position encounters a wide diversity of work situations involving a high degree of complexity. Complexity is due the need to manage diverse programs, functions and people in a competitive environment. The position is responsible for developing policies and objectives and operates independently with minimal supervision.

Supervisory Responsibility:

Exercises full supervisory responsibilities over the entire staff and has direct supervisory responsibility for the management group and selected administrative personnel. Provides daily work direction, conducts performance evaluations, approves absences or overtime, and recommends or approves personnel transactions including hiring, job or pay changes and termination.

Interpersonal Contacts:

Contacts are normally made with others both inside and outside XYZ. The majority of internal contacts are made with other XYZ departments and frequently contain confidential or sensitive information requiring the use of discretion.

Specific Job Skills:

The position requires the ability to develop and manage people and programs necessary to meet the goals and objectives of the organization. It requires ability to effectively communicate with and influence the staff, the Board and other stakeholders. A solid understanding of business operations and a strong understanding of business management concepts and their implementation is required.

Mental and Physical Requirements:

The position constantly requires decision-making, the use of discretion, practicing teamwork, interpersonal and customer service skills. It requires the continuous need for problem analysis, the need for creativity, negotiating, mentoring, training, teaching, supervising, performing basic math functions and making independent judgments or taking independent actions. Marketing, performing advanced math functions and performing basic programming functions are frequently required. The need to talk, hear, sit, and use repetitive motions of hands/wrists is continuous.

Education and/or Experience:

Requires a Bachelors degree or equivalent specializing in business or public administration or risk management. Requires 5-8 years of progressively responsible and directly related experience to develop an in-depth knowledge of all aspects of the organization’s programs, operations and products and services offered.

Job Conditions:

Work is normally performed during the day and includes extensive travel, substantial overtime, extensive reading and the use of a computer. The position maintains an on-call status.
