Summary of Local HSIP Solicitation

State Fiscal Years (SFY) 2011R & 2012

Project Selection:

§  A five member selection team with representation from the State Aid Division (SALT), the Office of Traffic, Safety, and Operations (OTSO) and the Federal Highway Administration (FHWA) ranked each application.

§  The applications were first grouped by Area Transportation Partnership (ATP), then into two (2) categories, proactive and reactive strategies.

§  The top projects were selected from each ATP and category based on:

PROACTIVE PROJECTS:

·  The project’s ability to meet the intent of the Strategic Highway Safety Plan (SHSP)

·  Fatal and incapacitating (A) injuries per intersection or mile

·  Number of check marks, per SHSP in the area addressed

·  Cost per intersection or mile

·  Average Daily Traffic (ADT)

·  Inclusion in the High Risk Rural Road Program (HRRRP), or Top 5% lists

·  Recommendation from a previous Road Safety Audit (RSA)

REACTIVE PROJECTS:

·  The project’s ability to meet the intent of the Strategic Highway Safety Plan (SHSP)

·  Benefit/Cost Analysis greater than 1.

§  A detailed list was provided to each of the ATP for concurrence.

§  A list of funded proposals by county and project type is provided in Exhibit A.

§  The Central Safety Fund monies are fully funding the County Highway Safety Plans, therefore, no roadway projects were selected for this funding during this solicitation. Additional information about the County Highway Safety Plans is available at the following link:

§  A total of $5.6 million in projects were selected. Several Districts are currently under programmed for their HSIP target. Once developed the County Highway Safety Plans will be a great tool to bring all district towards fully programmed.
