REQUEST FOR QUOTATIONS AND PROPOSALS

APPRAISAL SERVICES

AND

REVIEW APPRAISAL SERVICES

SCOPE OF SERVICES

The Parish of Assumption (hereinafter referred to as “Parish”) is accepting quotations and proposals from qualified individuals to perform appraisal services required by the Parish for the Community Development Block Grant- Disaster Recovery (CDBG-DR) Program funded by the State of Louisiana. In addition, federal guidelines require the Parish to also secure the services of a second appraiser to perform a review of the original appraisal.

The fee for services is subject to funding by the State. The level and scope of services, as contained herein, have been determined by the Parish. Compensation for an appraisal and a review appraisal shall NOT be based on the amount of the valuation of the property. The scope of services, which the consultant must be prepared and qualified to provide, is as follows:

  1. Original Appraisal
  1. Appraise the parcel and prepare and deliver to the Parish a copy, in duplicate, of the Appraisal report conforming to the provisions of the executed professional services agreement.
  1. Testify as an expert witness on behalf of the Parish in any judicial proceedings involving any property appraised under the professional services agreement executed
  1. Modify or furnish supplements to any appraisal report furnished under the provisions of the professional services agreement.
  1. Estimate the value of any right or interest proposed to be reserved by the owner in any property appraised.
  1. Consult with the Parish and its legal counsel regarding services to be performed as stipulated in the professional services agreement.

B.Review Appraisal

1.Review the original appraisal, as submitted to Assumption Parish.

2.Assess the adequacy of the appraiser’s supporting data, the appraisal procedures used, and the soundness of the appraiser’s opinion of fair market value.

3.Provide professional recommendation of the fair market value of properties to be acquired.

4.Testify as an expert witness on behalf of the Parish in any judicial proceedings involving any property appraised.

5.Modify or furnish supplements to any review appraisal report furnished under the provisions of the professional services agreement.

6.Consult with Parish and its legal counsel regarding services to be performed as stipulated in the professional services agreement.

In order to be considered, quotations and proposals must be received by South Central Planning and Development Commission prior to 4:00 p.m.on Friday, March 8, 2013. Please provide two (2) reproducible copies of each quotation and proposal to Alexandra Wesley-Smith, Planner, South Central Planning and Development Commission, mailing address at P O Box 1870, Gray, LA 70359, physical address is 5058 W. Main Street, Houma, LA. Submission and/or delivery of said quotation and proposal must be prior to the deadline date.

Proposals will be evaluated on the basis of the following considerations:

1.Cost of services

2.Qualifications and availability of firm

3.Prior related experience of proposed personnel

4.Approach to be taken

5.Completion of a Cost Price detail form if selected.

The proposal must address the following parts:

1.Cost and Pricing:Please provide your cost per hour according to the rate structure as listed .

  1. Right of Way – servitude
  2. Full Property Acquisition - location of treatment plants and lift stations
  3. Pre-Trial and Trial Work, if necessary
  4. Expert Witness testimony
  5. Consultation
  6. Review Appraisal Fee

2.Management and Staffing: Describe the management plan to be used including staffing configuration. This is to include a project schedule showing start and completion dates for all aspects of the project. The firm’s ability to complete the appraisal or review appraisal in a timely manner will be considered. Resumes of proposed personnel must also be included.

3.Prior Related Experience: Briefly describe the firm’s related experience including the contact person and phone number for each referenced job.

4.Technical: Describe the approach to be taken in addressing the proposed scope of work. This is to include delineation of specific tasks to be undertaken.

The Parish will review quotations and proposals on the basis of the written information provided. No on-site interviews will be conducted. Telephone interviews may be conducted. Upon the approval of the Assumption Parish Police Jury and the Louisiana Division of Administration, Office of Community Development, the agreements will be awarded to the appraiser and review appraiser with the lowest quotes who fulfill the above requirements. The Parish reserves the right to reject any or all proposals.
