Subject: Regarding demand charter.

Madam,

The important issues before us are as under.These have been discussed many times but nothing concrete has yet come out. It is just a list of issues,detailed note on each is given separately.

  1. Career Advancement Scheme (CAS) related issues:
  1. Counting of past service for placement in Senior/Selection grade as per UGC letter dated 27.11.90 as been done in case of Mrs. Indu Bala Singh.
  2. To give the benefit of feeder grade service as pr UGC notification dated 24.12.98. This benefit is given to all Pb.Govt. employees/officers. Only college teachers are discriminated.
  3. Implement CAS w.e.f.01-01-96 instead of 27.07.98 as has been done in case of all Pb. Govt. employees/officials under ACP.
  4. Give relaxation in RC’s/OC’s up to 30-06-2007 as per UGC letters.
  1. Comprehensive policy for recruitment, deployment and transfers to be ecolved.
  2. Incentive increments for all left out M.Phil/Ph.D. holders.
  3. Retirement age to be raised to 62 yeas.
  4. Seniority list to be released soon.
  5. Filling all vacant posts of Lecturers. Principals and Librarians by PPSC. Fill all direct quota posts of Principals through promotion until permanent selection by PPSC.
  6. Amendment of service rules- creation of posts of Readers and Professors in Colleges- Change of qualifications for direct recruitment of Principals-Exemption in income limit for direct recruitment of Principals for reserved BC category.
  7. To convert Plan posts to Non- Plan ones as these posts are in existence for more than five years.
  8. Qualifying service for maximum pensioner y benefits to be reduced to 28 years.
  9. Removal of anomalies in pay fixation on 01-01-1996 and under CAS and giving the benefit of option for placement under CAS and solving the problem ofleturer stagnating at B.P. of Rs. 18300.
  10. Condonation of break in service of ad-hoc period.
  11. To shift PF account at DDO level.
  12. To implement Punjab Govt. calendar of holidays uniformly in all colleges of the state, instead of different Universities adopting different calendars.
  13. Establish parity in earned leave between vacation and non-vacation deptts,because the vacation of 50-60 days in vacation departments is more than compensated in non-vacation department as they work only 5 days in a week, whereas we woek 6 days a week and give one earned leave for every 3 days, when we are called to work during vacations or when the number of vacations is less then 60 days.

A very early action on the above issues will be highly appreciated.
