Suggested Guidance for Development of Educator Evaluator System Smart Goals for PK-2 Educators

The question: What is acceptable evidence in grades P-2 to demonstrate pre- and post- progress toward proficiency in standards?

WV Universal Pre-K Programs:

  • Should use data from Checkpoints 1 and 3 of the WV Pre-K Child Assessment System to establish Smart Goals.
  • The formative assessment process utilized in WV Universal Pre-K Programs is reported three times per year via the WV Pre-K Child Assessment System Data Reporting Platform ( ), a Cold Fusion application co- managed by the WVDE Office of Early Learning andOffice of Data Management and Analysis.

Kindergarten:

  • Currently (2013-2014), educators can use common assessments
  • developed on their own or collaboratively based on standards, and/or
  • purchased by their county or school (such as, but not limited to, DIBELS, DIBELS Next, or STAR). Please note: Smart Goals should be tied to standards; purchased products can provide an evidence component. The intent is not to improve a score on a singular assessment tool, but is instead to tie learning goals to Next Generation Content Standards and Objectives.
  • Beginning next year (2014-2015) educators can use pre- and post-data from the WV Kindergarten Reporting System, which is based on the formative assessment process inherent in high-quality early childhood education programming.
  • This Reporting System is currently being piloted in 12 WV counties.
  • The System is housed in WOW, and is co-managed by the Office of Early Learning and Office of Data Management and Analysis.
  • Educators from pilot counties could potentially use key components of the Early Learning Scale-Kindergarten and the Next Generation Content Standards and Objectives to develop Smart Goals for this current school year.
  • Guidance to support all WV Kindergarten Educators as they use the formative assessment process to inform classroom instruction and develop learning goals will be included in WVBE Policy 2510 resources (forthcoming). This will allow educators the opportunity to select either the WV Kindergarten Reporting System and/or other tools to establish Smart Goals.

Grades 1 and 2:

  • Currently (2013-2015), educators can use common assessments
  • developed on their own or collaboratively based on standards, and/or
  • purchased by their county or school (such as, but not limited to, DIBELS, DIBELS Next, or STAR).   • In the future, a process will be designed to enable educators to use pre- and post-data from the WV Primary Reporting System, which will be based on the formative assessment process inherent in high-quality early childhood education programming.
  • The System will be developed and managed by the Office of Early Learning and Office of Data Management and Analysis.
  • Guidance to support all WV Primary Educators as they use the formative assessment process to inform classroom instruction and develop learning goals will be included in WVBE Policy 2510 resources (forthcoming). This will allow educators the opportunity to select either the WV Primary Reporting System and/or other tools to establish Smart Goals.
