Overview of project

Broad portfolio of projects in South Kordofan and West Darfur.

Responsibilities

To develop, lead, monitor and evaluate the WASH part of the Sudan (Northern States) country programme; to provide capacity building for national and international staff; and to contribute to the overall management of the Sudan (Northern States) country programme.

Key Activity Areas

Supervision and support

·  Provide technical support to the WASH team in all project sites including evaluation and impact analysis of current projects.

·  Support field WASH Coordinators in writing WASH aspects of donor logframes, proposals and reports and in analysis and presentation of data, ensuring appropriate quality standards and deadlines are met.

·  Carry out regular monitoring visits in conjunction with the WASH Coordinators, to ensure that project objectives are met within stated timeframe, and recognised international standards, such as Sphere.

Programme development and strategy

·  Develop in consultation with CD, Project Coordinator(s), WASH Coordinator(s) and Sector Coordinator(s) a WASH strategy incorporated into the Country Strategy and the country context.

·  Maintain an overview of the regional context with a view to the strategic development of new projects both in current sites and in surrounding regions. This may include assessment missions as needed, which will require a project sheet drafting.

·  Define appropriate policies, guidelines and protocols for the WASH aspects of Medair’s work in country, in consultation with WASH Coordinators and SMA, in line with relevant guidelines, and in view of evolving context of projects and locations.

·  Develop a framework for building capacity, strengthening and developing systems for WASH programming interventions, to be implemented by the WASH Coordinators and their teams.

·  Compile and develop inputs and reports required for UN Work Plan, CHF, PCAs and ad hoc donor requests or requirements from authorities, in consultation with WatSan Coordinators and DCD/CD, ensuring appropriate quality standards and deadlines are met.

Staff management

·  Provide technical Support to the WASH Coordinators for strengthening the capacity of the local providers in technical supervision and coaching.

·  Ensure that all WatSan staff are adequately trained and create possibilities for mentoring and coaching if necessary, within budget constraints.

Country management team

·  Contribute to discussions on country strategies and decisions.

Financial management

·  Plan construct WASH budgets, in collaboration with Project Coordinators. WASH Coordinators, DCD/CD.

Representation and public relations

·  Attend relevant WASH coordination and bilateral meetings, and represent Medair and its programmes in such a way as to facilitate supportive synergies and overall progress in the WASH sector, avoiding duplication of the work of other agencies (NGOs, UN, etc).

·  Ensure cooperation and coordination between connected sectors such as Health, nutrition / food security, shelter and capacity building.

Qualifications

·  Qualification in Engineering

Experience

·  3 years professional experience; 2 years leadership role

·  3 years experience in developing world, including at least 1 year in humanitarian emergencies

·  Advanced leadership and project management skills; Leadership training desirable

·  Problem solver, dynamic, mature; Self motivated, energetic and hard working

·  Committed to team-building and able to develop and support other team members and national staff

·  Able to live, work and travel in an insecure environment (field trips)

·  Knowledge and experience of WatSan principles and management

·  Knowledge of Humanitarian Essentials, Sphere Standards, HAP principles and protection issues

·  Excellent proposal and report writing skills

·  Good financial management skills

·  Good negotiation skills, especially in the context of another culture

·  Advanced planning, assessment and analytical skills

Medair standard working requirements for the field

·  Minimum time commitment of 1 year

·  Committed Christians and strong adherence to Medair values

·  Strong English communication skills (oral and written)

·  Familiar with Office Word, Excel, PowerPoint and Outlook

·  Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty

·  Single or married - without children, no dependent children

·  Successful completion of Medair Relief/Rehabilitation Orientation Course (ROC)

Working Conditions

·  The staff member will be based in Khartoum, as part of a team of approximately 8 international staff. Living standards are reasonably good and currently the security situation is good (in fact much better than in most African capital cities) but this can change rapidly. The working time is a 5-6 days work per week with weekends off (Friday and some Saturdays off). It may be necessary to work additional hours on occasions, depending on project requirements. The role requires regular trips to the field, where living conditions are more basic, and attention must be paid to the risk of insecurity.
