Subject: Request For Quotations For Training Workshops and Exposure Visits.
The Government of Sindh is implementing Sindh Water Sector Improvement Phase-I Project (WSIP-I) with financial assistance of World Bank. The project aims at improving irrigation system in three Area Water Boards (AWBs) of Ghotki Feeder, Nara Canal and Left Bank Canals through participatory irrigation management approach with involvement of farmer’s community.
One of the WSIP component is to support institutional strengthening, capacity building and technical assistance and trainings to Sindh Irrigation and Drainage Authority, Area Water Boards and Farmers Organizations (FO) to make them fully functional in accordance with Sindh Water Management Ordinance-2002 (SWMO 2002) to manage water resources in sustainable fashion and at the satisfaction of users. This is a heavy responsibility of irrigation and drainage management therefore there is a great need of capacity building, training, orientation and exposure of the staff and farmers/water users to make them sustainable and efficient in delivery of services as per their mandate. Sindh Water Sector Improvement Project Phase-I (SWSIP) now invites quotation for these trainings.
For the purposes of any resulting Contract,SWSIP shall be the Employer. This procurement process will be conducted in accordance with the shopping method contained in the World Bank Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits” dated January 2011 revised July 2014 and the procedures described herein.
Detailed terms of reference are given at Annex-A.
Preparation of Quotations: You are requested to quote for the entire assignment. Offerors are to provide documentary evidencethat they are eligible to execute the requirement given at Annex-A.
Terms and Conditions:
- Taxes will be deducted according to government rules.
- The Prices indicated in the Price Schedule shall be final prices as no negotiations are expected.
- The contract will be awarded to the lowest evaluated bidder as per the amount mentioned in Annex-B.
- In case of non-performance SWSIP reserves the right to terminate the contract.
Validity of Quotations: The quotation validity required is Sixty (60) days.
Sealing and marking of Quotations: Quotations should be sealed in a single envelope, clearly marked with the Reference above and the name of the Offeror.
Award of Contract: Contract will be awarded on the lowest evaluated bidder, subject to evidence of eligibility, on the basis of amount mentioned in the Annex-B.
Submission of Quotations: Quotations should be submitted to the address below, no later than the date and time of the deadline below.

TERMS OF REFERENCE
For
Conducting Training Workshops and Exposure Visits (National level) for
Farmers, Agriculture Professionals and Engineers of SIDA and Area Water Boards of
Nara Canal, Ghotki Feeder and Left Bank Canals on
“Efficient Irrigation Management Technologies (EIMTs)
- Background:
1.The Government of Sindh is implementing Sindh Water Sector Improvement Phase-I Project (WSIP-I) with financial assistance of World Bank. The project aims at improving irrigation system in three Area Water Boards (AWBs) of Ghotki Feeder, Nara Canal and Left Bank Canals through participatory irrigation management approach with involvement of farmer’s community. Sindh irrigation & Drainage Authority (SIDA) is lead implementing agency with coordinated efforts and support from three AWBs, Farmer Organizations (FOs) and Project Consultants. The Planning and Development Board has been assigned the responsibility for overall project coordination and management through Project Coordination and Monitoring Unit (PCMU) established under the administrative control of P&D Board.
2.One of the WSIP component is to support institutional strengthening, capacity building and technical assistance and trainings to SIDA, AWBS and Farmers Organizations (FO) to make them fully functional in accordance with Sindh Water Management Ordinance-2002 (SWMO 2002) to manage water resources in sustainable fashion and at the satisfaction of users. This is a heavy responsibility of irrigation and drainage management therefore there is a great need of capacity building, training, orientation and exposure of the staff and farmers/water users to make them sustainable and efficient in delivery of services as per their mandate.
3.Accordingly, there is a financial provision under WSIP project for providing trainings and technical assistance to these organizations. PCMU is responsible to manage this activity under overall supervision, guidance and approval of the Project Steering Committee headed by the Chairman P&D Board. In this regard, the training plan was prepared and approved by the Project Steering Committee as well as World Bank for implementation. In addition to other trainings activities, provision has been provided in the plan for exposure visits at national as well as international levels for the staff of SIDA, AWBs and FOs being implementing partner of the project.
4.For implementation of national level trainings,as well as exposure visits for Farmers, Agriculture Professionals and Engineers of SIDA, Area Water Boards as per approved plan, PCMU now invites Training Organizers (Training, Research and Academic Institutes/Firms /Organizations, NGOs and Support Organizations) for providing of the services to arrange trainings events as well as exposure visits. The possible training areas/topics and disciplines include but not limited to:
i)Promising irrigation management technologies to improve water and land productivity;
ii)Principles and practices of time tested efficient irrigation management technologies (EIMTs) and review current practices in Pakistan to understand issues, challenges and opportunities in irrigation management and productivity;
iii)Provide skill acquaintance to the training participants on site specific promising irrigation management technologies to cover (a) farm planning layout and designing, (b) laser land levelling, (c) ridge sowing, (d) bed and furrow irrigation system, (e) irrigation scheduling, (f) on-farm water storage, (g) high efficiency irrigation system (Drip, Bubbler & Sprinkler) and (h) assessment of irrigation performance;
iv)Provide complete understanding of water productivity in agriculture and describe the key principles for improving the water productivity at field;
v)Arrange exposure visits of selected professionals and water users group at model farms and success stories of similar EIMTs of Punjab Province to acquaint with the practicality of the technologies.
2.Objective and Scope of Assignment:

5.The objective of the assignment is to develop the skill and acquaintance of farmers, water users, agricultural officers and water managers of three AWBs in promising conservation technologies and tools to manage and improve productivity of water and land resources to manage irrigation water efficiently, judicially and sustainably to produce more food per drop of water.
2.2Scope of Services:
6. The scope of services is summarized as below:
- Arrange 03 events of training workshops (two) at Hyderabad and (one) at Sukkur for a total of 90 numbers of farmer members, engineers and agricultural officers from SIDA and three AWBs in above mentioned fields. Each event will include 05 days (including 01 day for transit) for total 30 participates.
1st Event:Hyderabad for 30 participants of Nara Canal AWB
2nd Event:Hyderabad for 30 participants of Left Bank Canals AWB
3rd Event:Sukkur for 30 participants of Ghotki Feeder AWB
- Arrange Two (02) exposure visits of 30 numbers selected professionals and water users group to be selected from amongst the 90 participants to visit model farms and success stories of similar EIMTs of Punjab Province to acquaint with the practicality of the technologies.
Duration of exposure field visits of Punjab will be seven days each trip (including 1-day for transit): (a) 1st-event at model farm and success stories of EMITs, (b) 2nd event at model farms and success stories.
3. Implementation Arrangements
7.Theservice provider will work closely with PCMU, WSIP to whom they will be reporting on a day to day basis and coordinate with SIDA and AWBs. Director (M&E) PCMU WSIP will be representative of the client to coordinate all interfaces with the service provider while SIDA/AWBs will support.
8.The service provider shall be responsible for all aspects of performance of services as set forth in the preceding sections of this TORs by arrangement of trainings venue, material, boarding and lodging, transport/logistic support etc facility to the participants. PCMU in coordination with SIDA and AWBs will be responsible for providing support with list of nominated participates, existing data and information required for the implementation of subject assignment.
9.Selection Procedure and Form of Contract. The service provider will be selected on merit based on qualification and experience of the company in relevancy to the assignments and following the World Bank’s Procurement Guidelines, January 2011, revised in July 2014.
10.Duration of the Assignment. The subject assignment would be carried out during the months of July/August, 2017.
11. Deliverable: The service provider will be responsible to provide training module/material (hard and soft copies) to be used during the implementation of trainings, evaluation/result sheet/outcome of the assignment of completion report with five copies.
12.Qualification and Experience of the Service Provider: Selection would be made based on the qualification and experience in the relevant field having professionals required to implement the assignment:

13.A brief description of the personnel qualification and experience is given below: -
Agricultural Engineer
H/She should possess Master’sDegree, preferably PhD in Agriculture Engineering with 15 years’ experience in the relevant field with 10 years’ experience of imparting trainings and capacity building of agricultural service providers, professionals and farming community in on farm water management and agricultural machinery. He should have 5 years’ specific experience in efficient use of water using high efficiency irrigation system, laser land levelling, bed & furrow irrigation and irrigation water management.
Irrigation Agronomist:
H/She should possess Master’s Degree, preferably PhD in Irrigation Agronomy with 15 years’ experience in the relevant field with 10 years ‘experience of imparting trainings and capacity building of agricultural service providers, professionals and farming community in water conservation technologies in agriculture farming. He should have 5 years’ specific experience in soil &water testing, development of waste land using highly efficient irrigation methods and promising irrigation management technologies to improve water productivity.
Water Resources Management Specialist:
H/She should possess Masters’ Degree, preferably PhD in Agricultural Engineering/Water Resources Management with 15 years’ experience in the relevant field with 10 years ‘experience of imparting in trainings of agriculture service providers, professionals and farming community about designing and implementation of resource conservation technologies and resource conservation and management. He should possess 5 years’ specific experience in water storages, drip and sprinkler irrigation, solar powered pumping and water productivity
