The Commonwealth of Pennsylvania defines a “Flyer” as an addition to or an amendment of the original terms, conditions, specifications, or instructions of a procurement solicitation (e.g., Invitation for Bids or Request for Proposal).
Question and Answers of the following to:
RFQ BFO 500 AUDITS 6100022580
1) Is the due date June 30, 2012 as is stated on the Supplier Portal? Yes
2) Will the Commonwealth permit an entity to perform the scope of work as a performance audit under Government Auditing Standards? No
3) When is the deadline to submit additional questions? June 28, 2012
4) On Attachment B does the Quantity Column represent the number of Providers? For the top part of Attachment B - generally, yes; however, the OCYF AUPs are based on sites, so there could be multiple engagements per provider. The Quantity Column actually represents the number of AUPs / Examinations. For the Tier II of the AUPs, the Quantity Column represents hours.
5) On Attachment B should the Price be a total dollar amount per Provider? The price should be a total dollar amount per AUP/Examination engagement, as explained above.
6) On Attachment B what is the difference between Tier I and Tier 2? Tier I will be performed for all providers selected for an AUP. If the AUP work indicates significant problems (as defined in the AUP), the contractor will discuss with DPW, and DPW has the option of requesting a Tier II – which involves additional testing and the projection of questioned costs over the population of transactions.
7) Was this work done in the prior year and if so do you have a breakdown of fees that would correspond to the breakdown on Attachment B? Currently, there is a contract for 50 AUPs/Examinations. The AUPs have been changed and there are also different assertions for the examinations, so we do not have a breakdown of fees that would correspond to the breakdown on Attachment B.
8) When are the proposals due? Proposals must be entered into the SRM Portal by June 30, 2012 by 2:00 PM EDT
9) Is the proposal to be sent to you? See above answer.
10) Are Appendix H and K to be used for all the AUP engagements (Tier 1 and 2)? See answer to #6 above. Appendix H (Tier 1 and 2) is to be used for all AUP engagements, except for OLTL providers (Lot 3); Appendix K (Tier 1 and 2) is to be used for the OLTL providers in Lot 3.
11) On Page 3 of the RFQ do we need to provide three references? Yes.
Except as clarified and amended by this Flyer, the terms, conditions, specifications, and instructions of the solicitation and any previous flyers, remain as originally written.
