Subject of purchase: Recycling of Spent Catalysts
- Subject of the request:
Grupa LOTOS S.A. is hereby inviting your company to place an official quotation for recovery of metals from Spent Catalyst from various refinery unitsin compliance with all terms and conditions included herewith.
- Spent Catalyst has to be transported according to the AMBER LIST,(EC) No.1013/2006), waste code A2030
- Mentioned catalyst is pyrophoric in nature and will not be oxidised.
- Spent catalyst is stored in 200l oil drums.
- Each drum is filled with 125-175 kg of spent catalyst.
- The samples of catalyst were analysed. The results are showed in table 1.
- The contractor may take samples of spent catalyst and do his own analysis, but the offer should be done after the results.

- The scope of quotation :
- Collection of full oil drums according to FCAGdańsk, POLAND (Incoterms 2010).
- Recovery of above listed metals. The recovery price specifiedas treatment chargeper ton of dry catalyst andmetal credit including information about metals content influence on the price.
- Please specify on which metals exchange quotation is your offer based on.
- What are acceptable contaminants levels and their influence on price.
- Terms and conditions:
Classified as: "amber" list catalysts
Catalyst code (according to the Regulation (EC) No.1013/2006): A2030
Code of recovery operations: R4 (recycling/ reclamation of metals and metal compounds)
Packing: Oil drums
Bins rental: at contractor's side and cost
Availability: catalysts are ready, but notification must be done
Terms of delivery: FCA Gdańsk or DDP your site, according to Incoterms 2010
Please attach to the offer, according to the Annex II of Regulation (EC) No. 1013/2006 points 5,19,20 a) and d), 21 an information:
1. Official name of your company, address, telephone number, fax number, e-mail address, registration number, contact person, technologies, employed and possible status as pre-consented in accordance with Article 14.
If the waste is destined for an interim recovery or disposal operation, similar information regarding all facilities where subsequent interim and non-interim recovery or disposal operations are envisaged shall be indicated.
If recovery or disposal facility is listed in Annex I, Category 5 of Directive 96/61/EC, evidence (e.g. a declaration certifying its existence) of a valid permit issued in accordance with Articles 4 and 5 of that Directive shall be provided.
2. Consignee’s name, address, telephone number, fax number, e-mail address, registration number and contact person.
3. Specification of the recovery or disposal operation (s) as referred to in Annexes II A and II B to Directive 2006/12/EC.
4. The planned method of disposal for non-recoverable fraction after recovery.
5. The cost of recovery and the cost of disposal for non- recoverable fraction.
6. Evidence of insurance against liability for damage to third parties (e.g. a declaration certifying its existence).
To the FCA offer please also attach information listed in points 7,9,10,14,15 of the Annex II of Regulation (EC) No 1013/2006:
- Intended carrier’s (carriers’) and/or their agent’s (agents’) name, address, telephone number, fax number, e-mail address, registration number and contact person.
- Intended routing (point of exit from and entry into each country concerned, including customs offices of entry into and/or exit from and/or export from the Community) and intended route between points of exit and entry), including possible alternatives, also in case of unforeseen circumstances.
- Evidence of registration of the carrier(s) regarding waste transports (e.g. a declaration certifying its existence)
5. Terms of payment:
30days after sending the catalyst
6. Quotation processing description:
6.1 Quotation submission deadline is24.11.2017.
Any quotations submitted after the deadline will not be considered in the counterparty selection procedure.
6.2 Quotation validity term:
The quotation in its full scope should remain valid up to the acceptance and/or clarifications and/or negotiations for the period of at least 60 days from the final quotation submission deadline.
Any requests for an additional information or clarifications should only be submitted via the Procurement Platform.
6.4 Required quotation language:
English
6.5 Confidentiality:
Distribution of the information obtained to other legal entities and individuals who are not employees of the bidder (e.g. subcontractors) requires written consent of the Grupa LOTOS S.A.
6.6 Quotation evaluation:
A committee established by the Grupa LOTOS S.A. will independently evaluate compliance of the quotations with the requirements, specifications and terms applicable to the request for quotation. Incomplete quotations and quotations which do not meet the formal and legal criteria will not be considered.
The Grupa LOTOS S.A. reserves the right to accept or reject quotations in whole or in part, as well as to amend the quantity of the ordered items described in the specification.
6.7 Acceptance or rejection of quotations:
We reserve the right to cancel the tender and to accept/reject offers in whole or in part for convenience. Bidders are not entitled to any claims in relation thereto against the Grupa LOTOS S.A.
6.8 Amendments or quotation withdrawal:
The bidder has the right, without legal consequences, to modify or withdraw its quotation under the condition of submitting a written request before the final quotation submission deadline.
After withdrawal of its quotation, the bidder has the right to submit a new quotation provided that it is submitted before the final quotation submission deadline.
The Grupa LOTOS S.A reserves the right to amend the terms of the request at any time prior to conclusion of an agreement.
6.9 Inconsistencies and irregularities:
Should a bidder, prior to the quotation submission deadline, detect inconsistencies or irregularities in the tender documentation or should the bidder have doubts regarding interpretation of those documents, it should immediately inform the indicated representative of the Grupa LOTOS S.A. who will provide the bidder with a written or electronic response or make relevant amendments in the form of an annex issued to all bidders.
