SUBJECT: NBC Operations Standard Operating Procedures

1. PURPOSE: To prescribe responsibilities, procedures, and policies for HHC 200TH MMC

2. SCOPE: This SOP applies to all units and personnel attached to or under the control of HHC 200TH MMC.

3. OBJECTIVES: To standardize NBC operations, and provide the NBC NCO, NBC Officer, and enlisted alternate with a ready reference outlining duties and responsibilities.

4. RESPONSIBILITIES:

a. Company Commanders will ensure that all NBC personnel under their command are knowledgeable of the contents of this SOP.

XVI. MASK SANITIZATION PROCEDURES

PERSONNEL REQUIREMENTS

1. AR 350-41 (Chapter 11), AR 350-42 and V CORP NBC REG 350-4 requires that each unit have an NBC NCO, Officer and enlisted alternate. Each unit is authorized a MOS 54B. The officer/enlisted personnel must have successfully completed the 80 hours NBC Defense Course of instruction developed by the V Corps Chemical School. If the MOS 54B personnel are not assigned, the soldier must attend this course. The following are the prerequisites prior to attending:

a. E4 or above.

b. Skill technical score of 95 or general technical score of 100.

c. Retainability of 1 year in unit

2. The Unit NBC NCO will keep the following personnel records on file:

a. A copy of orders designating the NBC NCO, officer and enlisted alternate.

b. A Memorandum For Record of NBC Defense Course completion and dates.

c. NBC Defense Course certificate of completion.

3. MOS 54B10s personnel are required to attend refresher-training course.

4. Newly designated NBC personnel who have not attended the NBC defense course will be required to attend the next available course date as mission permits. NBC course dates may be obtained by contacting the Unit NBC section or the Schools NCO.

5. Responsibilities of Unit NBC Personnel:

a. Training.

(1) Advise commander on methods to integrate NBC defense into all aspects of unit training.

(2) Train first-line supervisors to provide proper, informed training to individual personnel.

(3) Train and ensure continued proficiency of NBC Teams (Decon, Survey and Monitoring, Detection and Alarm Teams).

(4) Provide commander with NBC training ammunition requirements. (Forecast CS/smoke pot requirements, etc.)

b. Evaluation

(1) Conduct periodic evaluations of unit NBC readiness through the conduct of individual and NBC team proficiency tests.

(2) Use the results of platoon drills, CTT, ARTEP, and other evaluations to improve NBC readiness.

c. Readiness

(1) Report NBC equipment status accurately as required by the NBC section.

(2) Help the supply sergeant determine authorizations and forecast NBC equipment to support training.

(3) Maintain status of shelf-life items and rotate them as required.

(4) Ensure all contingencies NBC equipment is planned for in unit load plans.

d. Logistics

(1) Supervise operator/crew maintenance of NBC equipment.

(2) Ensure that the supply sergeant and PLL clerk requisition NBC related items.

(3) Maintain a document register of all NBC supplies on requisition. Follow up Monthly to check the status of those items on order.

(4) Inventory and report status of NBC equipment as required by the unit section.

(5) Recommend the use of funds to requisition shortages, expendables, and items consumed in training based upon authorizations contained in MTOE and CTAs.

(6)Coordinate turn-in of unserviceable NBC equipment.

(7)Ensure radiacmeter calibration/certification and Wipe tests are current.

e. Administration

(1) Write and update the NBC annex to the Unit SOPs (FSOP & Garrison).

(2) Maintain and update NBC related publications.

(3) Maintain mask status chart (see annex C NBC Room Charts).

(4) Maintain a list of personnel exempt from exposure to CS.

(5) Maintain training records to serve as an "audit trail" of NBC training conducted. Utilize the Memorandum For Record (MFR) format to document this training and maintain a copy of the troop-training schedule.

II. NBC TRAINING REQUIREMENTS

1. NBC training must be fully integrated into unit exercises during offensive and defensive operation. NBC defense training will be designed to ensure that all personnel achieve and maintain NBC proficiency for combat operations. Units must progress from continual training of basic individual NBC survival tasks to conducting collective training while in an NBC environment. Commanders must treat the entire arena of NBC warfare as a condition of combat instead of a separate task. If the mission can be accomplished under NBC conditions, then the unit should have no difficulty accomplishing the mission under normal conditions.

2. Commanders will analyze their missions and train to accomplish them in an NBC environment by emphasizing contamination avoidance, protection, and decontamination doctrine. FTXs and CPXs will include NBC operations against an opposing force with a capability of employing NBC weapons equivalent to the actual threat force represented in the exercise. The use of riot control agents, simulants, and training devices are encouraged to add realism to NBC training.

3. Required Training and Frequency. Individual and collective tasks training will be integrated into unit training during the year. The V Corps Reg 350-4, Appendix A outlines individual and collective requirement for all personnel.

a. Weapons Qualification. Units will conduct weapons familiarization fire with their assigned individual and crew served weapons as prescribed below in MOPP IV:

(1) 50 CAL

(1a) Frequency: Semi-annually.

(1b) Rounds per event: 56 mix.

(1c) Task: Engage targets in an NBC environment with an M2HB MG.

(1d) Conditions: During daylight, given a tripod or vehicular mounted M2HB MG and 56 rounds of 4-1 ammunition wearing MOPP 4 protective clothing engage 5 double E-silhouette targets.

(1e) Standard: Obtain 3 of 5 target hits.

(2) M249 AG

(2a) Frequency: Semi-annually.

(2b) Rounds per NBC: 39 mix.

(2c) Task: Engage targets in an NBC environment with an M249 AG.

(2d) Conditions: During daylight, given a bipod-mounted M249 AG and 15 and 39 rounds of ammunition, wearing mask and gloves while engaging two (2) poster targets on a qualification range.

(2e) Standard: Obtain four (4) target hits.

(3) M16A2 Rifle

(3a) Frequency: Semi-annually

(3b) Rounds per event: 20 practice, 20 record.

(3c) Task: Engage targets in an NBC environment with an M16A1/A2 rifle.

(3d) Conditions: During daylight, given a rifle and 20 rounds of ball ammunition, engage 20, 5-second exposures of an F-silhouette target at a range of 25 meters while in the prone supported position using semiautomatic fire and wearing MOPP 4 protective clothing.

(3e) Standard: Obtain 7 target hits.

(4) M203

(4a) Frequency: Semi-annually.

(4b) Rounds per event: 5 TP.

(4c) Task: Engage targets in an NBC environment with an M203 GL.

(4d) Conditions: During daylight, given an M203 GL and 5 rounds of TP ammunition and wearing MOPP 4 protective clothing.

(4e) Standard: Obtain a zero within the first 3 rounds fired, then hit 1 of 2 targets.

(5) 9mm Pistol

(5a) Frequency: Annually.

(5b) Rounds per event: 20

(5c) Task: Engage targets in an NBC environment with a 9mm pistol.

(5d) Conditions: During daylight, given 20 rounds of ammunition engage 20, 5-second exposures of an E-silhouette target at a range of 25 meters while in the standing or crouch firing position, and wearing MOPP 4 protective clothing.

(5e) Standard: Obtain 7 target hits.

b. Protective mask fitting and Mask Confidence Exercise. All personnel will be assigned a mask within five (5) days of signing in to the unit. Protective mask fitting will be conducted in accordance with the applicable TM for the mask to include the use of M41 PATS. NBC NCOs will ensure masks are sanitized prior to being signed out to an individual. NBC NCOs will confirm the seal of the mask by conducting the banana oil test if M41 PATS is not available. The Mask confidence will be conducted at least once a year.

c. Training in MOPP IV Soldiers will spend an appropriate amount of time (based upon mission requirements and criteria in FM 3-4) in MOPP 4, while performing their MOS and other job related tasks. Unit proficiency will be determined by having the unit accomplishes its mission under NBC conditions during external and internal evaluations to UTP standards (FM 3-100).

d. Decontamination Team/Exercise. All individuals will be trained on basic decontamination skills using individual and unit decontamination equipment. Leaders at all levels will ensure their units are proficient in operational and thorough decon. All personnel who are members of a battalion PDDE crew, with an M17 LDS, will be certified to operate the equipment. An operational or thorough decon exercise must be conducted annually. The exercise must be conducted IAW FM 3-5 (NBC Decontamination) and the unit TACSOP.

e. Driving While Masked. This should be continuously integrated into unit training. For safety reasons there must always be a soldier in the passenger seat. During conditions of limited visibility the passenger will not be masked and ground guides will be utilized or otherwise directed by local range control.

f. Demonstrate Proficiency in NBC Tasks (CTT). Common Task Testing is an annual requirement. Tasks to be tested are published in STPs and SMCT. These tasks should be evaluated as part of unit training and not set-up as a round-robin type event. They should be incorporated into realistic combat training on a continuous basis.

g. M8A1 Automatic Chemical Agent Alarm. The Nuclear Regulatory Commission (NRC) requires each M8A1 system operator to receive unit-level operator and safety training. I.e. PMCS, viewing the TVT 3-64, 65 and 66 videotapes. Upon successful completion of the training, the operator’s DD 348 and ULLS will be up-dated.

h. NBC Teams:

(1) AR 350-41, Chapter 11 and V Corps NBC Reg. 350-4 no longer require that NBC team personnel be placed on orders. However, it does require that all personnel be trained in the operation and maintenance of all NBC equipment as well as the performance of all team missions. NBC NCOs will train first-line supervisors in the operation and maintenance of all NBC equipment. First-line supervisors are responsible for training the individual soldiers.

(2) A Memorandum For Record will be maintained stating the date of training, type of training conducted and personnel certified (all that attended and demonstrated proficiency in task performance measures).

(3) The following NBC teams will be designated with primary and alternate personnel responsible for accomplishing the mission:

A - Decon Team (8 enlisted, 1 NCOIC)

B - Radiological Survey and Monitoring Team (2 personnel)

C - Chemical Detection / M8A1 Alarm Team (2 personnel)

Although teams are pre designated, all personnel will be trained to perform these missions. In this manner, should primary or alternate personnel become casualties, the mission can still be accomplished.

i. LEADERS CERTIFICATION PROGRAM: The NBC Certification Program ensures a high state of individual and unit NBC defense readiness IAW V Corps Reg 350-4. This program applies to all soldiers, including all commanders and staff in the brigade. Upon completion of the certification, the unit will maintain a record for all soldiers and provide a copy of the certification to the brigade, S-3 section. The following procedures are established for the Leaders Certification Program:

  • Certification will be accomplished within the first 120 days after arrival.
  • Unit NBC Control Party personnel will pass a control party tests annually.
  • NBC equipment operators will be certified semiannually.
  • Brigade will maintain battalion and separate company NBC control party certification records.
  • Battalion will maintain company NBC control party certification record.
  • Companies will maintain individual and NBC equipment operator certification records.
  • Units will complete NBC battle drill annually using the 9 + 5 concept or based on unit METL.

Note: This concept was created by the BDE NBC section to provide a “laser-focus” for NBC training. The NBC NINE consists of nine individual tasks essential for survival in an NBC environment. The COLLECTIVE FIVE consists of five collective tasks needed for conducting operations under NBC conditions. All personnel are required to demonstrate proficiency in these tasks.

The NBC Nine:

 Prepare and submit NBC 1 and 4 reports.

 Decontaminate Your Skin and Personal Equipment.

 Use/Operate the M8, VDR-2, CAM and Radiacmeter equipment.

 Administer Self/Buddy Nerve Agent Antidote.

 Use M8/M9 Paper

 Use the M256 DET kit.

 Decon Using the M13 DAPs.

 Operate the M34 Riot Control Disperser

The Collective Five:

 Plan to defend against NBC attack.

4. DEPLETED URANIUM (DU):

(a) In according with DA message, HQDA DAW-TR 1713337Z March 2000, units are required to conduct DU awareness training annually. This training is mandatory for all leaders and soldiers assigned and attached to the 18th MP Bde. Units will maintain individual record DU Awareness training conducted in soldiers’ training files.

III. TRAINING DEVICES AND GRAPHICAL TRAINING AIDS

1. The purpose of this section is to inform soldiers of the availability and use of selected training aids and devices.

3. Training Devices and Graphic Training Aids.

a. Training Devices:

(1) M81 Chemical Agent Alarm Simulator The M81 is a radio frequency activated chemical alarm system. The M81 activates the M43A1 detector unit on the M8A1 Alarm. It comes with a hand-held activation transmitter and four receiver units. The receivers mount in the M43A1 detectors and will turn on the alarm horn when it receives a signal from the transmitter. When the M81 is used in conjunction with the M8A1 Alarm it will not interfere with the actual procedures for start-up, operations, maintenance, or shutdown of the M43A1 detector unit. The alarm units can be set off one at a time or all four at once from a distance of up to 100 meters. Components of the set include:

(1a) 1 transmitter

(1b) 4 receiver sets

(1c) 1 TM (TM 3-6665-316-12)

(1d) 4 battery extender cables

(1e) 4 interface cables

(1f) 8 AA batteries (not included with set)

(2) AN/TDQ-T1 Radiac Training Set: This set replicates the pattern of residual radiation associated with a nuclear burst. The transmitter has a series of power output settings and directional antenna. The T1 is scheduled to support the AN/VDR2 as well. Components include:

(2a) 1 main transmitter

(2b) 1 directional antenna

(2c) 3 hot spot transmitters

(2d) 6 receiver units (IM-174A) or (AN/VDR2 probes)
