BY - LAWS

SECTION I

Babe Ruth Baseball rules and regulations and those rules and regulations, duly established by the American Amateur Baseball Association (AABC), Eastern New York Mickey Mantle, Connie Mack, or any other affiliated league rules and regulations shall be considered binding on this League.

SECTION II - MEMBERSHIP

1. Membership in the ASSOCIATION is open to all eligible players, their parents and interested adults within the jurisdiction of the ASSOCIATION. Parents who live outside the jurisdiction but who have a child eligible for registration are eligible for membership. Adults, other than managers, coaches, parents of registered players, and existing Board Memberswho reside within the geographic boundaries of the League may become members by registering with the League Secretary and paying the appropriate dues as determined annually by the Board of Directors. In order to be eligible to vote at the annual meeting for the election of officers, an adult, other than managers, coaches and parents of registered players,and existing Board Members, must have registered with the League Secretary and paid the membership dues prior to the last game of the regular season. In addition, all members of the League who wish to vote, must attend no less than three (3) Board meetings prior to the Annual meeting, in order to be eligible to vote for League Officers. The Board of Directors shall establish the dues for membership at its November meeting for each calendar year.

SECTION III - ROBERT’S RULES OF ORDER

“ROBERT’S RULES OF ORDER” shall be the parliamentary authority on all matters not covered by the Constitution and By - Laws of this League.

SECTION IV - MEETINGS

The usual order of business at League meetings shall be as follows:

1. Call to order by the presiding officer.

2. Roll call - by the Secretary.

3. Reading of the minutes of the previous meeting, by the Secretary. (Followed by necessary questions and a vote for acceptance of the minutes).

4. Treasurer’s report.

5. Reports of committees and officers.

6. Unfinished business.

7. New business.

8. Adjournment.

Discussion shall be limited to two minutes per person. Unless a motion to extend the meeting is approved, the meeting shall terminate at the end of two hours.

SECTION V - STANDING COMMITTEES

FINANCE COMMITTEE:

The finance Committee shall be responsible for determining and reporting the budgetary needs for the League. The Finance Committee through the Treasurer shall make an annual report to the Board Detailing all income and expenses of the League; seek bids for all expenditures in excess of $1,000.00not already approved in League Budget; develop and present an operating budget for the League to approve;develop proposals and implement all fund raising activities on behalf of the League. Obtain the proper insurance required for the protection of players, officers, and volunteers.

PLAYER COMPETITION COMMITTEE:

The Player Competition Committee shall oversee League registrations and tryouts, player selection, player eligibility and player participation, scheduling, appointment of managers and coaches, protests and rules of conduct for players, managers and coaches.

COMMUNITY RELATIONS COMMITTEE:

The Community Relations Committee shall aid the League Secretary and Fund Raiser.

This committee shall coordinate all publicity for fund raising activities, all League publications and mailings, the year book, League newsletter in order to promote the image of the League to the public to encourage community interest and support, to carry out the full goals, benefits and operations of the League.

NOMINATING COMMITTEE:

The Nominating Committee shall seek qualified individuals to run for League Offices and shall present the names of interested candidates to the Board of Directors at the September Board of Directors meeting.

SECTION VI - SELECTION OF MANAGERS

The Board of Directors shall approve all League managers. The manager must be an individual who is well respected in his community and one who can act as a leader.

The Player Relations Agent and League Commissioners shall seek qualified and interested individuals for the managers positions. Preference shall be given to returning managers and coaches from each respective League. The Pool of eligible Managers shall be approved by the Board of Directors one meeting prior to the selection of Managers for the upcoming season. If there exists more eligible Managers than teams in a Division, the vote shall rank managers in order of preference. Managers must agree to abide by the duties and responsibilities as set forth by the Board of Directors.

SECTION VII - DUTIES AND RESPONSIBILITIES OF MANAGERS

ADMINISTRATIVE RESPONSIBILITIES

There are certain administrative responsibilities that MUST BE DONE BY ALL MANAGERS. They are:

1. To OBTAIN A TEAM PARENT. The name of the team parent is to be submitted

to the Player Relations Agent no later than two weeks prior to opening day.

2. To PARTICIPATE IN FUND RAISING ACTIVITIES. The Manager should see

that the Team Parent for his/her team, collects and turns in to the Fund Raising

Director, each players’ assigned raffle tickets, money, etc. Further, any other

fund raising activity shall require the complete cooperation of the

manager and the manager shall be responsible for his/her team’s cooperation.

3. ESTABLISH A TEAM ROSTER. Team rosters for the Team including players,

managers, coaches and team parent names, addresses, phone numbers and

email addresses shall be distributed by each manager to all of his team. A phone

chain shall be

established by the manager to advise of canceled practices and games. All

player personnel changes during the season shall be provided to the Player

Relations Agent. The manager shall provide a copy to the Player Relations

Agent.

4. To ESTABLISH CONCESSION STAND WORK ROSTER. The manager or

team parent must submit this roster to the League Commissioner or Concession

Managerat least 7 days before the start of the season.

GENERAL MANAGER RESPONSIBILITIES

The general managerial responsibilities apply to each manager as follows:

1. Attend all managers meetings as scheduled by the League.

2. Know and understand the playing rules of Babe Ruth and the local playing rules

as adopted by the Board of Directors.

3. Report any changes in the number of players on their team to the League

Commissioner who will report them to the Player Relations Agent who has the

names of eligible replacements.

4. Delegate the responsibility and authority for the team to a rostered coach or

Board Member in his/her absence.

5. Report all injuries to the League Commissioner or Player Agentwithin 24 hours.

No player whohas been treated by a physician may return to play without a

written medicalrelease from a physician. If a player is on the school ball injured

list, he may notplay for SORENSCO.

6. Respect the authority and judgment of the umpires. Use restraint and

sportsman - like conduct when discussing any situation with the umpires.

7. Act in a reasonable and mature manner in any and all situations.

8. Instill in the players respect for the authority of the adult leaders.

9. Use sound and reasonable judgment when filing protests.

10. Maintain the required team scorebook, performance summaries and attendance

records.

11. Start games at established starting times and be present 30 minutes prior to the

start of the game, or arrange for a coach to be at the field 30 minutes prior to the start of the game.

12. Teach care and responsibility for League equipment.

13. Cooperate with the League Commissioner in rescheduling games.

14. Instruct the players that they are to remove all trash from the dugouts and dugout

area after each game as well as follow rules set forth by the groundskeeper each

year for field upkeep.

15. Secure any loose equipment after each game and return it to the concession

stand.

16. Be responsible for insuring that all assistant managers and coaches understand

and follow all rules and regulations and that any adult helping with the team act

responsible at all times.

17. EMAIL ALL SCORE SUMMARIES FOR EACH GAME TO STATISTICIAN

AFTER EACH GAME.

18. All managers shall have a team/parent meeting prior to the start of the season

and shall review all rules with parents.

19. Be responsible for collection and return of all equipment and uniforms to the

equipment manager within two weeks of the team’s final game.

20. All managers and coaches of Babe Ruth registered teams shall have completed

the online coaching certificationcourse offered by Babe Ruth League, Inc.

21. If a manager fails to perform his duties as set forth in the BY - LAWS and duties

and responsibilities of managers as promulgated by the Board of Directors,

including unnecessary forfeiting of games, the President may suspend the

manager and appoint one of the team coaches as interim manager until the Board

of Directors meets for a final determination of the manager’s performance.

During the year the activities of the Managers, Assistant Managers and Coaches will be evaluated by the Board of Directors to ascertain that these rules and regulations are being complied with and that each Manager, Assistant Manager and Coach is conducting himself/herself in a manner complimentary to the League. The Board shall have the authority and responsibility to discipline a Manager, Assistant Manager or Coach who fails to do so. Such discipline may include removal from the League.

Managers shall be required to sign a written agreement accepting the foregoing duties and responsibilities.

Section VIII

1. ADOPTION. These By-Laws shall be adopted when approved by two-thirds of

the Board of Directors present at a meeting called for that purpose. When adopted, it

shall supersede and take precedence over any and all prior By-Laws of this ASSOCIATION and its predecessors.

  1. AMENDMENT. These By-Laws shall be amended only when approved by two-thirds of the Board of Directors present at a previous meeting. All proposed amendments must be submitted at a previous meeting, accepted for consideration by majority of those present and may be acted upon only after due notice of the proposed amendment is made by the Secretary to all members of the Board of Directors.

CERTIFICATION

These revised By-Laws were adopted by the Board of Directors at a meeting held on March 9, 2015.

- LOCAL RULES

  1. DRESS CODE

All players must wear full uniforms provided by the league at all times during the game. Any player who does not comply with this rule will not be allowed on the playing field or in the dugout area.

All managers and coacheswill wear SORENSCO attire or team colors and are required to wear team caps at all times.

  1. PERSONNEL ON THE FIELD AND IN THE DUGOUT AREA

During the game all players, managers and coaches must remain on the field or in the dugout area. Only the players, managers and coaches are to be on the field or in the dugout area. One scorekeeper per team shall be allowed in the Dugout.

  1. TEAM CONDUCT

Unsportsmanlike conduct (including, but not limited to, throwing of equipment, fighting and/or profanity of any type) will not be tolerated. At no time shall any player, manager or coach harass the umpire or the opposing team.

Only the manager, or his designated substitute, shall be allowed on the playing field during a game to question an umpire’s call. The manager shall conduct himself in a professional and mature manner while addressing the umpire.

There will be no smoking or use of any form of tobacco or alcoholic beverages allowed on the field or in the dugout area at any time.

Anyone violating these rules, at the discretion of the umpire, will be ejected from the game, and that person shall immediately leave the playing field area. Failure to leave the playing field shall result in forfeiture of the game. In addition, the appropriate League Commissioner, in consultation with the Board of Directors or the Executive Board, shall review the situation and determine if additional penalties are warranted.

A player who is ejected from a Sorensco Babe Ruth 13-15, or Senior Babe Ruth 16-18 Year Old game will be subject to a one game suspension that must be served in uniform on the team’s bench before playing again for the team. Sorensco Players ejected from an ENY Mickey Mantle, ENY Connie Mack, or Sanctioned Travel League game will be subject to the penalties imposed by each respective League.

The manager is responsible for the conduct of his team. If the manager cannot maintain proper control, the President, League Commissioner or Player Relations Agent shall intercede and take appropriate action.

After a second ejection during the same playing season, a Sorensco manager or coach must meet with the Player Competition Committee or Executive Board before his team’s next scheduled game to review the matter and determine if disciplinary action is necessary. If the offending Manager or Coach cannot arrange a meeting with the Board before his team’s next scheduled game, his Assistant Coach shall assume managing duties until that meeting takes place.

During the game, there must always be someone responsible for each team. If the manager is absent, the assistant Coach shall be in charge; if the assistant is absent, another rostered coach or someone designated by the team manager, and approved by the League President, shall be in charge.

  1. PROTESTS - MAJOR AND PREP LEAGUE

Protest may be lodged on a BOOK RULE only. Umpire’s judgment call cannot be protested.

The manager must request a time-out, notify the home plate umpire and indicate in the “home book” his intent to lodge a protest immediately upon completion of the disputed play before the next pitch. The manager must notify the League Commissioner, Player Relations Agent or League President within 24 hours, and document his protest in writing and present the protest to the League Protest Committee within forty - eight hours of the disputed play. Failure to adhere to these stipulations will result in automatic disqualification of the protest.

The Protest Committee shall rule on the protest within forty - eight hours of receiving written notification. All decisions of the Protest Committee shall be final and cannot be appealed to a higher level.

The Protest Committee shall consist of the League President, Player Relations Agent and the two League Commissioners.

No League Commissioner who has an interest in either team may be involved in the protest discussion and/or decision.

  1. EQUIPMENT REQUIREMENTS

All equipment not being utilized by a player must be kept in the dugout at all times.

When participating in a game, the catcher must wear a mask and throat protector (either built - in protection or hang - down flap), a protective cup, athletic supporter, shin guards, a catcher’s helmet, chest protector, and a catcher’s mitt. While warming up a pitcher on the sidelines, the catcher must wear as a minimum, a helmet, facemask and a catcher’s mitt.

Players are allowed to wear metal cleats. All players must wear a protective helmet while batting, in the on deck circle, or while running or coaching the bases. A helmet must also be worn during batting practice.

Players will not be allowed to participate in the game or practice if they fail to wear the protective equipment.

  1. PLAYER PARTICIPATION

13 Year Old Prep Level

Managers shall use a continuous batting order with free substitution. Every Player present and physically able to play must play a minimum of 3 defensive innings and get a minimum of one at-bat each game. Over the course of a season, a player must average 4 defensive innings per game that they attend and are eligible to play.

14-15 Year Old Major Level

Every player present and physically able to play must play a minimum of three defensive innings and bat at least once per game. If a player does not come to bat in a game, he shall start the next game, be one of the first three players in the batting order, and play, at minimum, the first three defensive innings in that game. Every player must play two complete games (either 7 innings or an official game as defined by BOOK RULE) over the course of the season, and average 4 defensive innings per game that they attend and are eligible to play.

16-18 Year Old Senior Babe Ruth

Every player present and physically able to play must play a minimum of three defensive innings and bat at least once per game. If a player does not come to bat in a game, he shall start the next game, be one of the first three players in the batting order, and play, at minimum, the first three defensive innings in that game.

Minimum playing requirements shall be suspended during post-season tournament play. When roster sizes exceed 14 players the defensive innings rule will be reduced to 2 innings per player.
