SUBJECT: HAVA Section 261 Funding/New Jersey County Grant Application

Extension of Grant Application Period

The Division of Elections has been working to ensure the distribution of federal funds for Polling

Place accessibility pursuant to Section 261 of the Help America Vote Act of 2002 (“HAVA”). As you know Funding hasbeen awarded to counties for the purpose of ensuring polling place accessibility to voters with a full rangeof disabilities. As such, the Division of Elections is extending the grant application period to October 22, 2010 to allow counties the opportunity to reassess their needs and report back to the Division of Elections. Gloria Jean Berry and Coreen Grooms will be contacting you to review your Polling Place Accessibility Reports and to offer suggestions on items you may obtain to ensure all polling places in your county are assessable.

We are once again enclosing, for your use in applying for these funds, the following: (1)Grant Application Guidelines; (2) County Grant Application Form; (3) Municipal Grant Form for PollingPlace Accessibility; (4) the Final Report Form; and (5) 2010 Polling Place Accessibility Product Listing.

The Division will provide a payment of up to 50% of the total award upon receipt and acceptance of

a completed and signed Grant Agreement. The Agreement will be mailed to the County if and when an

award has been made. If your county is interested in applying, please be advised that the funds must be

used in accordance with the requirements contained within the application itself. Moreover, each county

board of election and/or municipal clerk’s office applying for these grants is responsible for: (1) providing all

requested information; (2) completing all forms; (3) strictly adhering to the use requirements of the funds;

and (4) submitting the application in a timely manner. The Division of Elections reserves the right to deny

and/or return any application it deems to be invalid or incomplete.

HAVA 261 Grant Extension

Municipal clerks should submit documentation through their respective county boards of election

for approval and further processing through the state. This also is to advise that the county boards of election may order the supplies for a municipality in order to make a polling location accessible. The county boards of election must mail completedgrant applications to:

Your completed grant application should be received by this office no later than Friday, October 22, 2010.

Counties will be contacted once final determination and approval of a grant application has been made.
