The Pennsylvania State University (the University) invites firms to submit qualifications for Construction Management Services for the above referenced project.
PROJECT SCOPE/DESCRIPTION:
Willard is a 130,000 total gsf facility that was built in two eras. The original Willard Building, built in 1949, is approximately 60,000 gsf and houses the Donald P. BellisarioCollege of Communications, the College of Liberal Arts and General Purpose Classrooms (GPCs). The addition, built in 1965, is approximately 70,000 gsf and primarily houses GPCs.
The base scope of this project includes a renovation to the ground floor (~18,000 gsf) and part of the first floor (~5000 gsf), and HVAC improvements. The ground and first floor space has been assigned to the Donald P. BellisarioCollege of Communications to create a state of the art Multimedia studio and supporting facilities. In addition to the base scope, the successful AE and CM firms will first study the current space allocation and adjacenciesin the 1949 Willard Building. The recommendations of this effort will determine if renovations above and beyond the base scope should be considered.
The University would like to design an HVAC system, or systems, for both the original building and the addition, but if the HVAC portion of this project exceeds the budget, the University will implement infrastructure upgrades in future phases. At this point the University has not established a schedule for any subsequent HVAC improvement phases, however it is critical that the design may be implemented in such a way that allows continuity of operation.
The goals of the project include the following:
- Providing renovated space for the Donald P. BellisarioCollege of Communications. This includes creating a state of the art Multimedia Studio and support spaces, totaling approximately 23,000 gsf
- Studying current space allocation and adjacencies, inclusive of the College of Liberal Arts and GPCs, within the 1949 Willard Building

- Providing design strategies for replacement of the HVAC systems for the entire Willard Building
- Addressing ADA accessibility issues
- Resurrecting the grand stair in the main lobby of 1949 Willard
The University has developed a high level program that will be validated once firms are selected. The milestone schedule currently is as follows:
- Design kickoff: October 2017
- Design completion: September 2018
- Bid phase: September - October 2018
- Construction start: December 2018
- Construction completion: April 2020
Construction MUST start in December 2018 in order to meet our commitment to a donor.The total project budget, including soft costs and FF&E, is $40,000,000.
Desired Construction Management Services and Project Delivery:
The University intends to engage a Construction Management (CM) firm to initially provide preconstruction phase services for the project described above. It is intended that the awarded CM firm will ultimately enter into a GMP (Guaranteed Maximum Price) contract with the University.
If your firm is interested in pursuing this project, please respond to the following on two (2) single-sided A3s only, no cover letter, in pdf format:
- Your firm’s unique construction management qualifications for overseeing projects of this type and scope. List a maximum of five (5) projects similar to this for which you performed both preconstruction and CM-At Risk services within the past five (5) years. The ideal CM firm will be able to demonstrate experience with multimedia studio project(s) in occupied buildings. Please include the following for each project: Owner Name, Year Completed, Constructed Value, Services Provided.
- Outline your preconstruction methodology that you would plan to implement on this particular project.
- Highlight any innovative preconstruction and construction techniques/practices that your firm proposes to employ on the project. Identify specific qualitative or quantitative benefitsthat PSU can expect to realize through your firm’s success with the employment of these practices.
- Safety is essential during construction and post occupancy maintenance/ operation of the facility. Therefore, the University and the AE are stressing Prevention through Design (PtD) on this project. Please share your experiences and thoughts regarding PtD.

The University will use a qualifications based selection process with long list, short list and interviews. The Selection Committee will select a long list of approximately 8-10 firms from the respondents to this letter. A Request for Proposals (RFP) will be issued to the long listed firms by September 15, 2017. Three firms will be chosen from the RFP respondents and interviewed during the week of October 30, 2017. The final selection will be made shortly after.
The University reserves the right to waive any informality in any or all proposals, and to reject or accept any proposal or portion thereof. The University’s intent is to identify the firm that provides the best overall fit with the perceived need. Additionally, the above dates are intended/target dates established by the University. The University reserves the right to modify the dates as/if it deems necessary.
