SUBJECT: AGREEMENTS TO SELL EXCESS CAPACITY TO LOCAL NAVAL HOSPITALS

Who is this for?

These agreements are targeted toward hospitals, institutions, universities, group practices and other businesses providing physician services, typically highly specialized, in a geographical area near a Navy medical treatment facility or hospital that has excess capacity to sell to the Navy.

What do you mean by “excess capacity?”

Perhaps you have a physician who only sees patients four days per week. You may sell the extra day to your local Navy hospital. The physician would provide services at the Navy hospital one day per week, and your institution would be compensated an hourly rate for those services. Increments as small as a half day (4 hours) per week are acceptable.

Why should we be interested in this?

This is an opportunity for your practice to use its excess capacity in a manner that will benefit both your practice and your country. By providing services to the Navy your providers will have the opportunity to treat patients that have experienced injuries or illnesses that are not common in the private sector. This unique opportunity will allow your practice to increase its knowledge base and skills sets. There are no more deserving patients than Navy and Marine Corps men and women and their families. The Navy will pay competitive contract prices for these services, and you will be helping to deliver needed care to men and women who have sacrificed for our country.

The Navy is currently in needofPhysicians specializing in General Surgery, GynecologicalOncology, Hematology and Medical Oncology, Comprehensive Ophthalmology, OrthopedicSurgery, Pediatric Allergy, Pediatric Cardiology, Pediatric Endocrinology,Pediatric Gastroenterology, Pediatric Hematology/Oncology, PediatricInfectious Disease, Pediatric Intensive Care, Pediatric Nephrology,Pediatric Neurology, Pediatric Pulmonary Disease, Pediatric Surgery,Pediatrics and Adolescent Medicine, Perinatology, Physical Medicine andRehabilitation, Plastic and Reconstruction, Psychiatry, Child Psychiatry,Pulmonary Disease, Reproductive Endocrinology, Rheumatologic Disease, SportsMedicine, Trauma Surgery, Urgent Care, Urology, and Vascular Surgery.

Some Navy hospitals may also have a need for primary care specialties, including pediatrics, internal medicine, and family practice physicians.

Will we enter into a contract with the Navy where we have to guarantee the availability of certain providers on certain days?

No. The Navy’s objective is to negotiate agreements wherein we can purchase excess capacity whenever it is available. The Navy will negotiate Blanket Purchase Agreements (BPAs) with organizations that can provide needed services. A BPA is not a contract but a simplified method of satisfying anticipated repetitive requirements for supplies or services by establishing “charge accounts” with qualified vendors. The Navy and the organization agree in advance to all of the terms and conditions applicable to services provided under a BPA. The Navy is only obligated to the extent of authorized and agreed upon services actually provided under the BPA, and there is no minimum monetary amount the Navy is obligated to purchase. The BPA may be written for a period of up to 5 years. Please note that responding to this announcement may not result in a BPA being issued.
