ETA Safety Metrics (Ron)

The May 2015 Safety Metrics presentation slides were distributed to the committee by email earlier in the week.They are also available on the ETA Safety website: Some items discussed include:

  • Training assignment completion rates (99%) are consistently exceeding LBNL overall averages (94%) each month.
  • There have been no reported accidents or emergencies since the last meeting.
  • There has been significant progress in Activity Manager set-up. There are 98 Work Activities established. Of these, 65 are “active” and are available for adding workers. The remaining 33 are Level 3 Work Activities that are pending EHS collaboration before they can be approved.
  • There has also been significant progress getting workers added into the new Activity Manager system. Of the 679 ETA personnel, 451 are assigned and accepted. Another 97 are “opt-out” status. The remaining are pending assignment acceptance or activation of their Level 3 Work Activity.

Safety Alerts and Lessons Learned (Ron)

All Safety Alerts are found on the ETA Safety webpage: The following Safety Alerts were issued in April/May:

  • Sample Disposal
  • UCB Perchlorate Explosion Lessons Learned

A number of new Safety Alerts are being planned in the upcoming weeks to address common questions regarding the new Activity Manager system and access to training records.

Self-Assessment Program Update (Ron)

  • The glove box self-assessment project is pending. The draft report is currently being written. It will be sent to the committee for review once available.
  • The three self-assessments projects for 2015 are:
  • Evaluation of Glove Box Operation and Maintenance Practices
  • Evaluation of Lab Area Chemical Spill Preparedness
  • Evaluation of Lab Equipment Seismic Protection

Building Emergency Team (BET) Update

  • Automatic External Defibrillators (AED) are now installed in the B90 lobby, B90 fourth floor, and the B70 lobby.
  • Sue Broadway of Health Services gave a presentation on deployment of the AED’s lab wide. We had some discussion regarding training requirements and making classes available to all those interested. There are two classes available each month. WE also need to work out a method to identify those who have completed their training.

Old Business (All)

  • The new Work Planning and Control “Activity Manager” system implementation is nearing completion. Bill Wells (EHS) is assisting on the Level 3 activities. Personnel are being removed from the old JHA system and several Activity Hazard Documents have been closed out.
  • The updated ETA Integrated Safety Management Plan has been finalized and is available to all personnel on the ETA Safety website.
  • The committee discussed the status of adding stairs in front of B90 near the shuttle stop. The CATS Funding Committee is currently evaluating the scope of work and costs. Susan Synarski plans on attending a future meeting to emphasize our need to get this addressed.

New Business (All)

  • The new ETA representative to the LBNL Safety Advisory Committee is Darryl Dickerhoff.
  • The new ETA Electrical Safety Officer (ESO) is Alan Biocca from the Engineering Division
  • The City of Berkeley will be conducting hazardous waste area inspections in B62 on Monday, June 8. They are a regulatory authority for waste generator activities.
