Your letter speaks of extensive work done by the Directorate on the issues raised by us. These extensive works have borne no results till date.

Parawise reply :

  1. Regarding filling up of vacant posts, no recruitment has taken place in the cadre of TREX since 1996 while you are quoting Prasar Bharati’s recent instructions No.A-10/230/2007-PPC(pt) dated 29-9-2008. Ministry of Finance’s ban doesn’t apply to programme cadre (functional / operational) alone which goes on to show the Directorate’s lethargy and apathy towards programme cadre. Status report of DPC’s in programme cadre as given by the Directorate is an exercise in futility. The fact of the matter is that no DPC has taken place in last more than 10 year in the cadre of PEX & JTS despite repeated Court orders.

After our repeated meetings with the authorities in the Directorate proposal for convening the review DPC from 1990-1993 and fresh DPC from 1993-1997 in the cadre of JTS was sent to Ministry of I&B on 5.3.2008. We are anguished to know that proposal has become a football between the Directorate and the Ministry. I am not sure how many kicks will finally score a goal.

Moreover our objection to combined seniority/ eligibility list of Programme Executive & Producers for JTS Production post of AIR & DD has not either been replied to or taken care of.

  1. Regarding grant of ACP to Programme Cadre, department has taken no substantive steps for convincing the Ministry of I&B of its legitimate application. In fact Directorate has been instrumental in denying the ACP to Programme Executives through protracted Court cases going upto Supreme Court. It is pertinent to mention here that Assistant Engineers of CCW who also got the benefit of 25-2-1999 order on upgradation of pay are enjoying the benefit of ACP as directed by CAT, Kolkatta.

Though the Directorate have forwarded a proposal of ACP for PEXs to the Ministry more than two months back but no substantial follow up action has been taken. Moreover this proposal is limited to PEXs alone leaving out other programme cadres.

  1. Cadre Review Committee for programme cadres has been constituted only after we served the agitation notice even though it was instructed by the Cabinet Secretary to form such a committee way back in April, 2008. Moreover, these committees were formed for engineering cadres and administrative cadres long back without any hue and cry. This is again confirms our belief in step-motherly treatment meted out to programme cadres. In this regard initially a confusion was caused by mentioning only cadre of IB(P)S leaving out sub-ordinate programme cadres. Again in the revised order issued the word Programme Officer is substituted for IB(P)S, once again with no mention of sub-ordinate programme cadres.

Your reply gives the details of vacancy position in respect of IBPS officers of AIR only leaving out the same in Doordarshan and even then the vacancy position in the cadre of PEX for Promotees is shown as 161, whereas as per the PEX RR (60% DR- 40% DP) and existing rule of filling up 1/3rd of DR vacancies takes the figure of promotee vacancy to more than 500, as there are only 710 regular PEXs in position against the sanctioned strength of 1561 (as per your statement). We also are unable to understand how AIR & DD stations can be run without either direct recruitment or timely promotions.
