To whom was referred a Concurrent Resolution (S. 168), to direct the Clerk of the House of Representatives to publish the South Carolina Legislative Manual, etc., respectfully
REPORT:
That they have duly and carefully considered the same, and recommend that the same do pass with amendment:
Amend the resolution, as and if amended, page 1, line 34, by adding a clause to read:
/That, whenever republished after the 112th General Assembly, the South Carolina Legislative Manual must include a biography for each judicial circuit solicitor in the same form as those biographies provided for circuit court judges. /
Amend title to conform.

STATEMENT OF ESTIMATED FISCAL IMPACT

2.Estimated Cost to State-Biannually Thereafter$85,052
If the bill is enacted, savings of approximately $85,052 would be realized in the second year of each legislative session.
The Office of the Clerk of the House of Representative indicates that during the 1996 session 22,770 legislative manuals were printed at a cost of $95,907. Of this total, 2,165 manuals were sold generating $10,825 in revenue. Revenues are deposited in the General Fund of the State.

A CONCURRENT RESOLUTION
TO DIRECT THE CLERK OF THE HOUSE OF REPRESENTATIVES TO PUBLISH THE SOUTH CAROLINA LEGISLATIVE MANUAL ONLY ONCE DURING THE 112TH GENERAL ASSEMBLY.
Whereas, the South Carolina Legislative Manual is currently published once every year; and
Whereas, the General Assembly is in the first year of a two-year legislative session; and
Whereas, the publication of the South Carolina Legislative Manual is an undertaking done at substantial cost to the taxpayers of South Carolina; and
Whereas, there are no significant purposes for publishing the manual annually that justify the costs. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the South Carolina Legislative Manual is to be published only once during the 112th General Assembly.
Be it further resolved that a copy of this resolution be forwarded to the Clerk of the House of Representatives.
