  1. And Whereas there are reasons to believe that certain criminal, anti-social or terrorist elements may pose a threat to the security of visting athletes and guests.
  1. And Whereas it is necessary to ensure security, uninterrupted movement and convenience of motor vehicles carrying Games related traffic from 28 September, 2010 to 16th October, 2010.
  1. And Whereas dedicated Commonwealth Games Lanes have been demarcated on certain roads by yellow lines and blue bands with mnemonic of CWG and acronym CWG both written in white colour.
  1. And Whereas it is necessary to take speedy measures in this regard to ensure safety and smooth passage of Games related traffic.

Now, therefore, in exercise of the power conferred upon Commissioner of Police, Delhi by Section 144 Criminal Procedure Code, 1973 read with Govt of India, Ministry of Home Affairs , New Delhi’s Notification No. U-110036/3/1978 (I)-UTL,01.7.1978 and further delegated to the under signed vide Govt. of India Ministry of Home Affairs , New Delhi’s Notification No. U-110036/1/2010-UTL, dated 09.9.2010 I, SEJU. P. KURUVILLA Asstt. Commissioner of Police of the Sub-Division Connaught Place of New Delhi District do hereby make this written order prohibiting :-
  1. Plying, halting or parking of all categories of vehicle except games related traffic and motor vehicles of Delhi Police, Ambulance, Fire Brigade and other emergency service vehicles, when proceeding on emergency duties, on dedicated Games Lanes on the roads where such dedicated Commonwealth Games Lanes have been notified and clearly demarcated as per details annexed herewith.
  2. Parking of any type of vehicle on any part of the roads where dedicated Commonwealth Games Lanes have been notified as per details annexed herewith.
  1. The specific area covered by this prohibitory order will be the area bounded by and including Mathura Road from Subramaniam Bharti Marg crossing to Purana Quila Road crossing, Purana Quila Road, C-Hexigan India Gate in front of National Stadium, Shershah Road, Bhairon Road, Ring Road from Railway crossing up to CNG Station near Millennium Park,
  1. The order shall come into force with effect from 28.9.2010 and shall remain in force till 16.10.2010 (both days inclusive) unless withdrawn earlier.
  1. Any person contravening this order shall be punishable under section 188 of Indian Penal Code.
  1. As the notice cannot be served individually on all concerned, the order is hereby passed ‘Ex-Parte’. It shall be published for information of public through Press and by affixing copies on the notice boards of the offices of all District DCsP, Addl.DCsP, ACsP,DCsP/Traffic, ACsP/Traffic, Tehisil Offices, all Police Stations concerned and the offices of the NDMC, MCD, PWD DDA, NHAI, Delhi Cantt.
