How students apply / Most students apply on-line with the North Dakota University System (NDUS) at:
NDUS will also accept paper applications. The application deadline is the last day of the term for which benefits are requested.
MN State University Moorhead participates in the paperless application process, whereby ND residents who graduated from a ND high school within the past 12 months apply directly to thecampus and are approved on campus. The campus then electronically submits a paperless application file to the Office of Higher Education (OHE) each term to load these students to the OHE database prior to the term enrollment file being run. The record layout for the paperless application is created by OHE (see Attachment A). / SD residents attending University of MN campuses submit a paper reciprocity application to the SD Board of Regents. The application deadline is the last day of the term for which benefits are requested.
SD residents attending MnSCU campuses apply directly to the campus. / WI residents attending MN campuses apply for reciprocity through the Wisconsin Higher Educational Aids Board (WHEAB) via on-line or paper applications available at:
Who approves students / Eligibility determinations are made by NDUS staff or logic built into the ND on-line application. Applicants are then loaded to OHE’s database, since OHE performs database management and data collection on behalf of NDUS. Eligibility determinations for schools participating in the paperless application process are made by the campus. / Eligibility determinations for SD residents attending University of MN campuses are made by the SD Board of Regents. Applicants are then manually entered onto OHE’s database, since OHE performs database management and data collection on behalf of the SD Board of Regents. Eligibility determinations for SD residents attending MnSCU campuses are made by the campus, using South Dakota’s definition of residency (Attachment C). / Eligibility determinations for WI residents attending MN campuses are made by WHEAB. Applicants are entered onto WHEAB’s database.
Eligibility Reporting / Every two to three weeks, OHE generates eligibility reports for MN campuses to inform campuses of new ND students approved for reciprocity since the last report was generated. Paper eligibility reports are mailed to campuses by OHE. Some campuses (MN State CC&TC, U of M) also receive downloadable eligibility reports via OHE’s secure web site:

No eligibility reports are generated for MnSCU campuses, since these campuses approve SD residents for reciprocity on campus.

Students will appear on this web site as soon as their applications are entered onto OHE’s database. The school’s username will always be the 6-digit federal school code used on the FAFSA. Passwords are set by the campus. Term Enrollment Reporting / After the end of each term, MnSCU and U of M campuses electronically submit term enrollment data to OHE for ND residents enrolled at MnSCU and U of M campuses. The MnSCU file contains data for all MnSCU campuses and is uploaded to OHE’s secure web site. . MnSCU has its own username and password.
Each U of M campus submits its own file via FTP. The term enrollment record layout is shown as Attachment B. / After the end of each term, MnSCU and U of M campuses electronically submit term enrollment data to OHE for SD residents enrolled at MnSCU and U of M campuses. The MnSCU combo file contains BOTH application and enrollment data for all SD residents enrolled at MnSCU campuses and is uploaded to OHE’s secure web site. . MnSCU has its own username and password. The combo file record layout is Attachment D.
Each U of M campus submits its own term enrollment file via FTP. The term enrollment record layout is shown as Attachment B. / After the end of each term, WHEAB asks MN campuses to report term enrollment data (headcount, credits, tuition paid and reciprocity supplement amount) for WI reciprocity recipients enrolled at MN campuses for that term. Spreadsheets for reporting term enrollment data are generated by WHEAB and distributed to campuses that complete the reports and return them to WHEAB (Attachment E).

The SD combo file contains BOTH application and enrollment data for all MN residents enrolled at SD campuses and is uploaded to OHE’s secure web site. . The SD Board Office has its own username and password. The combo file record layout is Attachment D. / After the end of each term, OHE asks WI campuses to report term enrollment data (headcount, credits, tuition paid and reciprocity supplement amount) for MN residents enrolled at WI campuses for that term. Larger campuses (Eau Claire, LaCrosse, Madison, River Falls, Stout and Superior) electronically submit term enrollment files via FTP using the term enrollment record layout (Attachment B). Other campuses manually record credits and tuition paid for MN residents on OHE’s term enrollment web screen.

Definition of South Dakota Resident

1. South Dakota High School Graduate

A student is considered a South Dakota resident if:

  • S/he was a SD resident at the time of graduating from a SD high school and lived with a parent or legal guardian who was also a SD resident; and
  • The parent or legal guardian continuously resided in SD from high school graduation up until the time the student enrolls in post-secondary education; and
  • The student enrolls in post-secondary education no later than the fall semester of the seventh year after the date of high school graduation
