In accordance with the Component 5 of the Regional Strategic Protection Framework, the Technical mission seeks to strengthen and improve the ability of participating countries and social groups in adjacent communities, particularly indigenous groups, to carry out the necessary surveillance and protection activities by: (i) deepening knowledge about indigenous peoples in isolation or initial contact, their rights and territories in each country; (ii) training relevant stakeholders in specific protection methodologies; and (iii) implementing a communication and information exchange strategy to sensitize society and facilitate regional monitoring.”
In the mission to Bolivia, the Member Countries delegates will get to know the health care for the Yuki indigenous peoples in initial contact. During the mission, different dialogue spaces will be provided with local indigenous authorities in the Campesinos and Indigenous Peoples Territory (TIOC) Yuki-CIRI of the Cochabamba region. The mission proposes for the delegates to share their experiences in the health care for the indigenous peoples in isolation (PIACI) and expect their contributions on the elaboration of the Contingency Plans for health.
Objectives
- Contribution with the Component 5 of the Program
- Exchange and share coordination and sensitization experiences between national and municipality governmental authorities and indigenous leaders committed to protecting the Yuki indigenous peoples in initial contact.
- To learn the care activities carried out by the Ministry of Health in favor of the PIACI
- Exchange between delegates of ACTO Member Countries of strategies, methodologies and lessons learned for the Contingency Plan for Health for the PIACI.
Context
This mission involves a series of field activities have contributed to a realistic view of how to protect the rights of the PIACI, and meet the health care methodologies of indigenous peoples from the regions around the territories they inhabit the isolated groups in the visited countries. The exchanges between delegates and institutions participating in field missions undertaken since 2012 to date (Brazil, Ecuador, Peru and Colombia), have allowed the proposal to adjust inputs, apply and implement protocols and methodology of protection for PIACI.
The outcomes of these activities, together with national and regional events on Methodologies, Legislation and Indigenous Health Care, have allowed the proposal by the PS / ACTO, a second phase of the program. The results of these events accompanied by institutional assessment implementedat national and regional level (Assessments on the health care of the PIACI in each country, international consultants on Methodologies and Legislation, Health, Evaluation and Sustainability) have set a positive scenario between different actors to think of a program continuity. The main results of this stage are the guidelines, recommendations and suggestions that come to support States in the formulation and implementation of public policies for the protection of the PIACI. Also include consolidation of inter-institutional coordination at the national level, both in missions, and in national and regional events. Finally, we highlight the informal creation of a network of specialists for the indigenous peoples rights, with their enthusiasm and commitment, are working to promote the participation of their governments to defend the rights of Isolated Indigenous Peoples and Initial Contact to Amazonian national and regional levels. With this mission and the meeting of Focal Points Program will be held on the October 29 and30 done, we ended the program Strategic Framework for Developing a Regional Agenda for Protection of Peoples in Isolation and Initial Contact ACTO / IDB.

Requirements
- All the participants must present an International Certificate Vaccinationagainst Yellow Fever.
- All participants must have knowledge in Spanish or Portuguese languages because is impossibility of having translation and interpreting services
- Delegates are requested to prepare the presentations in Spanish or Portuguese
- a) A presentation about the topic of isolated indigenous peoples and the protection methodology applied in their country.
b) A presentation about the lessons learned in handling contact situations, and contingency or contact plans, if there are any.
- Since this will be a field mission, participants will need to have experience or be willing to spend long hours in the open air, going on boat trips, camping, and eating the typical food of jungle trips.
- Should the participant suffer from allergies, have food restrictions or any health condition that might affect his/her performance during the mission, the organizers need to be warned one month in advance.
