Minutes of the Meeting of the Parish Council held on Monday 10th June 2013 at 7.35pm in the Reading Room.

Present: Cllr Trett (Chair) Cllr Warren Cllr Allen Cllr Foxley Cllr Geliher: Cllr Mclean (Milton Keynes Council).

Cllr Warren proposed that Roger Trett be re elected as Chairman – Seconded by Cllr Geliher

Cllr Trett proposed that Cllr Warren be re elected as Vice Chairman – Cllr Geliher Seconded this.

Cllr Trett thanked the Councilors for their support in 2012/2013 and invited the Councilors to continue as representatives of the Parish Council Sub Committees: All confirmed their support to continue in the following roles.

Cllr Foxley will lead on Neighbourhood Action Group: Cllr Warren will lead on the Guntrip Fund and Dog Fouling: Cllr Allen will lead on Reading Rooms: Cllr Geliher will lead on Recreation Ground and Highways

  1. Minutes of Last Meetings: Proposed by Cllr Foxley & seconded by Cllr Warren that the minutes of the Meeting held on 13th May 2013 be signed as a true record. Minutes signed by Cllr Trett (Chair)
  2. Matters Arising from Previous Minutes:

Dag Lane: Jetting work – we have had a commitment from MK Council that this will be completed by the end of June

Ram Alley: Outcome of our request for a formal project plan in support of this significant work has been delayed until Monday 17th June. Concerns are still high regarding the permission needed from the land owner – and issue MK Council appear reluctant to progress.

Cllr Foxley attended a Rural Communities Meeting at Newport Pagnell Police Station. The new Police and Crimes Commissioner who is based in Hungerford spoke of his challenges covering the whole of the Thames Valley area. He is very aware of the diversity of our area and how rural crime, such as the theft of agricultural machinery impacts local communities and villages.

A Bank transfer of £3000:00 was authorized transferring monies from the Parish Council Deposit Account to the Current account to meet the above obligations

Reserves have been adjusted down by £2500:00 to meet the payment due to Architect Animation: Current Balance held in Reserves is £2000:00

For 2013/2014 the Parish Accounts will be reported on a receipts and payments basis. This change was proposed by Cllr Geliher and seconded by Cllr Allen

7. Signing the Annual Return

Governance Statement: Cllr Trett read this out to Councilors: Statements were agreed the Annual Return was duly signed by Cllr Trett . This will now be sent to external auditors - Mazars.

Notice to inspect accounts will be displayed from tonight in the Reading Rooms and on the Parish Notice board.

  1. Planning Applications - None
  1. SOS (Save our Salcey) Cllr Allen provided an update: The Wind Farm Planning application is being held in abeyance at MK Council. There is no current outlook as to when the Plan will be heard. A montage of photography on the Wind Farm impact to Stoke Goldington and the surrounding area was made available for view. The images will form part of the objection campaign and will be sent to Natural England, The Environment Agency and English Heritage
  1. Neighborhood Plan: Cllr Allen to contact Castlethorpe Parish Council to ascertain their progress with producing a Neighborhood Plan and understand what grants may be available to assist with the process: Depending on the results a further meeting of Parish Councilors will be required to explore the opportunities and resource available for Stoke Goldington.
  1. Ward Boundary Changes: Cllr McLean reported that the decision on the Boundary Changes is expected on Tuesday 25th June.
  1. Sub Committees

a) Neighbourhood Action Group: Next meeting is 4th July 2013

b) Guntrip Fund: Nothing to report

c) Reading Room: – Exterior painting is now underway. Further repair work to the windows is required as some of the frames were in a worse condition than expected. Rolling summary of estimated increased costs to be requested from contractors. Shelving to be installed in a storage cupboard and a lock to be fitted to a kitchen cupboard. Estimates to be obtained for next meeting.

d) Recreation & Highways: Cllr McLean advised the meeting that the rolling pothole repair program was now complete. Residents are again encouraged to report any potholes direct to MK council. A temporary repair has been made to the Olney Road pothole. A poor cut to the recreation ground has been reported. Clerk to contact contractors.

e) Dog Fouling: Nothing to report

  1. Councilors & Residents Items:

Footpaths: The Public Footpath leading down from the Church has now been re established

Cllr McLean will continue to support Stoke Goldington Parish Council by pressing Milton Keynes Council to incept a full project plan that conforms to MK Approach Standards to support Phase 3 of the Flood Defence Work.

There have been reports of local car crime in the area. A recent spate of crimes includes the theft of Catalytic Converters, targeted at Mitsubishi 4X4 vehicles.

Audit Recommendations:

Reading Rooms Insurance Valuation: Recommendation is to validate the amount of re building costs proposed by our Insurers. Action: Clerk: Telephone Zurich Insurance to establish if there is scope to increase the cover with no additional premium. Action: dependant on Zurich’s response a professional valuation will be obtained.

Reading Rooms Contents Cover: Prepare inventory of contents and validate costs of replacement. Action Cllr Warren and Clerk to complete this task following which the Insurance cover will be reviewed.

Risk Assessment: 1. Take forward the mitigating action for providing reciprocal Clerks cover from surrounding villages. Action: Clerk to contact Parish Clerks at Ravenstone and Weston Underwood to establish the appetite for this. 2. Action: Clerk to draw up a list of duties/frequency of events. Identify Councilors to provide cover in emergencies.

The Chairman thanked the Clerk for her work in preparing the annual accounts.
