Welcoming Remarks – Secretary Schiliro
The meeting was called to order at 9:05 a.m. by Secretary Schiliro.
Approval of Meeting Minutes from previous meeting – Secretary Schiliro
A motion was made by Jim Cole, seconded by Jeff Miller to accept the meeting minutes for November as written. Motion passed unanimously by all voting members in attendance.
Subcommittee Updates
Operations – Gene Donaldson
Gene asked Bill Carrow to present a talk-group request approved by the subcommittee from US Marshal’s. Bill advised the talk-group requested would be statewide, encrypted and used by the US Marshal’s and task force members. Motion by Jim Cole, second by Bill Carrow to approve the new talk-group. Motion passed unanimously by all voting members in attendance.
Gene asked Bill Carrow to present a talk-group request approved by the subcommittee from Del-Tech. Bill advised the talk-group requested would be statewide, encrypted and used by administrators at the various college campuses. Motion by Gene Donaldson, second by Bill Carrow to approve the new talk-group. Motion passed unanimously by all voting members in attendance.
Gene asked Bill Carrow to report on the media radio project. Specific media outlets have been provided radios with encryption boards from NCCPD to allow them to monitor specific NCCPD encrypted dispatch talk-groups. At the last SIEC, a policy was outlined requiring DIVCOM to be the sole programming agency for all media radios, and all media radios must be either a XTS5000 or APX with hard key and programmed with a password lock to protect the radios from tampering or additional unauthorized programming. NCCPD has provided XTS5000 portables to DIVCOM as replacements for the current media radios and these are scheduled to be programmed prior to the next SIEC meeting.
Technical – Jim Cole
Jim mentioned that Mark Cabry is now attending the subcommittee meetings representing DTI. Jim also provided an overview of the broadband meeting held in October at the fire school, and that at the December subcommittee meeting RCC Consultants would attend to cover the needs assessment for Delaware and discuss proposed coverage under the national public safety broadband network.
Training and Exercise –Bill Carrow
Bill reported progress is continuing on the update of federal records to reflect official COML &
COMT status of our trainees.
Scheduled Business Meeting
Ø 800 MHz System Update – Tom Kadunce
The system is operating normally. He advised DivComm recently purchased a spare cell controller from Fairfax County, VA.
Ø 700 MHz System Update – Tom Kadunce
Tom reported the system is operating normally. Bill reported that DIVCOM recently programmed and distributed 25 APX 700/800 portables to DOC. These radios will be used by the DOC weapons team and will provide direct interoperability with DSP during joint operations.
Ø BDA Update – Beth Duncan
Beth Duncan briefed the committee on the site walks that have taken place since the last meeting, and reported on the sites that have accepted proposals as part of the project, and those awaiting formal approval after the new year.
Ø Rebanding Update – Bill Carrow
Bill advised that second touch programming is 98% complete and the project will be
completed ahead of the December 31 planned date.
Ø System Fortification Project Update – Tom Kadunce
Tom reported that the new master site controller and associated equipment is staged at
Motorola. UPS research continues and equipment is being moved to make room for
the installation phase of the project.
Ø Master Radio Purchase Project Update – Bill Carrow
Bill advised that inventory of the fire service portables had been moved to Friday due to a
weather event earlier in the week. Radios will be taken to the DIVCOM shop in the county
of distribution where they will be programmed and distributed after January 1.

New Business
Community Reports
Warren Jones mentioned he had submitted for a fire grant to replace all older fire service portables, and the submission was denied. He reported he is currently working on a modification.
Joe Thomas advised at a recent parade there was an issue where someone had activated encryption on a mutual aid talk-group and non-encrypted radios could not hear transmissions, He mentioned this as he felt this was simply a training issue.
