TO RECOGNIZE OUTSTANDING COMMUNITY TELEVISION PROGRAMMING

IN THE CALIFORNIA AND NEVADA REGION

BACKGROUND

The STAR Awards were established in 1996 to recognize outstanding programs produced by public, educational, and/or government access facilities serving California and Nevada communities.

ELIGIBILITY CRITERIA

All entries must:

  • Be submitted by jurisdictions located in the California or Nevada region.
  • Be produced primarily in-house.
  • Have been cablecast March 18, 2009 through March 19, 2010.
  • Be submitted on separate DVD.
  • DVD Label must include: Jurisdiction, Series Name, Show Name, Date, TRT, Category, Initial cablecast date.
  • Include the official entry form and entry fees.
  • Be received no later than Friday, March 21, 2010, at 4:00 p.m.

JUDGING PROCESS

Three to five judges will view programs in the thirty-four categories. Judges will select up to three finalists in each category. Entries will be rated on content, creativity, and technical quality.

The winners will be announced at the Fourteenth Annual SCAN NATOA Video Awards Ceremony on June 10, 2010.

AWARDS

The winner in each category will receive the STAR AWARD. Additional STARS can be ordered at the winner’s expense. Winners may send email to for details. Finalists will receive certificates. No additional certificates can be ordered.

Environmental / A program or series of programs regarding environmental conservation, recycling, renewal resources, and other programs related to sustainability.
Instructional / A program or series of programs that provides instructions, including arts and crafts, exercise, etc.
Magazine Format
Over $400K / Program that combines a number of different elements such as interviews, how-to-segments, and features.

Municipal Channel Promotion / A short spot (60 seconds or less) intended to encourage overall viewership of the channel or a program running on the channel.
News Series / A minimum of three ten-minute segments showing diverse elements of the news program from a minimum of three consecutive episodes of the series. Segments may include, but are not limited to, a mix of news features, sports, and commentary.
Non English Language Programming / Program that is directed toward a non-English speaking audience. Please provide English language script, if available.
Performing Arts / Presents a play, concert, dance or other performance.
Promotion
Over $400K / A short spot (under 5-minutes) that focuses on a single issue, topic or cause of a government related issue, topic or cause.

HOW TO ENTER

  1. Choose the category which best describes your program.
  1. Complete entry form and attach it to your DVD Jewel Case. (We prefer you complete and print-out the on-line MSWord doc. form at Please do not send supporting material (except script for Non English category).
  2. Submit the entire program(s) on DVD.
  1. Properly label each DVD.
  2. Complete the “Jewel Case Label”; be sure to include the category, program title, jurisdiction, and your name.
  1. Insert the “Jewel Case Label” to each entry.
  1. Submit as many entries as you like, but each entry must be on separate DVD with a separate entry form. Be sure to record the total entry fee for all entries on each form. DVD’s will not be returned.
  1. A program may be entered in more than one category (if it fits the description).
  1. Programs entered in the wrong category or technically unable to view will be disqualified at the discretion of the judging team. No refunds.
  1. If able, include a chapter mark to the segment that will be judged. DVD’s will only be played from that point, minimum of five minutes.

The purpose of the Awards is to promote and recognize outstanding community programming produced by local jurisdictions.
