DEFINITIONS

Ability Meet:

A competition where the skaters are seeded according to their best times in each distance as described in this Kit.

Age Class Meet:

A competition where the skaters are seeded according to their best times and based on their age class as described in this Kit.

Chief Recorder:

An individual selected by the Host Club to serve as the Chief Recorder for a meet.

Chief Referee:

An individual selected by the Host Club to serve as the Chief Referee for a meet.

Competitions Coordinator:

A member of the SSNB Board of Directors, selected by the Board, to carry out some of the duties of the former SSNB Administrative Assistant.

Data Coordinator:

A member of the Meet Manager Coordinating Team who maintains and manages skater information for SSNB, including times, rankings, records, etc. as set out in this Competitions Kit.

Director of Athlete Development:

The Chair of the SSNB Athlete Development Committee

Director of Competitions:

The Chair of the SSNB Competitions Committee

Electronic Timing Equipment Manager:

An individual(s) who is the custodian of the electronic timing equipment and performs the duties set out in the Competitions Kit.

Meet Coordinator:

An individual selected by the Host Club to serve as the Meet Coordinator for a meet.

Meet Manager Coordinating Team:

The individuals selected by SSNB to carry out some of the duties of the former SSNB Administrative Assistant position as set out in this Competitions Kit, and to assist with the use of Meet Manager at meets throughout the Province.

SECTION 1

SSNB COMPETITIONS POLICIES AND PROCEDURES

This document has been compiled by SSNB to assist meet organizers in planning and conducting competitions that are safe, effective and in compliance with SSNB sanction criteria. These Policies and Procedures are administered by the Director of Competitions (Chair of the Competitions Committee).

  1. At the beginning of each season, the Director of Competitions ensures that copies of the Competitions Kit are distributed by e-mail to:

a) All SSNB Clubs;

b) Speed Skate Nova Scotia;

c) Speed Skate PEI;

d) Speed Skate Newfoundland;

e) All active referees in NB, NS, PEI and NL.

  1. The Competitions Committee must approve all revisions to the Competitions Kit for SSNB-Sanctioned competitions.
  2. Usually, the Competitions Committee begins review of the Competitions Kit, including updating of the competitions schedule, near the end of the preceding skating season with a view to ensuring changes are implemented and approved by October 1 of the next skating season. This allows for sufficient time to distribute the revised Kit to all Clubs prior to the commencement of the competition season.
  3. Suggestions for revisions to the Kit are submitted to the Director of Competitions who ensures the Competitions Committee reviews the suggestions and responds.
  4. All competitions occurring within the Province of New Brunswick and involving more than three (3) Clubs must have Provincial sanction and must pay fees as set out in Section 2, Step 4.
  5. It is recommended that some strategic competitions be Speed Skate Canada (SSC) sanctioned in order to assist in the upgrading of officials (see Appendix A, Application to Host a SSNB-Sanctioned Speed Skating Meet).
  6. The authority to sanction competitions is granted by the SSNB Board of Directors to the Competitions Committee.
  7. All SSNB-Sanctioned meets follow the rules established by SSNB as set out in this Competitions Kit. All SSC-sanctioned meets follow the rules as established by SSC.
  8. SSNB-Sanctioned competitions are electronically-timed when the equipment is available, in working order and an individual(s), who is qualified as set out in Step 8.2.1, is available to take responsibility for and set up the equipment for the competition.
  9. Notwithstanding Step 7 above, a Host Club that does not wish to use electronic timing at their competition may submit a request for an exemption from this requirement to the Director of Competitions, stating the reason(s) for the request at least one (1) month prior to the competition.
  10. At the start of each season, the SSNB Competitions Committee ensures the competitions schedule is sent to the Electronic Timing Equipment Manager.
  11. It is preferable that all Clubs select one (1) Club member to be trained in and/or maintain their skills for setting up and operating the electronic timing equipment.
  12. As soon as possible following finalization of the competition schedule, the Meet Coordinator from each Host Club designates one member to act as Chief Electronic Timer for their meet.
  13. This individual must be qualified to set up and run the electronic timing equipment as noted in 8.1 above. This ensures that the electronic timing equipment is handled with care and operated properly.
  14. To reserve the electronic timing equipment, Clubs contact the Electronic Timing Equipment Manager.
  15. A skater may use an official time that has been recorded manually in a competition outside New Brunswick for the purpose of achieving a standard to attend a meet outside the province.
  16. However, in the event that such a skater would displace another New Brunswick skater with a slower electronic time, the times are standardized to equivalent electronic times to determine which skater is allowed to attend the meet in question.
  17. Hosting Clubs make the competition registration forms available electronically to each Club President no later than twenty-five (25) days prior to the competition.
  18. Registration forms are prepared in accordance with Appendix B, SSNB-Sanctioned Competition Registration Form.
  19. The registration form must clearly state the type of competition, the method of advancement to semi-finals and finals (i.e. time or place) and the minimum number of races per participant.
  20. The registration form must also include a waiver releasing SSNB Inc. of all claims against it and include the following notice: SANCTIONED BY SPEED SKATE NEW BRUNSWICK.
  21. Clubs must complete and return the Appendix L, Club Registration Form to the Registrar of the Competition by mail, e-mail or fax (e-mail is the preferred mode of communication) no later than the established deadline.
  22. Late entries and entry fees may be accepted at the discretion of the Meet Registrar.
  23. The Club Registration Form must include the skater’s name, skating number, and date of birth (not age class), gender and times.
  24. Prior to the start of the competition, each Club must submit all entry fees and signed hard-copy registration forms.
  25. Clubs are required to pay for skaters whose names are submitted but do not skate.
  26. Any skater whose registration has been submitted, but who fails to compete, is not entitled to reimbursement of the entry fee (except for reasons of illness or injury).
  27. All competitions sanctioned by SSNB are open to all properly registered competitive members of SSNB (or other Provinces) for the categories advertised on the registration form. Properly registered means that they are a registered as competitive skaters with Speed Skate Canada or an International Skating Union affiliate.
  28. All New Brunswick competitive skaters must be registered with SSNB.
  29. If the skater is not registered as noted above, he/she will not be able to participate in SSNB competitions until he/she becomes a registered member for the skating season. The SSC database is used by SSNB to determine whether a skater is properly registered.
  30. Prior to a competition, the Meet Coordinator, in consultation with the Chief Recorder of the meet, compares the SSNB skater registration list with the Club registration forms and advises Clubs of improperly registered skaters.
  31. All registered skaters (in Province or from out of Province) are required to wear a New Brunswick provincial helmet cover during in-province meets.
  32. If a New Brunswick skater has not been assigned a helmet cover, a temporary cover is assigned by the Chief Recorder for the duration of the meet attended.
  33. The helmet cover is given to the skater at registration the first day of the meet.
  34. The helmet cover must be returned to the Meet Registrar at the end of the meet.
  35. A bond cheque is required as outlined in 15.1 below for borrowed helmet covers.
  36. Out-of-Province skaters are assigned a temporary helmet cover by the Chief Recorder.
  37. A bond cheque of $20.00 per registered out-of-Province skater is required (payable to SSNB) from the skater's Club for the use of the borrowed helmet cover and to cover the cost of loss of, or damage to, the borrowed helmet covers.
  38. The bond cheque is given to the Meet Registrar at registration the first day of the meet.
  39. This cheque is returned to the Club representative by the Meet Registrar upon return of all helmet covers in usable condition at the end of the meet.
  40. New Brunswick Clubs with new competitive skaters contact the SSNB Competition Coordinator to order additional helmet covers. The Club pays SSNB for the total amount upon receiving them.
  41. The Meet Coordinator faxes or e-mails a copy of the list of divisions and the distances for each division to each participating Club as soon as possible in advance of the competition and no later than the Wednesday prior.
  42. Any requested changes to or inaccuracies/discrepancies in the division list or race schedule may be considered prior to the start of the meet, by contacting the Meet Coordinator before the Thursday prior to the meet.
  43. All changes to the placement of skaters in divisions and the distances for each division are at the discretion of the Chief Recorder, in consultation with the Chief Referee for the meet.
  44. Changes to the division list or race schedule are not considered the morning of the meet.
  45. Notwithstanding Rule 18.2 above, the Chief Referee may consider movement of a skater based on unusual circumstances as decided by the Chief Referee, in consultation with the skater’s coach and the Chief Recorder.
  46. The Chief Recorder will announce the names of skaters who are registered and have indicated they will not be skating (scratches) however these skaters are not removed from the competition database. This avoids the requirement to re-create the division list and race schedule in Meet Manager the morning of the meet which can cause a significant delay in the start time of the meet.
  47. A skater who is registered for the meet and does not show up on Saturday, is recorded as a “DNS” (did not skate).
  48. Seeding of skaters is based on the times provided by the Data Coordinator and changes based on a question/confusion about a skater’s time are not considered at the Official’s meeting.
  49. The Meet Manager program can be obtained from the Speed Skate Canada web site, on the “Competitions” page ( The current version (version 4.2.3) must be used throughout the 2008/2009 season unless specified otherwise by the Meet Manager Coordinating Team.
  50. Chief Recorders are advised that they are responsible for the set-up of their meet on Meet Manager.
  51. In September of each year, the Competitions Coordinator ensures a sufficient supply of race forms is available to supply all meets scheduled for the upcoming season (usually 2,000 forms).

20.3. The Chief Recorder ensures there is an adequate supply of race forms for the competition. He/she contacts the Competitions Coordinator to order the forms.

20.4. Race forms are made available to Clubs at cost price plus shipping fees.

  1. The SSNB laptop, photocopier and printer are available to Host Clubs for competitions by contacting the Competitions Coordinator to make arrangements. Clubs must supply their own paper.
  2. Notwithstanding the above, generally this equipment travels from meet to meet throughout the skating season. For example, the Club hosting the next meet picks up the equipment at the end of the previous meet and takes it back to their Club. At the end of the season, all SSNB equipment is returned to the Competitions Coordinator.
  3. The seeding for qualifying races, an explanation of the selection format for advancement to finals, and the point system are included in the Meet Program.
  4. The above-noted information is also displayed in the bullpen area and in the results posting area.
  5. A copy of the Meet Program is provided to all registered skaters, coaches, parents, spectators and the media.
  6. The Meet Coordinator gives a reminder of the seeding format at the officials’ meeting prior to the meet.
  7. The Meet Coordinator ensures that the Host Club has made adequate provisions for safety during the pre-competition warm-ups and ensures that skaters are on the ice with their respective groups only. In an ability meet, “respective groups” means “seeded division(s)” (see also Section 4, Minimum Medical Requirements and Section 5, Safety Recommendations).
  8. Medical personnel must be at the arena for warm-ups.
  9. At least one Club Official must be on the ice during warm-ups. It is recommended that the warm-up Official wears all appropriate speed skating safety equipment, but he is required to wear skates, a helmet, and a whistle as a minimum.
  10. Warm-ups are divided into groups of no more than fifty (50) skaters and follow division order.
  11. No arena equipment or off-ice officials are allowed on the ice during warm-ups.
  12. Competitions may include a “Sport Class” and a “Masters Class” (time and numbers permitting) open to all properly registered Sport Class and Masters Class skaters.
  13. A Sport Class consists of skaters between the ages of 18 and 30 years old who no longer competitively train with a Club, however they must be registered with a Club to compete.
  14. Sport and Masters Classes may be grouped together and males and females may also be mixed.
  15. For a Sport Class to be included in a competition, more than 4 skaters must register on time.
  16. Competitions may include Special Olympics and/or Exhibition skaters (time and numbers permitting).
  17. Special Olympics and Exhibition skaters must be registered with a Club to compete and must be registered for the competition.
  18. Males and females may be mixed.
  19. Relays may be held at specific competitions as determined by the SSNB Competitions Committee in consultation with the SSNB Athlete Development Committee and the Club hosting the competition.
  20. The designated meets are determined prior to the beginning of the competition season.
  21. Relays are normally run on the Saturday of a two day meet, time permitting.
  22. Notwithstanding the above, relays may be excluded from a competition should the number of registered skaters or time constraints not permit running the relays. This decision is made by the Meet Coordinator, in consultation with the Chief Recorder and the Chief Referee.
  23. If relays are being run, they should be noted in the Competition program.
  24. It is recommended that, when possible, the 3000m race be included in a competition, to be skated by Senior and Intermediate skaters.
  25. If the Chief Recorder of a meet determines that there are a significant number of Senior and Intermediate skaters which might warrant a 3000m race, he/she contacts the Meet Coordinator and the Director of Athlete Development to decide whether it would be appropriate to run a 3000m race, time permitting.
  26. One copy of the meet results in a .pat file (Meet Manager file), verified by the Chief Recorder, is e-mailed to the Data Coordinator immediately following each meet, no later than 24 hours following the end of the meet.
  27. One copy of the meet results is also forwarded by e-mail, within 48 hours of the end of the meet, to each of the following (see the SSNB web site for contact information):
