STATEMENT OF UNDERSTANDING (SOU)

ARMY NATIONAL GUARD (ARNG)

FEDERAL TUITION ASSISTANCE (FTA)

  1. AUTHORIZED RATES.

a. The ARNG will pay up to 75% of my tuition assistance and authorized fees based on the following caps; up to $200 per credit up to $4000 per fiscal year ($500 maximum in fees). I agree to pay the remaining amount and any other costs or fees not paid by the ARNG.

b. FTA is authorized on a course-by-course basis and no changes will be made in the courses or dollar amount for which FTA is approved without notification to the ARNG Education Office.

c. The use of FTA is for a course or courses required for the completion of my stated education goals. I am required to submit an official copy of my degree or certificate program as soon as I receive it from the school.

2. ELIGIBILITY. I am a traditional ARNG soldier in good standing (satisfactory participant) in my ARNG Unit.

3. WITHDRAWAL/RECOUPMENT OF ARNG FTA. I agree to reimburse the ARNG the tuition paid if I withdraw from or fail a course except for reasons beyond my control as determined by the State Education Services Officer (ESO).

4. DUPLICATION OF BENEFITS. TA is authorized in combination with the Montgomery GI Bill – Selected Reserve (MGIB-SR) and MGIB – Active Duty as outlined in current year fiscal policy issued by NGB-ARH.

a. I understand that in order to receive ARNG FTA and the MGIB-SR simultaneously for the same course I must be enrolled at least ½ time or more in the MGIB-SR.

b. I further understand that in order to receive ARNG FTA and the MGIB-AD simultaneously for the same course(s) I cannot have signed an MGIB Kicker contract in the ARNG.

5. GRADES. I will provide the State Education Office with a copy of my grade report within 30 days of completion of the class for any class for which I receive ARNG FTA.

6. OBLIGATION. I understand that by receiving ARNG FTA I incur the following obligation. Failure to complete this obligation may result in recoupment of all or a portion of my ARNG FTA.

a. Enlisted. Must have remaining obligation on your existing enlistment contract that will extend to or beyond the last date of course enrollment that ARNG FTA funds have been provided.

b. Officers. Must have at least 4 years of Selected Reserve service remaining from the date of completion of the course for which ARNG FTA is provided.

7. This SOU will remain in effect for the entire fiscal year in which it is signed. A new SOU must be signed each fiscal year the soldier receives ARNG FTA.
