Statewide Voter Registration System

Production System Changes

The following system changes, including bug fixes and enhancements, were put into Production on Monday 7th, 2009.

7.  / NJP-7792 / The application is designed to populate the same data for Work and Assigned MWD in Assign Poll Worker to Election module, however, data field in Assigned MWD can be changed manually which seems to be the case here.
Poll Workers whose home MWD and Work MWD is Brick has been assigned to work in a different MWD for the specific Election and the user may have achieved this by selecting the Radio button by the Poll Worker they wish to change his/his Assigned MWD. Then clicking on 'Select MWD' tab will allow changing the Assigned MWD to fit / Ocean / BOE
8.  / NJP-7796 / Updated the 'Sample Ballot Report' screen to remove the 'Inactive Confirmation' and 'Inactive Confirmation - Need ID' options from the Voter Status selection box and the resulting data output since under the new law these two statuses are no longer options to be selected or to appear in the sample ballot output report. / Statewide / State

Absentee Voter
Absentee Application Request
In case of All General Election applications, the expiration date is calculated as expiring on November 15th four years after the application creation date occurs. The expiration date is recalculated after Participating in an election. Participation in this case will only be if the Voter returns an absentee ballot for a general election.
Absentee Ballot request
Renamed all occurrences of “Absentee” with “Mail-In on the following Ballot request screens.
Renamed all occurrences of Permanently Totally Disabled (PTD) to Annual Mail-In – All Elections.
Added an expiration date specifically for All General Election request (from application request screen) which is calculated as expiring on November 15th four years after the application creation date occurs. The expiration date is recalculated after participation in an election. Participation in this case will only be if the voter returns an absentee ballot for only a general election.
An option to request for an Annual Mail in –All Elections as well as an AGE is allowed. The system tracks separate expiration dates for AGE and Annual Mail-In – All Elections. Both statues are displayed in the Absentee Type columns in the application and on reports as both statuses are applicable to a Voter.
Add Non Registered Ballot Request
As part of enhancement new ballot request rejection reason “ Over 10 voters per messenger” has been added on Non Registered Ballot request screens, and this rejection reason is reflected on all Phase -1 related letters, report and application criteria screens where the cancelled/Rejected reason is being displayed.(Spanish version of the content is pending from state)
OTC Ballot label check box has been enabled for In Person, Mail and Authorized Messenger Request types.

Generate Absentee Ballot labels
Renamed all occurrence of “Absentee” to “Mail in”.
Renamed all occurrence of Permanently totally disabled or PTD to Annual Mail-In – All Elections.
Generating of Ballot Labels has been restricted for Inactive confirmation or Inactive Confirmation- Need id Voters.
Absentee Ballot Received Using Barcode Reader
Renamed all Occurrences of “Absentee” to “Mail in”.
The expiration date for AGE Voters is recalculated after participation in an election. Participation in this case will only be if the voter returns (absentee ballot is received) an absentee ballot for a general election only. The expiration date is recalculate as expiring on November 15th four years from the date of receipt.
Absentee Letter and Correspondence
Updated all Absentee Letters and Correspondence Names (related to Phase -1) to replace Absentee with Mail-In.
Add/Maintain Messenger
To save and track all messenger information Select and disable the “Save messenger information option box.
All fields in the Authorized Messenger section except Last, First and Middle Name Suffix and DOB are disabled by default and system will enforce to do a County search. If the voter is not found by doing a County search, the option to hit the Non Reg Voter button which will take back to the Ballot request screen and enable the remaining Authorized Messenger fields so that the messenger details are added.
For non –registered Voters the DOB optional and the system checks First, Middle and Last Name & DOB to see if there are any duplicates and display a soft warning alerting the User that the messenger Potentially already exists in the system and system will allow to proceed.
A selected authorized Messenger is only associated with 10 or less Elections. The system displays a soft warning alert message when the user tries to associate the 11th ballot request to an authorized messenger and system will allow to proceed.
Election Name & Date drop down has been added to associate with the ballot request and save button is enabled upon validating the messenger.
The messenger information will reset after a ballot label is generated for the election.
Select Voter – Add/Maintain Messenger
An option to add a Non Reg Voter – if the Voter is not found by doing a County Search has been provided. On clicking the Non Reg Voter button the Ballot request screen pops up back and enable the remaining Authorized Messenger fields so that the messenger details can be added.
For non registered Voters, the system should check first, Middle and last Name & DOB to see if there are any duplicates and display a soft warning alerting the user that the messenger potentially already exists in the system.
Mail-In Voters who have an Inactive Voting Status
As part of enhancement a new tickler “Mail in Voters who have an Inactive Voting status “ is added under show reminders and the reminder will show all the absentee Voters with an accepted ballot request who have a voter status of Inactive Confirmation or Inactive Confirmation –Need id.
The screen will display following information and buttons to process Voters who have accepted and unexpired Mail –In ballots and whose Voter Registration status has been changed to Inactive Confirmation or Inactive Confirmation – Need ID.

All General Election Votes who have not Returned a Ballot for four Consecutive General Elections
This reminder displays a list of unexpired Mail-In Voters who are classified as A.G.E and do have any ballots being received for four consecutive general elections which have taken place after they were put into this A.G.E classification.
A new reminder screen which will display a list of unexpired Mail in Voters who are classified as A.G.E and do not have any ballots being received for four consecutive general elections which have taken place after they were put into this A.G.E classifification.
On clicking the “Mail –In Ballot request” button like the other Mail-In Reminder screens will take the Voters to the select Mail-In Request screen.
On clicking the Print List button a standard PDF with content is displayed.

Counties will see some parts of the Mail-in Ballot Module, still marked as ‘Absentee’ and they will soon be changed over to ‘Mail-in Ballot’ as the CCR 268 - Phase 2 is implemented in NJ SVRS.
