PUBLIC ANNOUNCEMENT FOR ENGINEERING / BUILDING COMMISSIONING

May 4, 2007

The Department of Management Services (DMS), Division of Real Estate Development and Management, announces that professional services are required for the project(s) listed below.

PROJECT NUMBER: MSFM-26002100 (and related project numbers)

PROJECT NAME: LEED Building Commissioning for Projects within Phase Three of the Capital Circle Office Center (CCOC)

PROJECT LOCATION: Tallahassee, Florida

SERVICES TO BE PROVIDED: Fundamental and Enhanced Building Commissioning (Cx) for select site and Leadership in Energy and Environmental Design “(LEED)” defined building systems including independent HVAC test and balance. CCOC Phase Three scope to include an electrical distribution SCADA system; new chiller at existing Central Energy Plant and related chilled water distribution loop; twin five story building shells and related tenant improvements; one two story building shell and related tenant improvements. The CCOC buildings total approximately 500,000 Gross Square Feet (GSF) with construction to commence in the second half of 2007.

APPROXIMATE CONSTRUCTION BUDGET:$90,000,000.00 - Phase Three

Note:The selected Cx firm is expected to demonstrate insightful leadership on complying with LEED Cx standards at “best value”.

QUALIFICATIONS SELECTION CRITERIA: Selection of finalists for interview will be made on the basis of professional services qualifications including related engineering and building commissioning experience and ability, location, volume of DMS and other state agency work, and current workload. Firms must be properly registered at the time of submittal to practice their profession in the State of Florida. Representative samples of related work may be submitted in a separate binder. Firms are advised that plans and specifications for projects may be reused. Selections will be made in accordance with Chapter 287.055, F.S.

INSTRUCTIONS

Firms interested in being considered for this project mustsubmit five (5) printed copies of their submittals with a table of contents and tabbed sections in the following order:

1.A Letter of interest detailing the firm's qualifications, related experience, the firm's abilities to do the work, and to meet the above referenced selection criteria.

2. Professional Qualifications Supplement (PQS) Form AE12 Revised 3/07. (The PQS form may be obtained from this website.)

3. A copy of the firm's current Florida Department of Business and Professional Regulation License.

4. For Corporations only: If the firm offering services is a corporation, it must be properly registered with the Department of State to practice their profession in Florida and must provide a copy of the firm’s current Florida Corporate Registration.

5. Completed Federal GSA Standard Form 330 (This Form may be downloaded at )
