A State Aid to Local Law Enforcement/Emergency Illegal Drug Enforcement Committee meeting will be held on Tuesday, December 9, 2014, 11:00 a.m. at the at Dover Downs Hotel and Conference, 1131 North DuPont Highway, Dover, Delaware 19901. The agenda will include the following:

I.  Amendment to and Approval of November 11, 2014 Minutes of the Meeting

Due to the fact that the annual DPCC Seminar was left off the original allocation, a revised allocation was sent to the police departments. Some of the police departments applied and were approved for the incorrect allocation. The following amendment is submitted to correct the allocation applied for at the November 11, 2014 Committee meeting.

Applicant requests approval to use funds for training and overtime for training and community events.

S-19-15 Wyoming Police Department $3,558.85

Applicant requests approval to use funds for overtime for high visibility patrols ($1,428.85) and to purchase 4 Pocketjet printers; 1 hard drive; and 1 Lexmark printer ($2,130)


S-20-15 Rehoboth Beach Police Department $5,980.52

Applicant requests approval to use funds for a one time vehicle enhancement ($2,475) and to purchase 10 Bail Out Bags; AED equipment supplies; 2 Disklabs phone shield bags; 2 Tablet Shield Faraday bags; and 1 Disklabs laptop shield bag ($3505.52).

S-21-15 Clayton Police Department $4,490.26

Applicant requests approval to use funds for a one time vehicle enhancement (lights, siren, speaker, etc).

S-22-15 South Bethany Police Department $4,115.98

Applicant requests approval to use funds for salary enhancement for 5 police officers ($3,600) and to purchase 1 Glock Gen. 4, 1 lockout tool, 1 BlueGuns Glock and 2 Sabre Red cap stuns ($515.98).

III.  Approval of FY 15 Emergency Illegal Drug Enforcement Applications

D-19-15 Elsmere Police Department $4,049.32

Applicant requests approval to use funds for overtime for drug enforcement ($3,049.32) and buy/informant funds ($1,000).

D-20-15 Wyoming Police Department $3,286.18

Applicant requests approval to use funds to purchase a drug identification book, 1 Springfield Armory model 1911 9mm w/accessories ($1,100); and overtime for drug enforcement ($2,186.18).

D-21-15 Rehoboth Beach Police Department $4,526.28

Applicant requests approval to use funds for overtime for drug enforcement ($654.28) and to purchase 4 bullet-proof vests ($3,872).

D-22-15 Clayton Police Department $3,763.14

Applicant requests approval to use funds for overtime for drug enforcement.

IV.  Grant Amendments

Dover Police Department

Background: During the period of Jul 1996 – June 2014 a total of $69,201.84 of interest accumulated in the account that the City uses to account for State funds. The City of Dover has not been reporting the interest earnings correctly and as a result the following amounts are attributable to the following accounts: EIDE $39,772.14 and SALLE $29,429.70. As a result, the City of Dover is requesting to use the accumulated interest towards the start-up costs for a new cadet program geared towards providing more police presence/coverage in the downtown and other hot spot areas of the city to help deter/reduce violent and drug crimes. Funds would be used to pay for six part-time Cadets including salaries, workers comp and uniforms and equipment. The City of Dover is requesting the following amendments to achieve the goal:
