STANDARD OPERATING PROCEDURE FOR CNG SCHEME

OPERATORSHIP

1. This SOP lays down certain guidelines for sponsoring Ex-Defence Service Officers for job opportunities offered by Indraprastha Gas Ltd (IGL) for operating their CNG stations as service provider.

General

2.The Scheme is to sponsor ex- Defence Service Officers {ESM (O)}s with Indraprastha Gas Ltd (IGL) for providing operating services to IGL owned CNG stations in Delhi. The project was initially launched as a pilot project between DGR and IGL in July 2002 with the aim of providing trouble free supply of CNG to vehicle owners in NCR by employing Ex Servicemen under Company Owned Company Operated (COCO) basis. At present, IGL is requisitioning ESM (O)s for CNG stations in NCR only.

3. The Scheme has been successful and mutually beneficial to both IGL and
ESM(O)s through DGR. Through concerted effort by DGR and satisfactory services being provided by the ESM (O)s, the remuneration paid by IGL had been enhanced to
Rs 45,000/- with a yearly increment of Rs 2,000/- with effect from April 2009. Since then, this project has been translated into a Scheme with active participation of ESM(O)s volunteering for this Scheme.

Aim

4.The aim of this SOP is to lay down detailed instructions/guidelines on Registration, maintenance of seniority/ sponsorship and records to facilitate transparency in Management of the Scheme.

Eligibility

5. Ex-Servicemen officers should meet the following criteria, ESM(O) once registered will be maintained in the active list up to an age of 60 years or allotment of CNG station; which ever is earlier:-

(a) Class I Commissioned officers (Army, Navy, and Air Force).

(b) Below 59 years of age and retired/released within 5 years at the time of registration for the scheme.

(c)Resident of NCR.

(d)Be able to provide bank guarantee for 3 to 5 lacs (subject to revision).

(e)Should have availed no other benefit from DGR or be registered in any other scheme of DGR earlier.

(f)ESM (O) at the time of registration should not be employed with any Govt/Semi Govt/Private concern or self employed in any manner

Registration and Seniority

6.Procedure to Apply:Those ESM(O)s who are eligible may register with SE Directorate for this Scheme. Specimen copy of application is placed as Annexure ‘A’. The application form for registration duly filled along with below mentioned attested copy of documents as enclosures are to be submitted in duplicate.

(a) Attested copy of PPO.

(b)Attested copy of ESM Identity Card.

(c)Attested copy of DGR Registration Letter issued by EMP Directorate.

(d)Attested copy of Bank statement/details of FD.

(e) Attested copy of previous Income tax return.

(f) Attested copy of proof of residence

(g)Affidavit (on Rs. 100/- Non-judicial stamp paper) with regards to employment duly attested by first class Magisterate as per format attached at Annexure ‘B’.

7.Action by SE Directorate: The application shall be scrutinized for completeness of information provided with all relevant enclosures. Incomplete applications shall be returned with the observation for rectification and resubmission. Entry to that effect shall be maintained in a separate register. Applications which are in order will be circulated to JD (EMP), JD (SA), JD (TRG), JD(E &R) Cell and JD(SE) for(Coal Tipper scheme) and JD(SE) for (Toll Plaza scheme) of DGR for internal clearance to ensure that the applicant has not registered for / availed any other facility from DGR.

8.Maintenance of Seniority List: The applicants so cleared shall be registered for the scheme and their seniority shall be the date of receipt of application in Self Employment Directorate. Acknowledgement in respect of their registration number will be intimated to the individual and associated entries will be made in the register/Data base. In case of any deficiency in the application or having availed any other facility /empanelled in any other scheme of DGR, the same will be returned with observation. Entry to that effect shall be maintained in Rejected application register. The seniority register shall be maintained by the concerned JD (SE) and updated periodically.

9.Norms for Forwarding of Sponsorship: Seniority list for the Scheme will be maintained on a ‘first come first serve basis’ and sponsorship of panel of names to IGL will be carried out strictly as per the seniority list. An empanelled ESM (O) will be considered for second chance on a rotational seniority basis only provided no empanelled officer is waiting.

Requisition and Issue of Call Letters

10. IGL will forward written requisition to DGR for sponsoring candidates at least two months in advance. The requisition will indicate number of CNG stations for which sponsorship is required. On receipt of requisition from IGL, a board consisting of the dealing Joint Director (SE) along with one more JD (SE) and a representative of MoD from DRes-1) will prepare the panel from the live roster database of CNG in the ratio of 1:3. The same will be processed on noting sheet for approval of DG(R) through Dir(SE). On approval by DG (R), the approved list of ESM (O) s along with a photo copy of their

application will be forwarded to IGL. Intimation in this regard will be forwarded to the concerned ESM (O)s simultaneously by e-mail and post. Original copies of the application shall be retained in DGR for record purpose. Interview and call letters will be sent by IGL to sponsored candidates intimating venue, time and date of interview under intimation to DGR.

Selection Procedure

11.The ESM(O)s so sponsored by DGR will be interviewed by a duly constituted board of officers at IGL. List of selected candidates, absentees and rejected candidates with remarks will be forwarded by IGL to DGR on completion of the selection process. The selected candidates will also be informed of their selection by IGL immediately on finalisation of the board proceedings, including the likely time frame, by which the management of the CNG station is to commence. On receipt of results from IGL, JD (SE) shall update the seniority roster accordingly.

Documentation

12. One original Copy of application along with the enclosures is to be maintained serially as per seniority. The Register in which the entries are made will have corresponding columns like, Sl No, IC No, Name of the applicant, DGR Reg No, Date of Birth etc to facilitate documentation. For quick retrieval of data, a Data base of all the registered applicants will be maintained as per the columns maintained in the register and will be authenticated by JD (SE) concerned and preserved. A separate register containing entries of the rejected/returned applications shall also be maintained. All the copies of application and registers will be retained for 5 (Five) years. In addition, under mentioned files will also be maintained:

(a)CNG policy file.

(b) CNG General Correspondence file.

(c) Correspondence file with Department of ESW.

(d) Correspondence file RTI reference.

Period of Contract

13. The initial period of contract is for one year and renewable up to a maximum of 5 (Five) years only. The contract period will be renewed every year by IGL based on satisfactory performance of the Operator. Details of such operators who have completed their stipulated tenure or in whose case the contract has been prematurely terminated will be obtained from IGL on a quarterly basis for updating records.

Co-ordination with IGL

14. JD (SE) will co-ordinate with the appropriate authorities at IGL for the following:-

(a)Intimation of Date & time of interview whenever panel of names is

Sponsored to IGL.

(b)Details of selected candidate after Interview.

(c)Update details of CNG operatorship for maintenance of data base.

Conclusion

15. Any deviation from the laid down SOP needs explicit approval of the DG(R).
