SSPC POLICY ON INSTRUCTOR QUALIFICATIONS

  1. Purpose

The purpose of this policy is to set out the instructor qualifications for SSPC. This policy is to be used for all instructors who teach SSPC courses or those courses approved for delivery by SSPC.

  1. Scope

This policy includes the following:

•general requirements for qualifications of SSPC Instructors

•qualification procedure

•alternate procedure for completing course requirements

•requirements for maintaining qualification as an SSPC course

instructor

NOTE: General Duties of SSPC Course Instructors is described in Attachment A

  1. General Requirements for Qualifications of SSPC Instructors

3.1 Work Experience

Candidate shall have a minimum of 4 years of full-time work experience in the specific field to be taught within the last 6 years.

3.2Knowledge of Subject Matter

Candidate shall have a thorough fundamental and practical knowledge of the subject matter of the course being applied for. The SSPC Education Committee will recommend the candidate for approval by the SSPC Executive Director who has final approval authority.

3.3Teaching Ability

Candidate shall provide evidence of the ability to teach educational material to adults,by providing SSPC with one of the following items.

A.)Provide SSPC with an introduction videotape of yourself per the SSPC Videotape Guidelines (Attachment C).

B.) Conduct a class while being observed by an SSPC designated training evaluator.

C.) Submit evidence that candidate has been approved as an instructor for another industry training program with a formal instructor qualification program. This information can be listed in your instructor application.

3.4Course Completion

Candidate shall have taken the course at a public or onsite offering as a student and passed the final examination with a minimum grade of 90 percent (90%).

NOTE: If the course has had a major revision, the responsible SSPC Director will make the determination if the instructor applicant or a qualified instructor is required to retake or audit the revised version of the course.

NOTE:

Any student that takes an SSPC exam and does not score a 90% will have to follow the below guidelines if they want to become an SSPC Instructor:

-If the score is 69% or lower the student in ineligible to become a SSPC Instructor for that class.

-If the score is 70% to 79% the student must retake the course and exam and score a 90% on the exam. There is no wait period to take the course and exam again.

-If the score is 80% to 89% the student can do one exam retake. There is no wait period to take the retake exam. The exam must be proctored by an approved SSPC Lead Instructor.

-If a student fails to achieve the 90% a second time, they must retake the course and exam and score a 90% on the exam. They must wait three years from the date they last took the class, before they can retake the course and exam again.

3.5Pre-Requisites

Candidate shall have completed other pre-requisites for the specific course applied for. (See Attachment B)

3.6Membership

Candidate shall be an SSPC member in good standing

  1. Qualification Procedure

4.1Submittal of Application

Candidate submits an application to SSPC

4.2Verification That Application is Complete

SSPC staff verifies that all required items and data are received and that candidate is a member of SSPC.

4.3 Review of Application

4.3.1. SSPC staff verifies that the instructor applicant has taken the course to be taught and has received a grade of 90% or higher. (Also see Section 5 below.)

4.3.2Education – The staff shall evaluate the adequacy of the candidate’s educational background in the relevant technical areas. If possible, staff will seek input from the SSPC Education Committee Chair.

4.3.3Experience – The staff shall evaluate the adequacy and the relevance of industry experience to the subject matter of the course or courses for which instructor qualification is sought. If possible, staff will seek input from the SSPC Education Committee Chair.

4.3.4Subject Matter Expertise

The staff will also evaluate the candidate’s credentials regarding knowledge of the technical content of the course applied for. If possible, staff will seek input from the SSPC Education Committee Chair.

4.3.5Professional References – The staff shall evaluate the adequacy of professional references. References are required from three peers of the candidate who can attest to the candidate’s knowledge of the subject matter, of the course and his/her capability in presenting training courses.

4.3.6Training Experience and Skills – The staff shall review the submittal in order to determine the candidate’s abilities as a presenter to adults and to explain technical concepts. The candidate will be rated on the following items:

speaking ability and command of the English language

classroom skills (use of appropriate techniques)

ability to effectively use visual aids

ability to establish rapport with students

experience as a presenter of training courses

4.4Rating of Candidate

The SSPC Director of Product Development and Executive Directorshall rate each of the above 5 items as fully acceptable, marginally acceptable or not acceptable.

4.5Notification

At the completion of the evaluation, candidates are advised in writing of SSPC’s decision. A successful candidate is designated as a qualified instructor for a given course. A candidate rated as not acceptable shall be given written explanation of the deficiencies.

5.Alternate Procedure for Completing Course Requirements

The alternate procedure mode has been removed from this document.

  1. Requirements for Maintaining Qualification as an SSPC Course Instructor

6.1Membership

Instructor shall maintain membership in SSPC in good standing

6.2Responsiveness

Instructor shall respond to periodic SSPC staff inquiries, verifying instructor’s continued availability and desire to instruct SSPC courses.

6.3Work as Instructor

Instructor shall teach the course(s) for which qualified at least once every two years. If SSPC does not request the instructor to teach, a waiver may be granted by the responsible SSPCDirector. If an instructor turns down all assignments over a period of two years, the instructor will be removed from the instructor list. For reinstatement, total re-application is required.

6.4Teaching Performance

Instructor shall maintain satisfactory teaching performance based on student evaluations, reviews, and observations by staff or Education committee members or other designated reviewers. The determination shall be made by the responsible SSPC Director based on input from the staff.

6.5Professional Liability Insurance:

A. If under a Licensee with SSPCLicensee agrees to carry professional liability insurance in the amount of $1,000,000 per claim/$2,000,000 aggregate and provide SSPC with a certificate of insurance.

B.Teaching as a SSPC Instructor

Instructors teaching for SSPC on a contract basis do not have to meet this requirement.

6.6Instructors are to attend a Train the Trainer Seminar or take some training on their own and provide documentation to SSPC. Even if the instructor has had a train the trainer course, we still would like them to take another one to continue updating their skills.

The instructor must take a train the trainer course every five years to maintain their SSPC instructor status. The instructor could also take an equivalent course on their own and submit documentation to SSPC.

The equivalent course must be at least a one day eight hour course that addresses the following learning objectives:

Laying the ground rules
Teach a lesson: get feedback on your style
Match your training style to five adult learning steps
Implement adult learning concepts using 3 unique process tools
How to fashion your training style to accomplish the objective
12 "must know" characteristics of participative lecturing
Create a session starter to meet three criteria
How to structure role-play and demonstrations to reduce risk
4 basic types of questions and what they can and can't do for you
A 6-step way of asking questions to get the right kind of answer
24 pointers on overcoming fear of speaking before a group
How to be in control during even the most dynamic situations
Take the boredom out of training through appropriate pacing
Use audiovisuals to enhance not overcome the learning process

ATTACHMENT A

General Duties of SSPC Instructors

1.Prepare for and deliver course instruction within the prescribed format.

2.Answer student questions making note of significant questions asked for which instructor does not know the answer.

3.Critique the course at completion and submit written comments to responsible SSPC Director.

4.Proctor final written examinations and deliver the exams to SSPC.

5.Perform other administrative duties as may be required (e.g. verify registrations, contact staff liaison with any problems).

6.Avoid promoting any firm or proprietaryproducts or services, other than SSPC’s.

Attachment B

Course Pre-Requisites

  • An instructor must observe or have participated in the version of the course he is teaching unless waived by an SSPC Director.
  • The instructor may be an assistant instructor in the class if they have submitted their instructor application to SSPC and have been approved as a provisional instructor. After that he/she maybe designated a lead instructor if the lead instructor submitted a good evaluation of you teaching during your provisional status.
  • Exceptions must be requested in writing to SSPC.

Course Applied For / Other Requirements
C-1 / PCS* Qualified -Must have 85% or greateron PCS Exam Must follow section 5 above.
Non-PCS* Qualified - Must take Public/Onsite C-1 and pass exam with 90% or greater. Must take C-2 and pass exam.
C-2 / PCS* Qualified - Must have 90% or greater on PCS exam
Must follow section 5 above for both C-1 and C-2
Non-PCS* Qualified- Must take Public/Onsite C-2 and pass exam with a 90% or greater.
C-7 / Take the C-7 course & exam and pass with a 90%.
Proctor’s shall, as a minimum, hold one or more of the following certifications:
  • SSPC PCI II
  • NACE CIP Level II
  • Frosio Level II
  • CAS Full Status – Level II
Proctor’s shall, as a minimum, meet the following experience requirements:
-5 years in the Industrial Protective Coatings Industry
-must have been in the industry working on a full-time basis for one (1)
year prior to being a proctor or have at least 10 years field experience with blasting
-have hands-on knowledge of the tools (dry abrasive blast cleaningsystems)
Proctors shall be capable of the following:
  • Planning and supervising exam sessions, initiating and reviewing exam center procedures, and evaluating the adequacy of exam facilities
  • Reviewing, organizing and submitting exams
  • Monitoring the performance of and supervising the work of exam center support personnel
  • Recommending changes to quality procedures based on proctor experiences
  • Implementing quality procedures
  • Administering hands-on (blasting in accordance with SSPC Proctor Guidelines, SSPC Exam Procedures and internal Subcontractor procedures.

C-10 / Must take the C10 course & exam and pass with 90% or greater.
Must have 2000 hours of documented fieldwork experience.
Fieldwork experience must be in one of the following areas:
Coating inspection of concrete
Surface Preparation and Application of concrete
Manager of Concrete Project
Coating Specifier
Coating Concrete Technical Representative
Concrete Supplier
CCB/CCI / Must take the CCB/CCI Program, certification exam and practical exam and pass with 90% or greater. Must meet one of the following work experience and educational requirements:
  1. Two years of college or technical school (copy of diploma or transcript required) and two years (2000 Hours) of documented and verified* work experience in the concrete industry.
  2. High school or equivalent (copy of diploma or certificate required) and three years (3000 Hours) of documented and verified* work experience in coating concrete.
  3. Four years (4000 Hours) of verified* field work experience in coating concrete.
Fieldwork experience must be in one of the following areas:
Coating inspection of concrete
Surface Preparation and Application of concrete
Manager of Concrete Project
Coating Specifier
Coating Concrete Technical Representative
Concrete Supplier
NBPI / Take NBPI course and pass with 90% or greater; 4 years experience within past 6 years with marine, navy or other critical immersion services (e.g., inspection/auditing; failure analysis; condition surveys; specification preparation). Application and video must also be approved by NAVSEA.
Marine Coatings / Take the Marine course & exam and pass with a 90%; minimum 4 years experience with industrial coatings operations.
ATT / Take the ATT course & exam and pass with a 90%; minimum 4 years experience with industrial coatings operations.
C13 / Take the C-13 course & exam and pass with a 90%; minimum 4 years experience with industrial coatings operations. Have 4 years hands-on knowledge of the tools (waterjetting cleaningsystems)
C12 / Take the C-12 course & exam and pass with a 90%.
Proctor’s shall, as a minimum, hold one or more of the following certifications:
  • SSPC PCI II
  • NACE CIP Level II
  • Frosio Level II
  • CAS Full Status – Level II
Proctor’s shall, as a minimum, meet the following experience requirements:
-5 years in the Industrial Protective Coatings Industry
-must have been in the industry working on a full-time basis for one (1)
year prior to being a proctor or have at least 10 years field experience with spray painting operationshave hands-on knowledge of the tools (airless and conventionalspray painting equipment)
Proctors shall be capable of the following:
  • Planning and supervising exam sessions, initiating and reviewing exam center procedures, and evaluating the adequacy of exam facilities
  • Reviewing, organizing and submitting exams
  • Monitoring the performance of and supervising the work of exam center support personnel
  • Recommending changes to quality procedures based on proctor experiences
  • Implementing quality procedures
  • Administering hands-on (spray painting exams) in accordance with SSPC CAS Proctor Guidelines, SSPC Exam Procedures and internal Subcontractor procedures.

MPCAC/ C14 / Take MPCAC course and pass with 90% or greater; 4 years experience within past 6 years with marine, navy or other critical immersion services (e.g., inspection/auditing; failure analysis; condition surveys; specification preparation) equipment. Have 4 years hands-on knowledge of the tools (plural component spraying and plural component equipment)
BCI / Must take the BCI course & certification exams and pass with 90% or greater. Four years experience within the past 6 years with a DOT or Bridge Authority (e.g. inspection/auditing; failure analysis; condition surveys; specification preparation),
Exceptions must be requested in writing to the ED of SSPC and may be granted after consultation with the CETG.
QCS / Must take the QCS course & exam and pass with 90% or greater.
4 yrs in the last 6 working in quality management.
Must have working knowledge of the SSPC QP-1 and QS-1 quality management systems or the ISO 9001-2000 or 2008 QMS.
Examples of relevant work experience includes:
-quality system internal or external auditor; quality control supervisor;
-quality manager; certification or audit manager; quality manual developer;
-trainer/instructor of quality management system personnel.
(As a education and experience alternative SSPC will accept ASQ certification or ASQ formal training in Quality Systems Mgmt or Auditing principles.
PCI / Must take the PCI course & certification exam and pass with 90% or greater. Four years experience within the past 6 years of inspection/auditing; failure analysis; condition surveys; specification preparation.
Instructors are also required to be certified to NACE Coating Inspector Level 2, FROSIO Inspector Level III or with an equivalent qualification.
CAS Proctor / Proctor’s shall, as a minimum, hold one or more of the following certifications:
  • SSPC PCI II
  • NACE CIP Level II
  • Frosio Level II
  • CAS Full Status – Level II
Proctor’s shall, as a minimum, meet the following experience requirements:

PCI Workshop / Must be an approved PCI Principal instructor.
CAS Refresher / Must be an approved CAS Principal instructor.
Thermal Spray / Take the Thermal Spray course & exam and pass with a 90%; minimum 4 years experience with thermal spraying.

Weathering / Take the Weathering Course & exam and pass with a 90%; minimum 4 years experience with industrial coatings and accelerated weathering tests
ACAS / -Take the Aerospace Embry Riddle Online Course and Exam
-Take the ACAS Certification exam and pass with a 90%
-Minimum of five years in the Aerospace Coatings Industry with documented field experience.
-Must be currently active in the industry (within past 12 months) or have at least 10 years experience with surface preparation and painting operations.
-Must have hands-on knowledge of the tools. (surface preparation; spray application systems; coating materials)
Inspecting Containment / Take the Inspecting Containment course & exam and pass with a 90%; minimum 4 years experience with inspecting containment for industrial coatings operations.
Coast Guard / Take Coast Guard course and pass with 90% or greater; 4 years experience within past 6 years with marine, coast guard or other critical immersion services (e.g., inspection/auditing; failure analysis; condition surveys; specification preparation).
Shipboard / Take the Shipboard course and pass with 90% or greater; 4 years experience within past 6 years with shipboard hand and power tool surface preparation methods and brush and roller coating application methods, according to those instructions found in NSTM Chapter 631 (2008).Have 4 years hands-on knowledge of the tools (hand/power and brush/roller equipment.)
C6 / Take the C6 course and pass with 90% or greater; 4 years experience within past 6 years with hand and power tool surface preparation methods and brush and roller coating application methods. Have 4 years hands-on knowledge of the tools (hand/power and brush/roller equipment.)

SSPC Video Guidelines

Objective

The objective of this introduction video is to provide the SSPC staff with some indication of how well you are able to organize a short simple presentation, and how you will appear in front of a class.
