Board Meeting
December13, 2016
- Call to Order Jackie Nielsen, Dawn Newcomer, Chuck Maier, Allan McClain, Marty Thomen, Linda McCree, Jennifer Chapman, Jim Clancy. Quorum-Yes. Meeting started at 0704pm
- Introduction of Residents attending meeting- Lynette Lange, Brandon Dilli, Stephen Maddox, Ginger Phillips, 2 children.
- SCFCA Members input – Questions and Answers Mr. Dilli, expressed his belief that one of the people elected is ineligible to hold office because she does not reside in a property that has her name on the deed. He stated his interpretation of the current by-laws. The board explained that this issue was clarified by lawyer, Ms.Boyd in executive committee. This issue will be confirmed. Ms. Nielsen shared that the committee is formed to update the subdivision's bylaws and they plan to be completed by the end of 2017. A discussion between president and resident on how to communicate with board members.
- 6706 Moccasin Bend Retro-ACC – denied by ACC–Board Vote- discussion in executive committee
- Secretary’s Report –Ms. McCree-report presented. Motion to accept November minutes as presented by Mr. Clancy. Motion 2nd'ed by Ms. Nielsen, Motion passed.
- Treasurer’s & Bookkeeper’s Reports – Mr. Clancy
- YTD vs. Budget (2016) and overall status- Printed report presented by Mr. Clancy. Asked that members help bookkeeper by itemizing/or categorization what area of the budget the expenses need to be credited to. Motion to accept treasurer's report as presented by Marty Thomen. Motion 2nd'ed by Ms. Nielsen. Motion passed
- 2017 Budget Recommendation – 2017 Budget- Mr. Clancy shared printed reports covering; 2017 Projects, 2017 Revenue/Expense.
Ms. Chapman requested to keep handicapped parking slots in clubhouse parking lot due to age of residents in neighborhood. In reviewing, 2 items were corrected. Motion to accept 2017 budget with 2 corrections made by Ms. Nielsen and 2nd'ed by Mr. Maiers. Motion passed
- Check Book for Month of November- Mr. Clancy stated that he had seen the checkbook ledger report and it looked ok.
- Paper work will be prepared to put Mr. Clancy (treasurer) as signatory on Woodforest bank account.
- Committee Reports
- Clubhouse, Grounds, Pool– Ms. Stakes reported that there were multiple weekend clubhouse rentals in Dec. Good feedback from clubhouse rental. Ms. Chapman shared her experience with a pool rental earlier this year and stated that Sweetwater did not clean pool prior to party.
- Deed Restrictions – Ms. Roach not in attendance
- Report from Transerve- not presented
- Current Status – in executive session presented by Mr. McClain
Maintenance– Mr. Thomen reported that he is working on getting the tennis court poles painted orchecked. Handyman search continues and a name submitted of a possible candidate.
Communications – Mr. Dilli shared that the SCF website was back up. In answer to a question posed last month, Mr. Dilli stated that it was contracted for the newsletter to be sent out by the 5th of each month. Deadline for submission to the newsletter is the15th of each month . The president asked Mr. Dilli to put up signs in various areas of the subdivision to promote residents registration on the NABR network. Is it possible to start sponsorship campaign to help pay for the NABR network?
•November Security Report – Mr. Campbell sent report to president- Ms. Newcomer shared that there was nominal criminal in the area i.e., criminal mischief, packages stolen from door.
- ACC & Deeds – Mr. McClain expressed the need to create a process for working together with Transerve. He asked for clarification on if an ACC form is not submitted or work begins before ACC approval/denial a fine will be assessed? Mr. Thomen and Mr. Stammer will contact Transerve management with ACC infractions. Mr. McClain, Mr. Maiers, Ms. Chapman, Ms. Newcomer and Ms. Nielsen will meet with Transerve Management and discuss ability to get reports of deed violations.
- Ball Field Improvement – Mr. Phillips & Mr. Clancy- update report next month.
- Other Business (if time allows) no candidates for section 1 rep at this time. Election will be held on Jan 14that clubhouse. A letter with candidates, voting information and ballot will be sent to all homes.
