Specifications for Plumbing Service, PENNDOT Maintenance District 12-1
Overview
This Contract will be utilized for maintenance repair of all plumbing fixtures and piping, both for water and wastewater at the Departments District 12-1County Office and Stockpile Location. Piping is both interior and exterior, located above and below grade, in confined spaces and under concrete flooring. Contractor shall have capabilities to repair, replace, cleanout, water jet and or root cut, Camera drains with video making capabilities, provide all excavation services in these areas or any other area within the site complex. There are multiple structures within the geographical boundaries of Fayette County, the water supplies may be municipal, deep well,shallow well or cistern. Facility Waste may be either Municipal Sewer or holding tank. The County office / Garage also contains a car wash bay with pressure washers and sump pits.

The plumbing contractor shall be qualified to perform plumbing work and shall be licensed in Pennsylvania by the Pennsylvania Department of Labor and Industry. To be eligible to bid the vendor must submit a resume for each Journeyman plumber that will be working at the facility that shows a minimum of 5 years’ experience working in the Plumbing profession. The awarded vendor must submit copies of all Licensing from the PA Department of Labor and Industry.The awarded vendor must provide a contact phone number that is answered 24 hours a day, 7 days a week. All work shall be performed in accordance with the Pennsylvania Department of Labor and Industry Building Code and all materials utilized must be from an OEM, meet thespecification of, orbe an approved (substitutes) equal.
Assignability and Subcontracting Clarification:
The Contracting officer will not permit any Subcontracting of any contract work or the assignability in whole or part, of this contract or its rights, duties, obligations, or responsibilities. The awarded vendor will not be permitted to subcontract any of the services listed in this bid.
The awarded contractor or persons in his employment shall perform all contract related work.
The contractor shall at the Departments request provide verification (certified payrolls or other information as determined by the Department) of employment for any individual who performs duties under this contract.
Contract Term:
The Initial Contract term shall be for a 1 (one) year period, the fully executed PO shall list the PO Start and End Dates. There shall be 2 (two), 2 (two) year renewal options available at the Departments consent. If the department chooses to exercise a renewal option, the awarded vendor shall receive a 4 (four) percent increase on the unit price for each item.
Call Outs:
PENNDOT’s County Equipment Manager, County Manager, RPC or their designee’s will be responsible for calling the awarded vendor out to perform service on an as needed basis.The awarded vendor must report to the jobsite no more than 1.5 hours after receiving verbal notification by the Departmentwhether they are called during normal business hours or non-business hours.The contractor must be able to perform non-business hour work on a 24-hour, 7 day a week basis.
PENNDOT’s normal Hours of Operation:
The department’s normal hours of operation will be from 7am to 4pm, Monday through Friday with the exception of PENNDOT Recognized Holidays. All scheduled work is to be performed during this time period.Emergency repairs may require the awarded vendor to work during non-business hours. The awarded vendor is to schedule all necessary planned outages of Municipal Water or sewer during non-working hours
Mobilization Fee:
The awarded vendor will be permitted to bill the department for 1 (one) Mobilization Fee per call out by the department. If the vendor needs to return to finish work the work, they were called out for on another Day the awarded vendor will not be able to bill the Department for another Mobilization Fee.
Permitting:
All Buildings have an existing Occupancy Permit and they have a PA L&I Annual Permit that allows day-to-day maintenance and repairs to the system. Any work requiring additional permits will not fall under the scope of the awarded Purchase Order
Material Contingency:
An annual $12,000.00 (twelve thousand) dollar Material contingency will be added to the awardedvendor’s PO. The cost of materials, parts, or repair equipment not to exceed total dollar amount of contract shall be FOB the job site and invoiced at the contractor’s cost plus no more than 15%. No material purchase in excess of $300 may be initiated without approval of the Building Maintenance Foreman.
Vendor Quotes:
At the departments discretion, the awarded vendor may be asked to provide an estimate on larger plumbing repair projects. The vendor shall provide these estimates at no cost to the department. The department will only ask for this service to ensure proper project planning and budget compliance.
Safety Requirements
A.All work shall be performed in a safe and orderly manner with minimum interference to persons working in these facilities. The contractor shall be aware of the latest safety regulations when entering confined areas. When working in such areas, all precautions shall be taken as required by these regulations. The contractor will be responsible for pedestrian safety
B.The contractor shall comply with all State and Federal laws and to OSHA Safety requirements.
Restoration and work area repair:
The awarded vendor will be required to restore the work area to a like new condition. The awarded vendor must repaint, repair drywall, repair tile, repair carpeting, patch concrete, Patch asphalt and repair interior trim that was removed or damaged as a result of vendor having to remove as part of the scope of their project. The awarded vendor will not be held responsible for water damage that occurred as a result of a break.
Line item description:
Mobilization Charge– The awarded vendor will be permitted to bill the department for 1 (one) Mobilization Fee per call out by the department. If the work the vendor was called out to perform spans multiple days the vendor will not be permitted to charge additional Mobilizations. Only 1 (one) Mobilization can be charged per call out.
Plumber Journeyman Regular Hours – The awarded vendor may charge the Department by the hour for every hour a Journeyman is on site performing work. The awarded vendor may not bill the department for drive time to and from the jobsite. The awarded vendor may charge for the Journeyman’s time to pick up parts during that day, up to 1 hour at the bid rate only. The quoted hourly rates include all contractor costs, including hand tools and small equipment, necessary to perform the required work. The awarded vendor may charge for Journeyman hours plus Journey Man helper hours when helpers are required. The awarded vendor may charge for Journeyman hours plus Jettingfootage when Jetting and or root cutting is required. The awarded vendor may charge for Journeyman hours plus Excavator hours when required. The awarded vendor may charge for Journeyman hours plus Drain Camera when required. The actual demand may be more or less as determined by the need for plumbing services.
Plumber Journeyman Helper Regular Hours- The awarded vendor may charge the Department by the hour for every hour a Journeyman Helper is on site performing work. A Journeyman must be present while a helper is performing work. The awarded vendor may not bill the department for drive time to and from the jobsite. The awarded vendor may charge for the Journeyman Helper’s time to pick up parts during that day, up to 1 hour at the bid rate only. The quoted hourly rates include all contractor costs, including hand tools and small equipment, necessary to perform the required work. The awarded vendor will charge for Journeyman Helper hours plus Journeyman hours when helpers are on the job. The awarded vendor may charge for Journeyman Helper hours plus Jetting footage when Jetting and or root cutting is required. The awarded vendor may charge for Journeyman Helper hours plus Excavator hours when required. The awarded vendor may charge for Journeyman Helper hours plus Drain Camera when required. The contractor’s attention is directed to the fact that the number of work hours on the Invitation to Bid (IFB) and the material amount are estimates for one year only. The actual demand may be more or less as determined by the need for plumbing services.
Plumber Journeyman Helper OT Hours- The awarded vendor may charge the Department by the hour for every hour a Journeyman Helper is on site performing work during non-business hours as defined on page 2 of this specification. The contractor’s attention is directed to the fact that the number of work hours on the Invitation to Bid (IFB) and the material amount are estimates for one year only. The actual demand may be more or less as determined by the need for plumbing services.
Jetting /Root cutting- The awarded vendor may charge by the foot when this service is requested by the department or required to clear drains. This charge will be in conjunction with Journeyman hours and or Journeyman Helper hours. Example:
Awarded vendor is asked to jet a 50 foot drain during normal business hours, the task requires a Journeyman and helper for 5 hours that day, the awarded vendor will bill the department for the following:
Mobilization fee – 1 each
Jetting/Root Cutting – 100 foot
Journeyman regular hours – 5 hours
Journeyman Helper regular hours – 5 hours
The contractor’s attention is directed to the fact that the number of feet on the Invitation to Bid (IFB) are estimates for one year only. The actual demand may be more or less as determined by the need for plumbing services.
Excavator Charge- The awarded vendor may charge the department for every hour an excavator is on site for a repair. The vendors hourly bid should take in to consideration transport and loading costs. The vendor is not permitted to bill the department for transport, loading or fuel costs. The awarded vendor will be responsible for providing a machine with capabilities to excavate buried lines and drains even when under concrete or pavement. The Awarded vendor can bill this charge in conjunction with Journeyman hours and or Journeyman hours as needed.The contractor’s attention is directed to the fact that the number of hours on the Invitation to Bid (IFB) are estimates for one year only. The actual demand may be more or less as determined by the need for plumbing services.
Drain Camera-The awarded vendor may charge by the foot when this service is requested by the department or required to camera drains or water lines. This charge will be in conjunction with Journeyman hours and or Journeyman Helper hours. All footage will become property of the commonwealth at the jobs conclusion. The contractor’s attention is directed to the fact that the number of feet on the Invitation to Bid (IFB) are estimates for one year only. The actual demand may be more or less as determined by the need for plumbing services.
Non-Compliance
If, for any reason, the contractor fails to comply with the requirements of the Contract, they shall be found in Default. In the event that any materials or workmanship furnished by the Contractor are found to be defective, unsuitable or otherwise unacceptable, the materials shall be removed by the contractor and replaced with acceptable materials and installed anew to the satisfaction and approval of the Building Maintenance Foreman at the cost and expense of the contractor.
