1.  Call to Order and Pledge of Allegiance

Mayor Campbell called the City Hall project work session to order at 5:30p.m. Members present: Paul Weber, Brad Gunderson, Dave Saunders, and Jared Gapinski. Others present: Ross Olson, City Administrator, Todd Schultz, Community Development Director, and Perry Beise, Police Chief, Samantha Styrbicky, Student Mayor of the Month, and Dana Furman, Administrative Services Coordinator.

2.  Work Session—City Hall Project

·  Xcel Energy Audit/Analysis

Todd Schultz presented the Xcel Energy Audit/Analysis for the new Government Center. The Architects have stated that they will need a decision of the three options that Xcel is recommending within the next two weeks. Schultz said that Xcel Energy is estimating based on minimum code requirements the cost of heating and cooling the new Government Center to be $50,557 a year. He stated that the heating and cooling cost for the old City Hall totaled $17,000 a year.

Schultz reviewed the three options/bundles that Xcel Energy has created as possible energy savings options for the Government Center. The bundle pagckages were as follows:

Bundle 1—Adjusted Construction Costs $41,447

Bundle 2- Adjusted Construction Costs $57,665

Bundle 3-Adjusted Construction Costs $77,954

Schultz said that it was important to note that Bundle 1is already included in the budget costs that RA Morton and Hagemeister Mack have shared with the Council.

Mayor Campbell asked what the recommendation is from the consultants in terms of the different bundle options. He also asked whether or not Jack Kahlhamer, Finance Director, has had the opportunity to work through the budget. Schultz said that he was not sure if Kahlhamer had ran exact numbers through the budget in terms of how the different bundles would impact the budget.

Mayor Campbell requested that Kahlhamer examine the numbers and report back to the Council on what the different bundles will mean in terms of the total project.

Ross Olson said that the subcommittee will be meeting tomorrow to go over any modifications that have been made. The intent is to have some level of a floor plan ready for council approval in two weeks.

·  Government Center Groundbreaking Ceremony

Ross Olson noted that he is still in the process of attempting to plan a groundbreaking ceremony for the Government Center. He stated that he has spoke with Tim O’Driscoll and Michelle Fischbach’s staff inviting both elected officials to the groundbreaking ceremony. The Commission of Public Safety has also been invited. Olson said that currently the dates that he is looking at for scheduling the groundbreaking are May 9th, 10th, or 12th.

Mayor Campbell said that he would also like to see the Benton County Sheriff invited as well.

Councilperson Saunders noted that May 12th would not work for him.

Mayor Campbell said to plan for May 10th around 2:00pm.

3. Adjournment

Motion: Moved by Councilperson Saunders and seconded by Councilperson Gunderson to adjourn the meeting.

Mayor Campbell adjourned the meeting at 5:50p.m.
