  1. Review Anti-Trust statement

Tony reviewed the anti-trust statement.

  1. Brief discussion of regarding RFC BOD comments regards SPS drafting effort (September 1, 2011 BOD meeting)

Tony discussed some RFC Board comments made during the September 1, 2011 Board meeting related to the SPS drafting effort. Tony noted that a few Board members questioned whether there is a need for a Regional SPS standard since there is nothing specifically unique about the RFC footprint. The Board questioned whether resources would be better spent moving the effort toa continent wide standard effort. It was also noted that the Regions were initially directed to develop four regional standards (SPS being one of them), but through developments at the NERC level, these four standards are no longer required.

Tony also gave the reasons why the legacy documents related to SPS’s were retired at the September Board meeting as well.

  1. General discussion of future direction of drafting effort

The SDT held a general discussion regarding the future of the SPS drafting effort. There was considerable discussion related to the possible shortcomings of the RFC SPS review process (specifically the EME SPS) and how certain criterion may be needed to facilitate what constitutes a SPS. There was concern that currently there are no SPS requirements that are definitive. After considering options, the SDT believes a Regional SPS standard is still needed due to the fact the continent wide SPS effort has yet to begin. The team decided that it would also help provide guidance to NERC for a more detailed definition of SPS. The SDT members present, voted (see below) and decided to move forward with the SPS drafting effort.
