Subject: Special plate transfers and benefit descriptions

Please find listed below a brief description of each special plate and how the plate can be used and transferred.

Agriculture In The Classroom

The plate can be delivered to an individual or a lease. The owner or lessee of the vehicle must be a Kansas resident. The plate may be delivered to an auto, light truck or heavy truck registered for a gross weight of 20,000 lbs. or less. In order to obtain or retain the use of the plate, the owner or lessee of the vehicle must have paid an annual royalty fee to the board of directors of the Kansas foundation for agriculture in the classroom. The board of directors will provide a certificate of eligibility for initial delivery of the plate and again annually before renewal of the plate can be completed. This certificate must be attached to the application coming into Topeka.

The owner or lessee of the vehicle may have a plate for as many vehicles as they have paid the royalty fee. They must pay the royalty fee and provide a certificate for each vehicle. The plate cannot be transferred to any other person or lessee unless the Ag In The Classroom applicant is listed on the registration. The vehicle must be sold or disposed of before transferring the registration. The plate cannot be transferred to a vehicle already titled in the applicant’s name. Registration must be transferred to a newly purchased vehicle only. The registration cannot be transferred from an auto to light truck or from light truck to auto.

Antique

Vehicle must be 35 years or older. Plate is issued to a vehicle and may be transferred to either an automobile or truck when the current vehicle has been sold. The registration is permanent and there are no refunds on the registration unless the plate was delivered in error. The plate cannot be transferred to an antique vehicle they already own. Registration must be transferred to a newly purchased antique vehicle or a vehicle just being placed into antique status.

Amateur Radio Operator

Plate may be delivered to owner or lessee of automobile or truck for 20,000 lbs. or less. The owner or lessee may be issued one ARO plate for an automobile and one ARO plate for a truck with the same combination. When making application for the plate, the applicant presents a current radio license issued by the Federal Communications Commission. Make a copy of the radio license and attach to the state copy of the application. The applicant will use a SAM123 plate while the amateur radio plate is manufactured. The plate cannot be transferred to a vehicle already in the applicant’s name. Registration must be transferred to a newly purchased vehicle only. The registration cannot be transferred from an auto to light truck or from light truck to auto. A $1.00 fee is collected and remitted to the Federal Communications Commission during the initial application and again during the annual renewal of the vehicle.

City County Plates

Any automobile, truck, trailer or motorcycle owned by any city, county, township or school district in Kansas which is used exclusively for governmental or school district purposes and not for any private purpose may register for a city county plate. The plate will be permanent and will remain with the vehicle for the duration of its life or until the title is transferred to a new owner. The plate cannot be transferred to a newly purchased vehicle when the old vehicle has been sold.

Congressional Medal Of Honor

The plate can be delivered to an individual or a lease. The owner or lessee of the vehicle must be a Kansas resident. The plate may be delivered to an auto, light truck or heavy truck registered for a gross weight of 20,000 lbs. or less.

In order to obtain the use of the plate, the owner or lessee must have been awarded the Congressional Medal of Honor. They may be issued one license plate for each passenger vehicle or truck with the Congressional Medal of Honor recipient listed as a owner or lessee. The plate cannot be transferred to any other person or lessee unless the Congressional medal of honor recipient is listed on the registration. The vehicle must be sold or disposed of before transferring the registration. The plate cannot be transferred to a vehicle already titled in the applicant’s name. Registration must be transferred to a newly purchased vehicle only. The registration cannot be transferred from an auto to light truck or from light truck to auto. Registration is completed annually without any charge to the congressional medal recipient. In the event the recepient becomes deceased, the surviving spouse or other family member if there is no surviving spouse are entitled to possession of the license plate for display only.

Children’s Trust Fund

The plate can be delivered to an individual or a lease. The owner or lessee of the vehicle must be a Kansas resident. The plate may be delivered to an auto, light truck or heavy truck registered for a gross weight of 20,000 lbs. or less. The children’s trust advisory committee may authorize one children’s trust fund license plate for each passenger vehicle or truck.

The owner or lessee of the vehicle may have a plate for as many vehicles as they have paid the royalty fee. They must pay the royalty fee and provide a certificate for each vehicle. The plate cannot be transferred to any other person or lessee unless the Childrens Trust Fund applicant is listed on the registration. The vehicle must be sold or disposed of before transferring the registration. The plate cannot be transferred to a vehicle already titled in the applicant’s name. Registration must be transferred to a newly purchased vehicle only. The registration cannot be transferred from an auto to light truck or from light truck to auto.

Purple Heart

The plate can be delivered to an individual or a lease. The owner or lessee of the vehicle must be a Kansas resident. The plate may be delivered to an auto, light truck or heavy truck registered for a gross weight of 20,000 lbs. or less. The recipient of the Purple Heart must submit satisfactorily proof that they were awarded the Purple Heart medal by the United States government for wounds received in military or naval combat. They may be issued one license plate for each vehicle the recipient is listed as an owner or lessee. Once they have provided the proof of eligibility, they do not have to show it again. Simply make reference to the initially issued tag by writing the tag number on the new application for plate.

The plate cannot be transferred to any other person or lessee unless the purple heart recepient is listed on the registration. The vehicle must be sold or disposed of before transferring the registration. The plate cannot be transferred to a vehicle already titled in the applicant’s name. Registration must be transferred to a newly purchased vehicle only. The registration cannot be transferred from an auto to light truck or from light truck to an auto.

In the event the recipient becomes deceased, the surviving spouse or other family member if there is no surviving spouse are entitled to possession of the license plate for display only.

Disabled

The owner or lessee (or person responsible for the transportation of a disabled person) of an auto or truck up to a gross weight of 85,500 who has been certified by a Healing Arts Licensed Professional, Nurse Practitioner or Christian Science Practitioner may be issued one disabled plate and one handicapped placard or may be issued two handicapped placards. The disabled individual can only be issued one disabled plate.

The plate cannot be transferred to any other person or lessee unless that person is listed on the registration or is listed on the registration as the disabled individual. The vehicle must be sold or disposed of before transferring the registration. The plate cannot be transferred to a vehicle already titled in the applicant’s name. Registration must be transferred to a newly purchased vehicle only. The registration cannot be transferred from an auto to light truck or from light truck to an auto.

Disabled Veteran

A disabled veteran is described as a person who has served in the armed forces of the United States and who is entitled to compensation for a one hundred percent disability under laws administered by the veterans administration or who is entitled to compensation for the loss or permanent loss of use, of one or both feet or one or both hands or the permanent visual impairment of both eyes to a prescribed degree. They must have a veteran administration document declaring them as 100 percent disabled at the initial application for a disabled veteran’s plate. They may be issued a plate for each vehicle they own or lease. There is no registration fee for the first plate issued. All subsequent vehicle registration fees are due.

The plate can be delivered to an individual or a lease or person responsible for the transportation of the disabled veteran. The owner or lessee of the vehicle must be a Kansas resident. The plate may be delivered to an auto, light truck or heavy truck registered for a gross weight of 20,000 lbs. or less.

The plate cannot be transferred to any other person or lessee unless the disabled person is listed on the registration or is listed as the disabled individual. The vehicle must be sold or disposed of before transferring the registration. The plate cannot be transferred to a vehicle already titled in the applicant’s name. Registration must be transferred to a newly purchased vehicle only. The registration cannot be transferred from an auto to light truck or from light truck to an auto.

In the event the recipient becomes deceased, the surviving spouse or other family member if there is no surviving spouse are entitled to possession of the license plate for display only.

Educational Institutions

Educational institution is described as any state educational institution under the control and supervision of the state board of regents, any qualified institution, any community college organized and operating under the laws of this state and Haskell Indian Nations University.

The plate can be delivered to an individual or a lease. The owner or lessee of the vehicle must be a Kansas resident. The plate may be delivered to an auto, light truck or heavy truck registered for a gross weight of 20,000 lbs. or less. They may be issued one license plate for each vehicle that the royalty fee has been paid to the institutions alumni association and been issued a certification of eligibility. The alumni association from the school will provide a certificate of eligibility for initial delivery of the plate and again annually before renewal of the plate can be completed. This certificate must be attached to the application coming into Topeka.

The current participating schools are as follows K-State, Kansas University, Wichita State, Pittsburg State, Fort Hays State, Emporia State, Baker University, Washburn University and Ottawa State.

No registration on an educational institution license plate is transferable to any other person than the person the certificate was issued to. The vehicle must be sold or disposed of before transferring the registration. An educational institution plate holder may exchange the tag on a vehicle that they already own however the current vehicle must have been sold or disposed of. To complete the title application on this type of applications, you must restore the plate number in inventory and than select the title manual option number on your title menu. Adjust the fees on the screen to match the fees to be charged. Remove the $40.00 reservation fee, $5.00 special fee and $.50 reflectorized plate fee. Add $1.50 transfer fee if outside of renewal period and appropriate registration fee is applicable.

Ex-Prisoner of War

Qualifications are a Kansas resident who was held as a prisoner of war while serving in the army, navy, coast guard, air force or marine corps of the United States in World War 1 or World War II or while serving with the armed forces of the United States during the military, naval or air operation in Korea, Vietnam or other places under the flags of the United States and the United Nations or under the flag of the United States alone may be issued one Ex-Prisoner of War plate.

The plate can be delivered to an owner, surviving spouse of a prisoner of war or a lease. The owner or lessee of the vehicle must be a Kansas resident. The plate may be delivered to an auto, light truck or heavy truck registered for a gross weight of 20,000 lbs. or less. Proof of ex-prisoner of war status will be required using one of the following: Documentation from the Veterans Administration, documentation from a branch of the armed forces, newspaper clippings verifying ex-POW status or two notarized statements verifying ex-POW status.

The registration cannot be transferred to any other person except the surviving spouse of a prisoner of war. There is no charge for the plate. The rights of the surviving spouse of a prisoner of war will terminate upon remarriage of such person.

National Guard

Any Kansas resident who is a regularly enlisted or retired, warrant or commissioned member of the Kansas National guard may be issued a national guard plate for each motor vehicle or truck that is not required to be registered with the state corporation commission. Proof of qualification is the individuals us armed forces identification card or completion of parts 1 and 2 of the application for a national guard plate form number TR-129 that has been signed by their commanding officer. This form is attached to the initial application and sent into the Titles and Registration Bureau.
