PORT CLOSING/OPENING DEFINITIONS
Please note the distinction between Port landside and waterside closings and re-openings.

Landside Closing or Re-Opening refers to vehicular traffic. Typically, the Port remains open to landside traffic as long as it is safe for trucks to travel. However, in most cases, the U.S. Coast Guard requires cargo terminals to stop operations at Condition Yankee except for those specifically related to storm preparation, which is 24 hours prior to the estimated time of the storm’s arrival.

Waterside Closing or Re-Opening refers to ship traffic. The U.S. Coast Guard issues a Marine Safety Information Bulletin (MSIB) to halt ship traffic into the Port and requires all ships over 500 gross tons to leave the Port at Condition Yankee, which is 24 hours before the storm is likely to reach our area. After the storm passes, the Coast Guard and Port Pilots conduct surveys to ensure the waterways are safe before re-opening the Port to ship traffic.

With this list, BSO/AB will be better able to expedite the processing of invited guests through the security checkpoints.

Personnel Access Control

Current federal law requires any person seeking unescorted access to any seaport facility in the country to obtain a federal Transportation Worker Identification Credential (TWIC card), which includes a background screening and a threat assessment. Florida was one of only a few states requiring both a federal and a state background check.

Port ID badges will continue to be necessary at Port Everglades to establish that people coming into the Port have a business purpose for entry as required by the federal regulation under the U.S. Maritime Transportation Security Act (MTSA). However, there are many changes that will benefit card holders, including:

  • No fingerprinting required for Port ID Badges
  • We will move towards same-day processing (online renewals will be discontinued)
  • A $25 fee for non-TWIC badge holders to cover administrative fees related to processing the badge request
  • 3-year expiration for most badge holders or the expiration will coincide with the TWIC if the TWIC card expires earlier. Shorter periods may apply for people with defined access needs (such as time-defined construction projects)
  • No fee for Port workers who have a U.S. Transportation Workers Identification Credential (TWIC)
  • Security personnel must still renew annually to validate the completion of required annual training
  • TWIC card holders no long need to sign an affidavit
  • The background color on a Port ID for non-TWIC card holders will be changed to yellow. TWIC card holders will continue to get green badges with the specific access areas printed on the card.
  • The current limitation of five (5) port visits in a 90-day period before a Port ID is required will be increased to 15 visits in a 90-day period.

Port ID badge holders must still complete the application and submit it in person to the ID Badge Office to obtain a new badge. The application can be downloaded online at

The ID Office is located on Spangler Blvd. and SE 15th Ave. inside Port Everglades.
