OPERATION

In wake ofincreasing incidents of property offences in the area of South West District, extensive drive for apprehension of criminals has been initiated in the district through checking. Emphasis is being given to foot/group patrolling as well as by M/cycles patrolling round the clock. Sincere efforts are also being made for gathering criminal intelligence through public co-operation. During this exercise, various suspects are being interrogated and listed criminals of similar modus operandi are being grilled. As a result, notorious criminals i.e. burglars, auto lifters, snatchers and robbers have been apprehended by the South West District Police.

PROFILE OF ROBBERS ARRESTED BY P.S BINDA PUR

1.Narudin @ Babu (aged-22 yrs.) s/o Mohd. Alam r/o D-58, Ph-III, Sec-III, JJ Collony. Pappan Kalan, Dwarka, ND - is a school drop out of 6th class and currently unemployed. He is unmarried.

2.Salman (aged- 22) s/o Mahfuz Ali,) r/o D-58, Ph-III, Sec-III, JJ Colony. Pappan Kalan, Dwarka, ND -is a school drop out of 4th class. He is unmarried, drug addict. His family is debt ridden, thus resorted to crime.He has following previous involvements.

1.FIR No. 291/09 u/s 380/411/34 IPC PS Binda Pur

2.FIR No. 285/11 u/s 379/411 IPC PS Binda Pur

GIST OF THE CASE= On 20.08.2012 a case FIR No. 274/12 u/s 392/411/34 was registered on the complaint of Sh. Ugma Ram wherein two boys robbed his purse containing Rs. 600/- & documents on the point of sharp weapon. Local police and PCR swung into action and in a joint combing operation above snatchers were nabbed in no time.

PROFILE OF ROBBER CUM BC ARRESTED BY P.SPALAMVILLAGE

1.Arun Kumar@ Krishu @Krishan ( Aged-26yrs) s/o Sh. Sant Ram r/o WZ-125 Harijan Basti,Nasir Pur Road, Palam –II ND. - is a school drop out of 5th class and currently unemployed. He is married and has one child. First time, he was arrested in a MV theft of PS Dabri in the year 2007. Since then he remained indulge in crime. After being released from jail on 07.03.12, he committed this instant case of robbery.

GIST OF THE CASE= On 19.08.12 accused attempted to rob a mobile phone from complainant Smt. Rita Devi who vehementally resisted but sustained injury. Hearing the uproar, general public caught the accused red handed.

PROFILE OF SNATCHERS ARRESTED BY P.S DABRI

1) Sameer ( aged-22 yrs.) s/o Sarafat Ali r/o D-842, DDA Flat, Binda Pur is a school drop out of 8th class. He is unmarried and currently unemployed. His father is a casual laborer.

2) Saddam (aged-21 yrs.) s/o Mohd. Musib r/o D-15 Vishnu Vihar, Binda Pur is a school drop out of 10th class. He is working as a tailor and unmarried. His father is a property dealer.

3) Sonu @ Sunny Sachdeva (aged-18 yrs.) s/o Ramesh Chand Sachdeva r/o A-112 Nand Ram Park, Uttam Nagar, is a school drop out of 10th class. He is unmarried and currently unemployed. His father is a TSR driver

GIST OF THE CASE:- On 20.08.12 a call regarding snatching of a mobile, cash was received at PS Dabri. I.O. alongwith staff reached at the spot where complainant namely Mohd. Sabre Alam who intimated that an incident of snatching of Rs. 1000/- was occurred with him near Barat Ghar, Binda Pur, near Dispensary. I.O. gathered his wits and set out in search of snatchers alongwith complainant. Finally, pain staking efforts bore fruits and three snatchers were spotted in BindaPurTalabPark. Trio were identified by the complainant and were nabbed by the police. Trio confessed their crime.

O R D E R

1.Whereas, a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same in front of the liquor vend itself or at other public places. Vendors selling eatables and juices, at times, also station themselves unauthorizedly outside liquor vends which further facilitates this undesirable activity. Sometimes, ‘Baratis’ of marriage processions also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries / death and damage to public and private property. This affects the peace and tranquillity of the area and creates problems in maintaining law and order. It is also a punishable offence under section 40 of The Delhi Excise Act, 2009 (Delhi Act 10 of 2010)

2.And whereas, it is necessary to take speedy measures in this regard toi prevent danger to human life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquillity of the area.

3.Now, therefore, in exercise of the powers conferred upon me by the virtue of Section 144 of Criminal Procedure Code, 1973 (No. 02 of 1974) read with Govt. Of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2008 UTL, dated 26/11/2008, I, Vinit Kumar, Assistant Commissioner of Police, Sub-Division Tilak Nagar of West District do hereby make this written order to do the following, for strict compliance by the owners of such liquor vends in the jurisdiction ofSub-division Tilak Nagar, West District:-

  1. Install CCTVs with sufficient numbers of Camera and recording system with play back facility, to cover up to 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor, facilitating consumption of liquor or any unauthorized vender stationed in the coverage area.
  1. The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.
  1. The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.
  1. Before starting sales for the day, the manager of the liquor vend should ensure that the CCTV system is in a proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the police station simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Diary Number on the intimation.
  1. During the course of monitoring of the CCTV System, the manager of anyone specifically designated by the Manager for real time monitoring of CCTV shall immediately inform the police Control Room at Telephone No. 100 and also nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.
  2. The vend owner shall display prominently at least two bilingual sign boards mentioning the drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest Police Station shall also be mentioned on the signboards.

g.The vend owners shall ensure that the liquor should not be sold to minors at any cost. They have also to display the board cautioning “ The sale of liquor to the person below 25 years of age is a punishable offence”. If any minor found purchasing liquor from liquor vends or consuming liquor in front of the liquor vends, necessary action U/S 188 IPC will be initiated against the vendors.

4.This order shall come into force with effect from 21/08/2012 and shall remain in force for a period of 60 days i.e. up to 19/10/2012 (both days inclusive) unless withdrawn earlier.

5.Any person contravening this order shall be liable to be punished in accordance with the provision of Section 188 of Indian Panel Code.

6.As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through the Press and by affixing copies on the notice boards of the offices of all District DCsP, Addl. DCsP, ACsP, Tehsil offices, all Police Stations concerned and the offices of the NDMC, MCD, PWD, DDA, Delhi Cantt. Board.

  • Two accused namely Ajay Kumar @ Lala s/o Ram Kumar r/o Village Gopal Pur, P.S. Kharkhoda, Distt. Sonepat, Haryana and Vinod @ Bholu s/o SureshKumarr/oVillage Asauda PS-Bahadur Garh, Distt Jhajjar, Haryana arrested.
  • One Jeep No HR-61-A-8919 make Bolero (used in commission of crime), one Motor Cycle No. DL-4S-BJ-9661, Cash Rs. 57,000/-, 3 golden chains and 2 gold rings recovered.
  • One case of Kidnapping for Ransom worked out.

BRIEF FACTS:-

With the arrest of Ajay Kumar @ Lala (28 yrs) s/o Ram Kumar r/o Village Gopal Pur, P.S. Kharkhoda, Distt. Sonepat, Haryana and Vinod @ Bholu (26 yrs) s/o Suresh Kumar r/o Village Asauda PS- Bahadur Garh, Distt Jhajjar, Haryana, a gang of criminals busted within 24 hours for kidnapping a person and demanding ransom of Rs. 2 lacs to release him, by the staff of PS-K.N. Katju Marg, Outer District, Delhi.

INCIDENT:-

During the intervening night of 19/20.8.12 at 4.45 AM, an information was received at PS-K.N.Katju Marg that one person namely NandLal (38 yrs) has been kidnapped around 09:00 PM. The kidnappers demanded Rs. 2 lacs for his release. NandLal is running a dry-cleaning shop in the name and style of ‘Bawa Dry-Cleaner’ in Samai Pur Badli. He had left the house around 09:00 PM on Motor Cycle No. DL-4S-BJ-9661 for going to his shop. He did not return home. Inderjit, the nephew of Nandlal received a ransom call of Rs 2 lacs by the kidnappers. He did not inform the police after receiving the ransom call. He negotiated with the kidnappers and agreed to pay the money. He arranged Rs 60,000/-. The kidnappers directed him to come near Petrol Pump on the road dividing Sec-16-17 Rohini. At about 2 AM, he alongwith his elder brother Ranjit and cousin Rama Shankar went to the Petrol Pump. Two kidnappers came in a white Bolero and took the ransom money. Since it was a less amount as demanded, the kidnappers further threatened to pay Rs 2 lacs for the release of captive NandLal. Smt Manju, wife of NandLal and other members of the family could not arrange the cash amount. They requested the kidnappers to take the jewellery of Smt Manju. The kidnappers accepted the offer and directed them to come at Bawana Chowk. Frantic Smt Manju and Sh. Inderjit went to Bawana Chowk. The kidnappers changed the venue and directed them to come near Petrol Pump Bawana Industrial Area. The police party was secretly covering their movement. Sh. Inderjit and Smt Manju went to the petrol pump. Jai Kumar and Anuj @ Monu were doing the recee of the area on Motor Cycle of the victim. They gave signal to their associate who came in Bolero No. HR-61-A-8919.Smt Manju and Sh. Inderjit gave jewellery items consisting of 3 golden chains and 2 gold rings to Ajay Kumar and asked for the release of NandLal. He prolonged that the NandLal will be released alongwith his Motor Cycle after a short while. The combing of the entire area was done by the police party for tracking the vehicles of the kidnappers. The police party was also waiting for the safe release of NandLal. At about 1.30 PM, NandLal alongwith the Motor Cycle was released by the kidnappers. Sh. NandLal was detained in a room at Kharkhoda, Haryana.

INVESTIGATION:-

Four teams were constituted comprising of Inspr Sanjeev Kumar, SHO/KNK Marg, Inspr Dalbir Singh, SI Jitender Joshi, SI Ram Kumar, ASI Harjit Singh, HC Manvir Singh and some Constables by associating the staff of Special Staff, Outer District headed by Rajesh Kaushik, ACP/S.P. Badli and Ved Prakash, ACP/Rohini under the overall supervision of DCP/Outer District. Vigorous combing operation was launched for tracking the Bolero car and the motor cycle in the area of Bawana and adjoining village of Ram Pur Kundal, PS-Kharkhoda, Haryana. About 4 PM, after noticing the safe release and arrival of NandLal, the police teams intercepted the Bolero Jeep on Bawana-Kharkhoda Road near Auchandi Border due to massive search and combing operation. Ajay kumar @ Lala s/o RamKumarr/oVillage Gopal Pur, P.S. Kharkhoda, Distt Sonepat, Haryana was apprehended while driving the Jeep No HR-61-A-8919 make Bolero white colour. During the search of the Jeep cash Rs. 57,000/- and the golden jewellery items consisting of 3 golden chain and 2 gold rings recovered from the possession of accused Ajay Kumar. Later on, during night co-accused Vinod @ Bholu s/o Suresh Kumar r/o Village Asauda, PS Bahadurgarh, Haryana was also apprehended from his house.

INTERROGATION/MODUS OPERANDI:-

During the course of sustained interrogation, they confessed that they alongwith their co-associates, Jai Kumar, Tanuj @ Monu had kidnapped NandLal for ransom. They had confined Nand Lal in a office at Kharkhoda, Haryana. During the night, Vipul Dev @ Bitto Pehalwan s/o Anoop Singh r/o Village Rohna, Sonepat, Haryana was also joined them. He is a member of criminal conspiracy and made threatening calls for demanding ransom money. He had bolted the door of the room from outside during the night and beat NandLal. The kidnappers released NandLal after taking ransom money and jewellery items. They used two mobile phones and the mobile phone of NandLal for making threatening and ransom calls to Sh. Inderjit and Smt Manju.

PROFILE OF THE ARRESTED PERSONS:

1. Ajay kumar @ Lala (28 yrs), s/o Ram Kumar r/o Village GopalPur, P.S. Kharkhoda, DisttSonepat, Haryana. He is married and studied upto 12th standatd. He is a boot legger having 5 previous criminal involvements.

2.Vinod @ Bholu (26 years) s/o Suresh Kumar r/o Village Asauda, PS Bahadurgarh, Haryana. He is graduate. He is also engaged in sale and supply of liquor and having 1 previous criminal involvement in PS-Bawana, Delhi.

CONVICTED AND NOTORIOUS CRIMINAL INVOLVED IN ROBBERY, BURGLARY AND AUTO LIFTING NAMELY SHRVAN @ KISHAN ARRESTED.

8 CASES OF ROBBERY / BURGLARY / M.V THEFT WORKED OUT.

Special Staff, South District has arrested one convicted and notorious criminal involved in robbery, burglary and auto lifting namely Shrvan @ Kishan (30 years) s/o Shoki Kamat r/o H. No. A-32 (2nd Floor), Room No. 25, Panchsheel Vihar, Khirki Village, Malviya Nagar, New Delhi and permanent r/o Village Baika, District Madhubani (Bihar). Accused has confessed to have committed house robbery / burglaries and M. V. thefts in the area of PS Malviya Nagar, Mehrauli, K.M. Pur and Amar Colony. Robbed mobile phone, Credit Card, one stolen motor cycles and master key used in stealing the motorcycle, electronic items like T.V, expensive clothes, etc. recovered at his instance.

BRIEF FACTS :

A team of Special Staff South District consisting of SI Birpal, ASI Manoj Kumar, Mahender Kumar, HC Ashok Kumar, Ct. Amreeish, Naresh, Vivek, Sachin and Ct. Lakvinder was formed under the supervision of Inspector Aishvir Singh, I/C Special Staff and overall supervision of Sh. Kulwant Singh, ACP/Operations to develop information and apprehend the criminals operating in South Delhi.

The team worked hard continuously, visited the spots and collected minute detail, which revealed that specially the locked houses were targeted and entry was made either by breaking the locks of main gate or by opening the inter locks by using master keys. The records of several criminals of the same modus operandi were collected from the dossier cell and analyzed minutely. The criminals who were recently released from jail were also verified. Thereafter, the team collected the details of all same modus operandi criminals and it came to know that one Shrvan @ Kishan who was recently released from the jail and used to visit in the area. Hence, the team focused on Shrvan @ Kishan and sources were deployed to trace him. On 20.08.12, secret information was received by ASI Manoj Kumar that Shrvan @ Kishan would come nearby Birla Vidhya Niketan, Sector-7, Pushp VIhar to meet his associates and to disposed off the stolen motorcycle. Accordingly, the team laid a trap and apprehendedShrvan @ Kishan. After interrogation, he was arrested vide DD No. 30A dated 20-8-12 u/s 41.1(D) Cr.Pc PS Saket.
