Speaker Biographies

Tim Horner

Mr. Horner is Group Manager of the Policy Group in the New Zealand Customs Service. He has been managing Customs' policy work since he was appointed to the New Zealand Customs Service in October 1998.

The Customs Policy Group is responsible for the provision of policy advice to the Government and the Minister responsible for Customs on customs and border management issues, including international trade and international relations.

One of Mr. Horner’s key responsibilities during the last 3 years has been leading the development of Customs' policy and capability needs in response to the emergence of the new global security environment. More recently a focus has been on policy issues requiring inter-agency collaboration both at the border, and internationally, concentrating particularly on the Trans-Tasman and Pacific relationships.

Mr. Horner came to Customs from the Department of Internal Affairs where he had served for 20 years, initially as a manager in the Local Government Division and more recently as Policy Manager for Gaming, Citizenship, and Heritage issues.

John Kok

General Manager – CSI

John has been involved in the container terminal industry for some years. He is currently coordinating the container and supply chain security efforts across the Hutchison Port Holdings (HPH) Group. Prior to this, he was the Chief Strategy Officer at LINE, an HPH subsidiary, where John has been involved in many different roles. These have included strategy, product management and consulting. John has also had planning and management responsibilities at Hongkong International Terminals (HIT), another member of the HPH Group and the largest container terminal operator in Hong Kong. John was in charge of terminal logistics and control systems for the company and managed the introduction of new technologies to enable the automation of equipment and processes.

Prior to joining HPH, John has experience in a wide range of industries. As a management consultant at Coopers & Lybrand and Ernst & Whinney he was involved in strategy and IT assignments, amongst many others. John was trained as an engineer and also holds Masters degrees in transport planning and business.

Carlos E. Ochoa
Mr. Ochoa is a Program Manager with US Customs and Border Protection's Customs-Trade Partnership Against Terrorism Program (C-TPAT) in Washington DC. He is one of two senior program managers who support the C-TPAT Director in Headquarters in the management of the program at the national level.
Among his duties, Mr. Ochoa is the main point of contact between C-TPAT and several international organizations and trade associations, including the American Trucking Association and the Business Alliance for Secure Commerce. He is also tasked with drafting responses on program operations that come from the U.S. Congress' Government Accountability Office and from the Department's Office of the Inspector General.

Trefor Munn-Venn

Mr. Munn-Venn leads the Conference Board’s work related to National Security and Public Safety. He is a seasoned thought leader with extensive experience helping executive-level clients address complex, critical issues.

Mr. Munn-Venn established and oversees the Conference Board’s “Centre for National Security” which has been recognized internationally as an effective mechanism for bringing the public and private sectors together to improve Canada’s national security and critical infrastructure protection. He has also led the creation of the Council on Security and Technology as well as the Council on Emergency Management, both of which are improving the practices of leaders in Canada in these areas.

Together with his research team, Mr. Munn-Venn is conducting leading work focused on the effective governance of public-private responses to national security and public safety incidents. He and his team are also working on improving information sharing processes fundamental to mitigating and responding to major events.

Mr. Munn-Venn has spoken on these issues and others around the world including the G8 in Moscow, Russia, the Organization for Security and Cooperation in Europe, in Vienna, Austria, and at the African Union in Algiers, Algeria. He and his team are also working closely with APEC to deliver emerging research on public-private partnerships to counter terrorism and secure trade and will be presenting those results in Lima, Peru in August.

Mr. Munn-Venn also has oversight for the “CEO Health & Safety Roundtable”. This group of executives comes together to identify opportunities to integrate health and safety into their overall organizational strategy. Based on the CEO Health & Safety Leadership Charter, these leaders are making significant commitments to improving their operations by changing health and safety practices.

Mr. Munn-Venn has spent his career providing insights, knowledge and guidance to leaders. He has lived and worked oversees, and his involvement in the international community ensures a grounded global context in all of his work.

Mr. Munn-Venn is an accomplished writer and a sought-after public speaker. He is also an avid cook and has taken classes around the world. He lives in Ottawa with his wife Karri, and his two young sons Gabriel and Oscar.

Before joining C-TPAT, Mr. Ochoa served as a Program Manager in CBP’s Office of International Affairs, where he managed CBP Advisors stationed overseas who provide technical assistance and training to their local counterparts. He was also CBP’s Program Manager for the Plan Colombia program.


Mr. Ochoa has worked for the US Government for the last 15 years and holds a Bachelors degree from the University of California and a Masters degree from Georgetown University in Washington DC.
