STATEMENT OF WORK
The Contractor shall work in collaboration with the PCA’s Executive and Deputy Directors (and with staff as directed by Executive Director or Deputy Executive Director. Contractor shall assist staff with strategic planning, evaluation strategies, develop statistical models and advise staff on facilitation. The consultant will provide research, analysis, and recommendations for setting and achieving goals, objectives, developing strategies and tactics to address the goals as well advise on the organizational development of the PCA. Recommendations will be delivered in writing to the Executive Director or Deputies as needed. It is expected that most of the meetings will be held by phone rather than in person. The Contractor will also provide services to others outside the PCA, such as but not limited to the designated partners of the PCA in arts in education, re-granting and folk arts, as designated by the Executive Director or Deputies. This may include but is not limited to strategic planning, financial analysis and management and crisis management.With regard to facilitation, the PCA has adopted and has trained staff in the Technology of Participation created by the Institute for Cultural Affairs. This is the preferred method of facilitation for the PCA. Knowledge of these techniques by the consultant with consideration experience in this area is a value. Knowledge of the work of state arts agencies, their structures, strategies and operations in general and specific to the PCA is important.
PCA anticipates the services under this solicitation will begin immediately upon award.
PCA Planning Summary:
The PCA has a long range strategic plan that is formally updated on a yearly basis. Other changes and adaptations are made during the year according to the circumstances of the PCA and opportunities or challenges that present during the year. The current plan is nearing completion. The PCA will require a planning consultant to assist with the development of a new strategic plan. Throughout the year, the PCA requires specialized assistance in planning and management, both internal and external. This requires knowledge on the part of the consultant of all type of non-profit organizations, particularly arts organization, working artists, philanthropy and other stakeholders. It is anticipated that the consultant will hire sub-contractors when needed. It is anticipated that the PCA will require, on an on-going basis, advice, and assistance in developing multiple scenarios and approaches to address issues in the plan and in response to opportunities or obstacles that emerge.
Travel expenses (hotel, mileage, meals, tolls, parking, etc.) are included in the SOW.
Service are to be provided for a five-year period, beginning upon award and ending on June 30, 2022.
