MINUTES

CALL TO ORDER

Commissioner CJ Rose, Northwestern CLEO

Commissioner Rose started the meeting at 4:30 p.m. He thanked everyone for attending the meeting and asked if everyone had signed the attendance sheet. He stressed the importance of the commissioners attendance to make final the re-designation and consolidation of the two workforce areas into one new workforce area.

EXPLANATION AND DISCUSSION OF RE-DESIGNATION/CONSOLIDATION

Commissioner Tim Binghom, Southwest CLEO

Commisioner Binghom reminded the County Commissioners, due to lack of population in Southwest Oklahoma, Southwest Workforce Development Area was unable to be certified after June 30, 2017. He felt the Southwest and Northwestern Areas had the same resources, and it was only natural for the two areas to consolidate into one new area. He asked if there was any further explanation needed, and no members responded or commented further.

DISCUSSION AND VOTE OF NAMING NEW AREA

Commissioner Tim Binghom, Southwest CLEO

Commissioner Binghom said it was required to rename the new area. Several suggestions were made for a new name, Western Oklahoma Workforce Development Area and Great Plains Workforce Development Area. A motion was made by Texas County Commissioner Jack Strain to rename the new area Western Oklahoma Workforce Development Area. It was seconded by Custer County Commissioner Lyle Miller.

All Commissioners present voted “Yea”

Those opposed say “Nay”:

None

Those Abstained say “Yea”:

None

The motion was passed by all voting to rename the new area workforce area Western Oklahoma Workforce Development Area.

DISCUSSION AND VOTE ON NEW AREA CLEO

Commissioner Tim Binghom, Southwest CLEO

Commissioner Binghom discussed that a new CLEO needed to be elected, and called for nominations. Commissioner Jack Strain made a motion for Commissioner CJ Rose to be nominated as the new area CLEO. Commissioner Lyle Miller seconded the motion. Commissioner Brad Raven made the motion that the nominations cease. Commissioner Toby Walker seconded the motion. Commissioner Binghom called for a vote.

The new CLEO for the Western Oklahoma Workforce Development Board is Commissioner CJ Rose.

INTRODUCTION OF NEW AREA LEO AGREEMENT

Commissioner Rose told the County Commissioners this was the same LEO Consortium Agreement that they signed earlier in the year. Commissioner Binghom said the agreement only had slight wording changes, but nothing to be concerned about at this time.

DISCUSSION AND SIGNING OF NEW AREA LEO AGREEMENT

Commissioner Rose asked if there was any discussion on the new area LEO Consortium Agreement. Commissioner Rose explained there would be one vote for each of the 25 counties and a roll call vote with the name of the Commissioner casting the vote would be taken. There were no questions or discussion. Commissioner Jack Strain made the motion to sign and agree to the new area LEO Consortium Agreement. Commissioner Lyle Miller seconded the motion.

Commissioner Rose asked for one commissioner from each county to sign the Western Oklahoma Workforce LEO Consortium Agreement. All twenty-five county commissioners signed the agreement.

ADJOURN

Commissioner Rose called for an adjournment of the meeting. Commissioner Binghom made the motion to adjourn. Commissioner Lyle Miller seconded it. All Commissioners voted Viva Voce in favor “Yea” and the meeting was adjourned at 4:48 p.m.

After the LEO Consortium Meeting was over, Commissioner Rose, New CLEO, designated Oklahoma Economic Development Authority as the new Fiscal Agent for Western Oklahoma Workforce Development Area.

Commissioner Rose appointed and signed all board member nomination forms for the new Western Oklahoma Workforce Development Area.
