I. Call to order/Introductions:

Ms. Vicki Pegram called the meeting to order at 5:34 PM. Introductions were made by members and affiliates.

II. Approval of Agenda:

A motion was made to approve the agenda was approved without any amendments by Mr. Parker and seconded by Dr. Price

III. Approval of Minutes:

A motion was made by Mr. Parker to approve the meeting minutes of January 20, 2015 with revisions and seconded by Mr. Smithley and was unanimously approved by the committee without further discussion.

IV. Public Comment:

No public comments were made.

V. Old Business:

PRP Management Services presented their behavioral management policies with noted corrections from January’s LHRC meeting. A motion was made by Mr. Parker and seconded by Dr. Price to approve the behavioral management policy.

VI. New Business:

Gertrudes Homes LLC -Clarence Russell requested affiliation for opening a group home in Newport News VA. A motion was made by Mr. Parker and seconded by Dr. Price to grant affiliation to Gertrudes Homes.

Gertrudes Homes LLCpresented their behavioral management policy. No noted corrections needed. A motion was made by Mr. Parker and seconded by Dr. Price to approve the behavioral management policy.

Gertrudes Homes LLCpresented program rules. No noted corrections needed. A motion was made by Mr. Parker and seconded by Mr. Smithley to accept program rules.

VII. Advocates Report:

Mr. Jones reminded and informed the affiliates that there is a difference when adding new services versus adding a new site. Please refer to February’s Memo.

Mr. Jones Expressed that when excepting clients from training centers and mechanical restraints are being used, you must create policies and procedures for mechanical restraints, this policy is to be approved by the LHRC. If Policies and procedures are not in place this will hold up the client being placed. Mr. Jones reminded the affiliates that there is a Local Human Rights Committee Training being Held on Wednesday, May 13, 2015 from 9:00a.m.-12:p.m. The location is at Southeastern Virginia Training Center in Chesapeake.

IX. Closed Session:

A motion was made by Ms. Guide and seconded by Mr. Parker at 6:50 PM that the SEA - LHRC go into Closed Session pursuant to Va. Code § 2.2-3711(A paragraph 4), for the purposes of protecting the privacy of individuals in personal matters not related to public business, namely for the purpose of hearing from VersAbility Resources, Colonial Behavioral Health, Second Chances Youth Services , Together Lives Change, American Addiction Treatment Center, Hampton- Newport News Community Services Board pursuant to the regulations.

A motion was made by Mr. Parker and seconded by Mr. Smithley at 7:35 PM to exit closed session.

X. Open Session:

Upon reconvening in open session, each member of the SEA LHRC certified to the best of each member’s knowledge, only private business matters lawfully exempted from statutory open meeting requirements and only private business matters identified in the motion to convene the executive session were discussed in executive session.

XI. ADJOURNMENT:

There being no further business, Ms. Pegram - Chair adjourned the meeting at 7:45 PM.

The next Meeting is the third Tuesday of the following months: April, July, and October. Next Meeting is: July 21, 2015
