OVERALL PURPOSE OF JOB

Responsible for the delivery of key business intelligence to SYFR to inform strategic decision making. Lead the Data, Performance and Intelligence Team to develop and maintain systems and processes to provide timely performance reporting and data analytics to senior management and the Fire Authority.

MAIN RESPONSIBILITIES

  1. To work with key stakeholders across the service to develop data and intelligence led modelling and scenarios to inform IRMP development. To utilise a risk-based approach to assess the viability of proposed service delivery options and provide reports to working groups, and management boards.
  1. To lead the team in the development and maintenance of systems and processes to gather community intelligence for use in targeting of services to vulnerable groups and assess the effectiveness of SYFR prevention activity through continuous review.
  1. To develop and maintain relationships with external stakeholders who may improve our understanding of community risks, such as academic institutions and local and national information-sharing networks.
  1. To prepare and present briefings and reports at a strategic/ policy/ political level, ensuring internal and external stakeholders receive timely and relevant information for decision making and other purposes.
  1. To design and implement an effective performance management framework, linking to the Strategic Plan and delivery of overall priorities, and the development of supporting systems and processes, to support the continual improvement of SYFR.
  1. To manage and develop effective strategy and policy relating to all aspects of performance management and measurement, in line with the Service’s performance management framework. Champion performance improvement measures throughout the Service.
  1. To keep up to date with developments nationally in legislation & guidance relating to performance management, and data quality, and advise senior managers as appropriate, ensuring the information is incorporated into the Service’s own systems and guidance.
  1. To establish and maintain contacts with external bodies and forums to facilitate knowledge sharing and benchmarking e.g. CFOA Performance Improvement Board. To assess developments and best practice in corporate governance across Fire and Rescue Sector and apply emerging methods to assist operational management in the assessment/development of service options and change.
  1. To identify opportunities for centralised data /business intelligence reporting within SYFR, building a knowledge and information management hub.
  1. To take responsibility for development and delivery of the Data Quality Strategy and embedding data quality principles throughout the organisation, to ensure that SYFR has good quality data for decision making purposes.
  1. To lead the team in the development and delivery of Data Sharing Policy, guidance and protocols.
  1. To be responsible for the accurate and appropriate processing of data, ensuring compliance with organisational policies and procedures (eg. data protection).
  2. Work with the Information Manager – Data Protection to support the delivery of the actions required to meet GDPR compliance in the areas related to Information Governance.
  1. Where possible, take a proactive approach to making relevant SYFR data accessible internally to improve decision-making and staff engagement, and reduce ad-hoc information requests.
  1. Work with stakeholders in other organisations to gain access to relevant data which may improve the ability to target community risk reduction resources, and make it available to relevant colleagues.
  1. Lead a team that takes a proactive approach to research and data analysis, which strategically drives service innovation and improvement, whilst also being responsive to colleagues’ research requests to enable effective strategic and operational decision making.
  1. Lead the team in the development and maintenance of systems and processes to ensure the accurate and timely collection and reporting of corporate information to inform decision making, and for internal and external reporting.
  1. To direct and control the use of resources, ensuring the allocation of work within the team meets the needs of its customers/service users. Motivate, develop and coach direct reports in doing the work of their role and hold them accountable for their performance.
  1. To manage relevant budgets on behalf of the Head of Strategy and Engagement, reporting back on a monthly basis.
  1. Represent the Head of Strategy and Engagement as required.
  1. Represent the department at CMB/Senior Management meetings as required.
  1. Develop, monitor and manage the departmental business plan, risk register and business continuity plan.
  1. To manage and monitor performance effectively and set clear objectives for the review of individual & team performance, in line with the departmental business plan objectives, including undertaking performance development reviews for direct reports.
  1. To fully participate in SYFR’s Personal Review process according to the responsibilities of the role.
  1. To practice and promote SYFR’s Equality and Diversity and Health and Safety Policies and to conduct oneself in a manner that is consistent with SYFR’s core values at all times.
  1. To ensure that risk is managed effectively within the section in accordance with corporate strategies and plans.
  1. To attend as required any training courses that will contribute to the effective performance of the postholder.
  1. To carry out such other duties within the department as from time to time may be required, which are commensurate with the grading of this post.
