Annual Masters HOA Meeting

August 25, 2012

The South Fork Ranches Master Homeowners Association Annual meeting was held at the Rio Grande Club.

A quorum was formed by attendees and Proxy’s.

Dick Walter open the meeting by welcoming everyone and thanking John Graziano for his hard work. Veronica Climie, the administrative assistant to the HOA was introduced, as well as, the current board.

Tom Slade reminded everyone of the website: www.southforkrancheshoa.org or www.southforkrancheshoa.com and encouraged members to visit the website for information.

Veronica is compiling email address for all lot and homeowners for future correspondence.

Road Maintenance for 2012 used Davis Engineering 10 year plan. This year the rest of Rio Grande Club Trail has been chip sealed. South portion of La Lomita has also been chip sealed. And the North side of La Lomita was seal coated.

For 2013 it is scheduled to have Timbers and all of River Greens chip sealed. The board will review the plans before moving ahead. Emails will be sent out to homeowners when road work will start. Effective immediately, the board voted to implement a $.50 per house square foot for new construction to help pay for road maintenance/repair.

Water Company Update: Kevin Hendricks is the current field manager. Water Board consists of:

Dan Hicks, Dick Walter, Gary Whittaker. Tom Slade is the water manager.

Water Company has paid the Master HOA $15,000 for part of this year’s repayment. Water rates will increase in 2013 in order to build a reserve for future repairs. It is projected to take 3-5 years to build the reserve. The flow meters have been recalibrated. This fall the fire hydrants will be flush out.

Big River Law Suit: Liens have been filed on all lots including those belong to developers.

The owner of Big River has filed a law suit against the master HOA. HOA has in returned filed a counter suit. Trial to take place January 28, 2013

Sub-Association funds and duties transferring to the Master HOA: Dick and Tom met with an HOA attorney in July with the purpose of stream lining the sub-association duties.

*Each sub-association will have a 3 member architectural committee. If a sub-association does not have a 3 member committee, one member will go to the Master ACC. In both cases the master will have the final say.

*Funds will go to Road Reserve

*Each sub-association will have one representative on the Master HOA board.

*Common areas, roads and general maintenance will be covered under the Master HOA. Special assessments will be made for homeowner’s in subdivisions with unique situations, ex. River Green’s gates.

*Our insurance requires any maintenance work to be insured for liability. Please contact the Master HOA if work needs to be done.

Cell phone tower: Viaero Wireless has contacted Tom Slade regarding a new tower to be installed above the Ridge. This is currently in negotiation.

Financials: All reports are available on the website.

Annual dues for the 2013 proposed budget has decreased to $600. Master HOA is looking into ways to aggressively collected past annual dues. A line item has been added to the 2013 proposed budget and Balance sheet to account for uncollected dues. The amount shown in 2013 budget is for 2010 uncollected dues.

*The monies from all sub-associations will be transferred into a road reserve account.
