SECTION 1 – TRUE / FALSE QUESTIONS
INSTRUCTIONS:
Answer each of the twenty questions below with either a “True” or “False”. Each correct answer is worth one (1) point for a maximum total of twenty (20) points in this section. You must use a proper citation to support each answer you give in this section. If you do not provide a citation, you will not receive credit for your answer.
If you are unsure about your answer, research it thoroughly and cite the documentation that you used in making your conclusion. If your answer should conflict with the answer key, but your documentation and/or your argument in support of your answer is persuasive, you may receive credit for your answer. Please note that in some instances, you’ll be asked about whether or not a certain document supports or refutes a position. Either way, when entering your citation, simply say “The document does/does not contain such wording”, or words to that effect.
1: Under no circumstances is the Executive Officer allowed to turn in the MSR for the Commanding Officer (TRUE or FALSE)
2: When you are setting up a bank account for your chapter’s growing treasury, you must use the STARFLEET tax ID number as your identifying number when dealing with the bank. (TRUE or FALSE)

SECTION 2 – SHORT-ANSWER QUESTIONS
INSTRUCTIONS:
Read each of these questions carefully and then answer all five (5) of them when ready. Each question is worth ten (10) points, for a maximum of fifty (50) points in this section. Using citations in this section is optional, but as always, recommended.
When writing your answers, please note that the quality of the answer is the key to achieving maximum points. Most of these questions do not require more than one or two paragraphs to answer them, but do not hesitate to add more if you feel that you have more to say. As before, if you are uncertain about your answers, by all means cite sources and documentation. Well-researched and supported answers can sometimes receive credit, even if the answer conflicts with the answer key.
Short Answer Question 1: You have a STARFLEET Marine Corps (SFMC) Department on your chapter. SFMC has an elaborate chain of command. Who has overall command and authority of the Marines and Marine Department on your chapter and why is it structured like that?
Short Answer Question 2: Under normal circumstances, you file your MSR (Monthly Status Report) using the STARFLEET Database. However, the database does not seem to be accepting your MSR at the moment. What alternative method would you use to submit your MSR, and to whom would you send it? Document your conclusion by citing the steps you took in researching this answer.
Short Answer Question 3: A friend and correspondence member of your chapter approaches you about starting a new chapter in their area. The live in a different region than the region in which your chapter is located. List all the people who need to receive the Vessel Registry Request in order to launch this shuttle. Can this process be completed without using postal mail? If so, how?
Short Answer Question 4: You feel one of your chapter’s members has been treated unfairly and in violation of the Membership Handbook by a member of the Executive Committee/Admiralty Board Staff. As CO, who do you go to FIRST to resolve the matter, and why?
Short Answer Question 5: As a chapter commanding officer, is your participation in the nomination process for the position of Regional Coordinator required? Outline the electoral process of selecting a Regional Coordinator and cite your sources.

SECTION 3 – ESSAY QUESTIONS
INSTRUCTIONS:
Read each and every one of the following scenarios carefully and write an essay based on two (2) of them when you are ready. You may choose which two scenarios to answer. Each essay is worth fifteen (15) points, for a maximum of thirty (30) points. If you opt to write a third essay, you will receive extra credit. You can earn up to five (5) additional points by answering this third essay. Writing more than three essays will not yield any additional points.
When you are writing your essays, please note that the quality of the answer is key to achieving maximum points and not expansive verbosity or curt brevity, So while no answer should be less than 400 words, answers longer than 1000 words are perhaps more than adequate to meet requirement. Either way, you will not be penalized for length or lack thereof, but please put some thought into covering as much as possible within the framework of your response. As in the previous section, using citations is optional, but nevertheless highly recommended.
ESSAY SCENARIO 1: MORALE
A long-time member has just informed you that he/she will not be renewing their STARFLEET membership and most likely will not continue attending or participating in chapter activities. This will leave your chapter with only 11 paid STARFLEET members.
When asked to elaborate on just why the officer in question feels compelled to leave both the chapter and STARFLEET, you are told that they have become disillusioned with how STARFLEET is being run and that they derive less and less enjoyment from being in the chapter in general. The member in question is a diligent worker and has frequently contributed greatly to the success of the chapter’s projects and you would very much like to retain his/her services, as you consider them to be a true cornerstone of the chapter.
What do you do to address their concerns? Who do you contact ? Who do you talk to? What measures do you think are necessary on the chapter side as well as on STARFLEET’s side to address the concerns of a member such as the one described above?
ESSAY SCENARIO 2: FINANCIAL MANAGEMENT
You are the Commanding Officer of a STARFLEET (SFI) Chapter. Your membership is mixed SFI and non-SFI, though the majority are SFI members. Your membership recently passed 20 and while a meeting chapter, only about half of your members attend each meeting. As such, you mail ten copies of the newsletter each month. The ship also has hosted a website, domain, and WWW bulletin board which has helped gain five members and helped communications. Until now, you have paid all these costs out of pocket, but they are approaching $200. a year, and as the ship grows, so will this cost. You would like to implement a $10. annual membership fee, but worry that extra cost on top of the $15 a year that SFI charges might affect how many of your crew remain in SFI, possibly affecting your chapter status. You could charge less for SFI members, but this might disenfranchise your non-SFI members.
Assume you decide to charge the dues. Explain why. Also, document how you would handle the membership monies. Explain how you would convince your SFI members to continue to pay their SFI dues. If you decide to lower the SFI members’ dues, explain how you would pitch this to the non-members, or use it as a way to convince them to join STARFLEET.
ESSAY SCENARIO 3: PUBLICITY
You are the Commanding Officer of your local chapter. Your chapter engages in a fairly standard mix of activities; monthly meetings, some charitable work, some social activities each month as your crew gets together. However, your numbers have been shrinking as some members have moved away and it’s time for a recruitment drive.
Your crew is enthusiastic about the idea and brainstorm a number of ideas for places to recruit. However, they shortly report back that numerous business owners or managers in the area won’t let you post materials, including the local community center, a local bookstore with a large sci-fi section, the local Cineplex, and the local school district. Concerns that were shared with you included the non-serious nature of Star Trek, the precedent of letting one group in, restrictions from corporate headquarters, and the fact that they worry about the liability if they let a non-affiliated group post materials and there is any problem.
How do you assuage the fears of these managers and owners?
ESSAY SCENARIO 4: RESPONSIBILITY
You recently observed a member of your chapter committing what you believe to be a criminal act. This member, upon realizing that you have observed them, confronts you and asks you to turn a ‘blind-eye’ to his or her activities, stating that as a fellow member of STARFLEET, you should stick together. Publicizing this criminal act could have potentially devastating consequences for the person in question.
What does the Membership Handbook say about such matters and what is the best course of action you can take here? Why would you take this course? Who would you consult on this matter, if anyone? Should the fact that the person in question is a fellow member of STARFLEET have any bearing on your decision?

THE (ALMOST) LAST WORDS….
If you have come this far, you are either reading ahead or have just finished your OCC examination. If you are someone who has just finished the course in its entirety, and are now bleakly staring at this page wondering what else it is that you might have to do, let us make a few suggestions:
1. Sit back. Take a few deep breaths. You’ve Earned them.
2. Have you rewarded yourself today? Finishing a comprehensive exam such as this certainly merits positive re-enforcement.
3. Take a good look at all the pages you’ve just filled out (Quite a lot of them, no?)
4. Now, let’s not tempt fate – save your work in progress (CTRL+S on most computers). It would be a tragedy if you lost all that hard work due to a sudden power outage or what not.
5. If any of us were right there with you in the same room, we would be telling you this in person, but since we are unfortunately elsewhere, you will simply have to let your imagination do the work here. Thus, imagine the faculty of Officers Command College looking over your shoulder and upon completion of your test exclaiming a loud and boisterous
CONGRATULATIONS!
You’ve already accomplished a significant amount of work by just completing the test – and that alone is worth our admiration and consideration.
With that in mind, there are but a few more things left for you to do. First off, we would like to suggest that you review all your answers one last time. Make sure all the citations in Section 1 have been entered and all the answers are in place. It also never hurts to give your work one last read-over to see if everything you wanted to say has, in fact, been said. When you are 100% certain that it’s time to send your exam in for grading, Send it to the Director for the Officers Command College who had issued you this test.
